Who is the most evil villain in CoX?
Westin Phipps. I can't even do his arcs after that first time because I got the crawlies.

Then again, those things that Westin Phipps does are ACTUALLY done by player villains, not Phipps himself.
Then again, any player villain who can actually stomach doing his missions (and actually ENJOYS doing his missions) might also be a contender.

Villains are those who dedicate their lives to causing mayhem. Villians are people from the planet Villia!
Westin gets my vote.

Yes, I opened that can of worms =D
Level 53: Arrows/Devices/Munitions Blaster
....and hopeless Science-Natzi.
Phipps by a country mile.

My City Was Gone
I vote Nemesis. He's not only capable of murdering millions of people for his goals but he's also racist.
Though Westin Phipps is sadistic and manipulative, he is nonetheless carrying out orders given to him by Arachnos. Someone else had the evil and he just takes delight in getting it done; that doesn't really make him the "source of the evil" as it were. Left to his own devices, Phipps wouldn't have the power or resources to do much evil, so I wouldn't put him very high on the "most evil villain" chart.
People tend to have emotional reactions to Westin Phipps and Crosscut, and it leads them to say "oh this character is the worst ever end of story." I expect many more "votes" for Phipps in particular before activity in this thread dies down.
Emperor Cole, while decidedly a villain prior to Going Rogue, I firmly believe has been retconed and at present is motivated by a convoluted sense of what is right--he is not evil. Though he forcefully maintains law by military power and a global brainwashing network, his reasons are nonetheless to protect the people from the Hamidon and to defeat the Coming Storm.
Lord Recluse and Nemesis are both qualified candidates for "most evil villain," since they each sacrifice whomever is necessary to achieve their visions of total control, and destroy as many people in the process as it takes--both the innocent and those who would oppose them. Of the two, I would put Recluse as the more-evil because he's driven by hatred more than a simple lust for power, where Nemesis generally gets his giggles from just being on top.
Don't forget about the flesh-rippingly gross adventures of Dr. Vahzilok.
My guides:Dark Melee/Dark Armor/Soul Mastery, Illusion Control/Kinetics/Primal Forces Mastery, Electric Armor
"Dark Armor is a complete waste as a tanking set."
I'm going with the guy in Atlas who is having his brother killed to steal his organs to become a Vahz.

FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.
Mother Mayhem followed by Nemesis, and then Hamidon.

Phipps for sure.

Actually, the most evil is ... ME!
When I ran the Villain Morality Mission, I destroyed the *entire* universe.
Nobody else survived - not Phipps, Recluse, or anyone else, just me...
Sure, I know what you're gonna say -- that's a long ways off in the future, and
hasn't happened ... yet.
But it *will*
I have seen the future, and I WIN!!! Muahahaha!

Of the villains mentioned by the OP, I would have to pick Protean. In the Freedom Phalanx novel, he gloats over having once killed a child he was holding as a hostage in a stand-off against Manticore.

That chick what plays the bird-things...
On that note, what about Reichsman? I don't see that he's been mentioned yet, but surely he gets major evil points just for being a Nazi.

Unrelated to the 5th, but don't forget the Ouroboros menders. Although not proven, we've heard horror stories about the massive crimes they've committed. Particularly Twlight's Son selling out his entire race.
I had a thought recently. The CoX universe is filled with deviants who run the gamut between truly evil, to bizarre, facepalm-worthy Saturday Morning cartoon villain status. However, who do you think is the most evil?
Some of the villains I think are contenders:
*SPOILER ALERT*
Nemesis-Master manipulator; tried to take over the United States and succeeded (Albeit temporarily); started the Rikti War, which led to the deaths of many heroes.
Hro'Dtohz-Knows the truth about how the Rikti War started, but kept it a secret to his troops to prevent him from becoming a war criminal and to fuel his own ambition; plots to bring the entire Rikti military to destroy Earth.
Darrin Wade-Killed Statesman, Sister Psyche and Miss Liberty; Attempted to merge with Rularuu.
Lord Recluse-Attempted to steal the powers of every superpowered being on Earth; tried to kill Statesman and take over or destroy Paragon City on many occasions; has hatched many plots to manipulate time itself; is the embodiment of the evil demigod Tartarus
Rularuu-Absorbed an unknown number of dimensions.
Tyrant-Plots to kill every superpowered being in Primal Earth, as well as any normal person who would oppose him; his minions torture and kill anyone who opposes him, while he uses propaganda to portray himself as a benevolent ruler.
Protean-killed Manticore's parents; put Manticore himself in the hospital and tried (and nearly succeeded) to kill the Back Alley Brawler; somehow aided the Praetorians; killed Dauntless, and attempted to kill every person Galaxy Girl helped; attempted to ruin the reputations of player heroes by creating evil dopplegangers of them.
Of course, these are only the villains I think are the most evil, feel free to vouch for any villain in the game and lore YOU think is the most evil.
