That's scary, but not especially evil. I'd say evil is more like virtue perverted. Mako is essentially animalistic; he's vicious and cunning, even intelligent, but as you say he is amoral.

A memorably evil villain has a morality. But it's one in which their goal is the highest possible good -- whether it's their own power, the acquisition of knowledge, the destruction of the world, or even something like protecting their family. In the pursuit of this goal they are more than prepared to sacrifice anything else.

And for the worst of them, that goal is coupled with another -- the misery of everyone who doesn't share it. Not just death, although they may inflict this on a large scale, but the awe and terror of the petty sheep who would have stopped them. They want not just to defeat their enemies, but to break them and force them into compliance with their own ethos.

The truly terrifying thing is that that's not so far from what a hero wants.

well, this is based on incomplete information, since i havent finished first ward(yea, i take my time) but the midnight master.lets ignore his smarmy personality, he betrayed everyone that trusted him and not only murdered them but then enslaved their souls for as long as he enjoys using them as playthings. im with cerulean on him. at the stage of the story that i'm at i'd use the spork of jocas on him.

phipps is a good vote too, his propensity to harm the helpless is a factor. recluse is bad, but he generally seems to have his sights set on people who can give him a fight. I'm betting Phipps' childhood involved a lot of cruelty to small animals.

As I said in the first reply to this thread....Westin Phipps.

He's told to do something, and instead of just carrying it out (or directing someone else to carry it out), he creates grand schemes, over-the-top atrocities simply for his ENJOYMENT of the cruelty he's committing.

And I put actual effort into that: I didn't just add two words to the alien guy's face or google a picture of a cat. I have to get some sort of return on investment there or I won't be able to write off the time.

This is always a good question, but not for the naming of a badguy/gal/AI/thingy, but for how it exposed what folk think of as evil..

who is most evil....

the ruler who orders the persons death ?

the administrator who enables the process ?

the hangman who pulls the lever ?

or ...

the person who blows up a building killing 200 people ?

the person who spends three days slowly killing one person ?


given that the CoT work with demons they must be up in the top five,

any Nictus based vill also, they eat people !

The Family, they sell drugs, kill people, corrupt others, and exploit the rest.

The Carnival of Souls, again eating people.

Also Hami ..wants to turn people into his idea of a good thing.

Nemesis. No one else is even close. The guy literally committed genocide. He killed billions of people for the crime of not being white. Honestly, I'm surprised this isn't brought up more often in the lore, because it is easily the worst thing he's done.

I honestly don't think Westin deserves a mention at all. Yes, he's slimy and disgusting, but then so's the dog landmine I stepped in on my way home from work the other day, but you don't see me raising a fist in the air yelling "Damn you, irresponsible dog owners! Damn you all to hell!!!" No, I basically wipe my feet on the grass on then wash my shoes after the fact.

That's about the dignity Westin deserves to be regarded with. He's slimy and disgusting and makes us feel dirty afterwards, so take a shower and forget about him. The man is a toad with no ambition, no real power and no real lasting influence. He's the Sleez of City of Heroes. He's a small fish in an ocean of big fish, and he just happens to stink. That's about it.

To me, this is kind of asking what the scariest horror movie is and having someone quote the Texas Chainsaw Massacre remakes because they have lots of gore in them.

Definitely Lady Jane for sure. I actually demorecorded her trying to suicide the team into a group in hopes that the devs would see it and change her AI. Never have I seen an npc have such horrible effect on the team. I bet if they pulled the stats from her mission I bet like the success rate on an 8 man team is something like 10% on keeping her alive. Now I dont even bother with it. I just let her aggro and kill herself. I will not be getting debt for her even if debt goes away quick.

That is one way of looking at it, but like i said upthread, part of why phipps is so hated is that he delights in hurting the helpless. One reason a lot of evil generals can to a flip to at least being respected even after killing lots of heroic characters is that they at least showed some class, they fought near equals and did so in open combat. phips orchestrates the poisoning of small kids he is a different, abominable kind of evil. its the same visceral reaction many have have to seeing some hurt a small dog or child, full on moral repulsion. I can sort of respect recluse, even if he does do the idiotic evil darwinist thing, he "picks on people his own size" but Phipps is a stain of humanity (as is midnight master). In fact, id go so far as to say that like agg said, phipps wants to be a monster. recluse has a goal, being the strongest and surrounding himself with the strongest, he does evil in persuit of a goal, but evil is not his goal, if he thought about things differently, he probably could do good as well, phipps is cruel to the core, it is his goal.
