I helped with the very early beta of COH way back in the day. When getting stuck in Perez Park and map serving was insane.
Even though I haven't played or even logged in forever, the news of the closure saddens me and I will happily kick some money in towards a kickstater campaign.
I would be happy to kick a thousand or so in if this becomes a real option

There is only one guy coding the server emulator, nemerle, but he is (very slowly) active. He released the third alpha last month, with a working costume creator and loading the mapserver (though you can't move or anything; it just loads). It's using an old version of the client (circa issue 3) in order to get the basic protocol decoded, and then add the new features on top of that. With the live servers closing soon, capturing real traffic between the client and the server for the latest client version is essential if this thing is going to go anywhere.

Starting another COH emulator when one has already made (very little) progress is foolish. We don't have much time to gather the information on server traffic we need, so we need to get a bunch of coders interested in this NOW.

I think some level of future development is necessary. As much as we all don't want the game to die, if it can only exist in a code-frozen state, eventually I think a lot of people will lose interest.
That said, I'd contribute to any effort, just probably substantially more to something with a chance of continued new content. As a C++ developer, possibly I could help with that.

I'm looking at the Kickstarter web site. It's really important to me to have some kind of plan before jumping in. I absolutely, positively do not want to start taking donations until I can honestly look you in the eye and say, "This is what the money will be used for." In short, I need something more solid than, "It will have something to do with City of Heroes." It's really important to me to have a working plan.
Over this weekend, I'm going to talk to the Titan Network crew and discuss our options. Buy the IP and code outright? License it to run on our own server and obtain the rights to distribute the client? Maybe look into some options around releasing source code, if possible? What to offer people as rewards and incentives to invest in the crowd fund? If we're successful, do we want to carry the game forward as free-to-play, use a similar hybrid model that Paragon Studios has set up now, or charge some nominal subscription fee to cover hosting costs?
Next week, I'm going to start rattling cages at Paragon Studios. I have exactly zero contacts with NCsoft (unless you count Katie, the PR person we met at the Player Summits). I plan on contacting the folks I know and trying to get some kind of meeting set up where I can talk to the powers-that-be who can actually make a deal with us to run the game. I'd also like to start putting feelers out to the devs to gauge interest in continuing to work on the game in some capacity, either on a contract or volunteer basis, whatever we can afford and they're willing to contribute.
Anyway, my head is still swirling, and now I'm going to be up all night. I really appreciate all of your support in this, and I will do my damnedest to make sure I don't let you down.

I'm in for what its worth, money is tight all around the board but I'd be willing to give what I have to keep this game running. I've already given what I've had for six+ years now, so whats a couple more months of giving away money?
