And I expect fairly stringent limitations on how inconspicuous we can make things.

On a related note, for those who don't know already, DCUO won't have power color customization at all, and they claim it is specifically because of a PvP concern-- it would be confusing to players and force them to check combat stats to see what they were hit with.
Meanwhile, they've stated that this won't apply to NPCs (Fire's fire will indeed be green). Apparently, it's okay to force people to check combat stats in PvE but not PvP.
After I16 and Going Rogue, the only thing left to interest me in the competition will be car throwing, martial artists that can punch (assuming I16 doesn't allow animation changes), being treated as an equal by the signature characters (so Sony is claiming), and having my characters exist in an established world I've loved since I was a kid. That's really not very much.
And all CO has to offer me is car throwing.

- if you cant figure out that Fire is hitting you for Fire damage, you deserve to be confused
- Sorry DC, if my uniqueness has to be second string to the established characters, that's an experience I can get right here with 3 and a half years of Vet perks to boot. Plus, it looks like I might not have to endure it here for much longer either.
- Car throwing WOULD be awesome. What do I have to sign to get car throwing in this game?

My hunch is they will allow it to work in those zones but offer an on/off toggle for players to choose whether to enable the customization effects on other characters or something along those lines.

I'm not so sure we need more maps. More map tilesets and mission types would strike my fancy.
In DDO, for instance, there are levers you have to pull to open certain doors in other areas of the map. There are traps you have to disable or you'll take damage from them. There are tile puzzles in the floor. There are hidden doors that you may/may not find. There are optional destructible objects that cough up loot (not that I think this game needs phat loot, just throwing it out there).
The truth is, from my limited perspective, virtually every mission in this game can be nailed down to one of the following:
Defeat everyone
Defeat everyone and rescue someone
Defeat everyone and click the glowies
Basically, we just run around beating the snot out of people over and over and over again on the same basic tilesets over and over and over again.
I'd be open to more missions that encouraged you to think.

True, but it's just one example. I don't think anyone's going to be confused by any of it, PvE or PvP. I think it's a ridiculous reason to restrict customization. fire looks like fire no matter what color it is; it's "flamey". Probably the only confusing thing would be ice vs earth, but all you have to do is have the projectiles have different texture and size/shape.

DC is more appealing to me than CO, but yeah these are the thoughts I'm having, too. Also, their costumes look to be far more restricted by unlocking through loot, and they have some costume types restricted based on your origin.

The problem, probably, is that the game wasn't designed with it in mind. They'd have to go back and add throwable items to all the map types. I'm obviously all for it, but they may not feel the ROI is high enough.

I find this coming from a five year vet almost borderline insanity. :P
The basic maps in the game -- office, warehouse, sewer, cave, tech lab -- reveal themselves to the player in the first few levels of the game. From there it is an endless sea of repetition, with "variety" added through slight alterations of the map layouts that are quickly memorized (not to mention the static placement of the critters) with an occasional unique map thrown in and even then they are typically built off existing maps (the cool sewer/office transition to cave maps, the cave maps that transition to Rikti maps, etc.).
You have a standard for variety in maps that is WAY lower than mine or you just don't care about where your characters are fighting. Insane!

The five standard maps you're talking about have a number of variations and you're forgetting about:
Council bases
Orenbega
Outdoor maps (both natural, Croatoa, factories and cityscape)
Outdoor zone maps (i.e. zoning into an Atlas instance)
Arachnos maps (although they are torture)
The Dam
etc.
When people bring up "We need more maps" I often wonder what they're talking about. Most missions do wind up on one of the basic structures, but our heroes are in a City, that's to be expected.
The City of Heroes Community is a special one and I will always look fondly on my times arguing, discussing and playing with you all. Thanks and thanks to the developers for a special experience.

I think the types of map are fine, but they could do with more variation. More sorts of offices, more sorts of warehouses, more sorts of labs. Also, things like Museums, Malls, Sports Arenas, Bowling Alleys, Cinemas etc... There are lots of cool places superpowered fights can take place.
The good thing now about extra map types is that they get more bang for their development buck, as they not only add to Dev content, they also add to the MA.

I think the PVP excuse is extremely flimsy, and that is being generous. I think Sony simply decided it wasn't worth the additional time and hours it would take, and that they believe, based on this game's overall success, that people will play a super hero game without it for at least 5 years.

This is kind of like saying, "well the game takes place in a desert, so you shouldn't expect anything except vast expanses of sand." Regardless of where the game takes place, it's the primary goal of the developers to make it fun. Part of that is the explorer mentality that demands variety, if only visually. Part of their job is to make the city variegated.
The other thing is, the current map layouts make no sense. The offices have multiple elevator banks going between two floors each, there are cul-de-sacs all over the place, balconies floating in strange places - they're nonsensical. The University map, although small, shows a better example of what I wish our office maps looked like.
The caves could be improved in a number of ways - with some large caverns with stalagmites/tites, some dinosaur fossils, some bats flying around, some big crystals, underground rivers and waterfalls - they could be made much more interesting.
Really, they just need to add eye candy and some new layouts. There's tons of ways to make city-setting maps interesting. They just need to get the tools to be able to easily crank 'em out - and I feel like the base builder goes a long way toward doing that.
But if you're saying that the core thing the game needs is game play enhancements, I wont argue with that. I just think the map variety is important as well.

I'd welcome hero or villain zone spawns where Bosses or EB's from the Safeguard/Mayhem pools randomly spawn now and then in zones with a patrol mechanic in run/fly mode. Not sure what it has to do with customization or more maps, just something I've long thought would make the zones feel more dynamic and super-y...
