Do you mean to imply there's some mandate preventing them from releasing an issue in February or March? Why would there be?
Issues are released when they're ready. So far none have been ready during the month of March. That doesn't mean this one can't be.
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.

Looking at two things here.. history from the past 3 years is one.
Second one.. Loyalty program. The Salute to Statesman loyalty program runs from December 1st 2011 to March 31st 2011.
Smart marketing, and i agree they haven't been know for that recently, would be to release it after this program ends.

Looking for something to tide you over before Mot's dark tide of death runs you over? Everyone look up the global name @Neon Rider and do his pre-Issue 22 lead-up arc. It will get you even more excited for what's coming in Dark Astoria. 
For anyone who played The Final Days of a Galaxy, leading up to Issue 21, it's by the same author.

There's no way they would hold it for another month and a half. Beta testing for an issue has rarely taken more than two months; testing for I22 started on January 11. That puts us at almost a month and a half now, so I'd expect to see it...probably by March 6th.
Which, I would say, qualifies as "soon (tm)."

Considering that the last patch to the beta servers was microscopic... I wouldn't be surprised if it was another Thursday release, very soon.

i22 doesn't have to get pushed back for staff fighting. They can just release new powersets when they're done with the Paragon Market now--those dark sets are the only thing mentioned as being part and parcel of the issue, right? It wouldn't be too surprising if they didn't release a new market powerset until after double xp weekend to avoid a glut of PL'd 50 staffers complaining that hitting things with a big stick isn't as good as they thought it would be.
Have a stalker ready and waiting for i22 to make them suck less, with an archetype enhancement and everything

I am hoping for the 29th as well now or after the week of March 6th. Its just that there is this little game coming out that you may have heard of, that's only been one of the most anticipated games of the past year.
