Tomorrow Morning...
Maybe they'll patch in some un-tinted version (here's to hoping), otherwise these will remain of 'very limited use'.

Clearly they saw all the other MMOs where there is little to no costume differences between alts as everyone has the same looking gear and they thought "We want us some of that"
They basically listen to and act on very little feedback in Beta, as far sa I can see nowadays. There was loads of costructive criticism and suggestions about this costume pack in the beta forums, and checking it out ingame, I can't see anything different to what was presented originally. The options for female toons are borderline porno. Don't get me wrong, I love a bustle on a woman, but limiting the female characters to saloon girls is disgraceful. The default male costum costume for gunslinger looks awful, too, I can't imagine how they think it will encourage people to buy the pack.
I'm not getting this one. Shame

EDIT: Has there ever been any sort of official response on the pre-tinting issue? It baffles me too.
MArcs:
The Echo, Arc ID 1688 (5mish, easy, drama)
The Audition, Arc ID 221240 (6 mish, complex mech, comedy)
Storming Citadel, Arc ID 379488 (lowbie, 1mish, 10-min timed)
I for one love the Gunslinger Outfit.
My Fire/Fire Brute, who is wearing it, looks like she should be pouring beers in a german beer garden, a classy german beer garden, because my Brute does not look trashy wearing her new outfit.
And I LOVE the Belt #2 I think it is. The one that looks like a waistcape with a bow
Colored Green and Red it looks Christmassy.
And you can use the Hair Veil thing on other hairstyles...looks interesting with the Big Brain.
Devs, thank you for this one.
I like.
Oh, one thing I do not like at all, is that you can change only one of the colors of the striped corset. Pre-tinting..bah
Lisa.

And of course it went live. None of the actual concerns were even paid lip service to.
We had the same argument with Steampunk, and it all stemmed from the Magic Pack, when it transpired that there's really a whole lot of people who wanted the Baron Jacket for their female characters. In fact, around the time of the steampunk thing, it was acknowledged on the ustream that people felt this way, and they'd look at the issue in future.
Guess they looked at the issue, wadded it up and filed it in the round file, as exactly the same mistakes regarding the female costume have been made. Again.
It's appreciated there's a certain amount of lead time involved in making costume pieces, but the whole thing is starting to look a tad silly now. We know there's this big hoohah about equal numbers of parts for each body type, but this smacks of the people doing the basic design either not being told or not caring what the players think, and the subject only being mentioned when it's too late to change matters. Gods I hope it's just that they weren't told.
Do not go gentle into that good night.

No gun holsters, duster jackets, cowboy hats, scruffy facial hair, or even a poncho? About the only thing this pack seems to have is the pants and boots, and the boots themselves are meh thanks to pre-tinting.
Everything else is just fancy jackets, corsets, and top hats. Same exact stuff we get every other pack.
At least females get a cigar now, though, even if it's also heavily pre-tinted.
Also, why do females get a magical floating belt instead of the buttcapron belt for jackets? No sense, once again.
And count me as another person who won't be buying the Cowboy & Strumpet set. When you guys come up with a Gunslinger set for both genders that has no pre-tinting on it, I'll probably buy it. But not this time.

There are some decent pieces that I'll use so I picked it up. But really, the pre-tinting annoys the heck out of me. The corset and the gloves both have places where two colors could be used, but we're stuck with one color. Why on earth is it set to a pre-tinted shade?
EDIT: Oh my, I just came across the floaty belt. Even on the coats it fits it sits very high.

Yeah, this too is a failry obvious fault to the pack. Again, it baffles me how nobody in charge looked at it and said "Huh? No holsters, duster jackets, cowboy hats, scruffy facial hair, or even a poncho?"
It's really weird. It's like there's a huge disconnect between the costume creators and the players.

The only things in the pack I particularly like are the female hair style and the beltcape, but I won't be buying any of it unless the striped pre-tinting goes away.

So the Gunslinger set is live. Buy it for males and huge characters, and get the positively burlesque Saloon Harlot costume pieces for females, free! Or not. Get horrible pre-tinting coloured pieces, parts that don't accept secondary colours, and nothing even remotely practical or worthy of the pack 'Gunslinger'!
Devs, if you're going to pull **** like this, take some advice:
1: Don't bother posting a feedback thread for the costume if you're not going to do **** about it.
2: Market it how it is. Rodeo Cowboy and Wild West Night at the Burlesque.
3: If you're going to pre-tint stuff, why not say "**** it" and just make it come in one colour choice only.
Maybe I'm odd in that the bug ridden release of Issue 21.5, the stupidity of the Super Pack and the to be honest lacklustre news from the Player Summit all made me grumble and cancel my second account's VIP sub, but this is the straw that's breaking the spine of a load bearing, behumped animal and making me consider dropping the primary account's VIP sub.
they got 27 pages of feedback http://boards.cityofheroes.com/showthread.php?t=277846 but I guess it wasn't enough to even warrant a reply in the feedback thread .
but folks did mention concerns in regards to tinting , issues with floating belts and of course the guys are gunslingers / girls get to serve them drinks issue .
im not mad just a bit disapointed , oh well i'll find another windmill to tilt at and simply avoid this pack .
Hey devs, keep doing gormless stuff like this and people WILL give EA their money on the 20th.

Talking of the super pack, isn't that going up on beta soon?
Somehow I don't think they'll bother reading feedback on that either.

But how do you completely miss 27 pages of feedback in the very thread they started to gather feedback? I figured they would have at the very least done something about the pretinting, since I was sure it was too late already to do something about the female costume pieces.
Come on devs you heavily redesigned/added to the Circle of Thorns revamp based upon player feedback. You couldn't just go in and take off the pretinting?

This pack has two things I am looking forward to: Cigarette option for female (I wanted that from the start for my villainess) and butt-cape that can be used on alts that are not fortunata (although option without bow would be nice). Having just that in whole bundle makes it worthy to buy. Also steampunk hair without hat is nice to have.

To clarify, for a pack that's labeled "Gunslinger", not "Wild West Saloon", i'd expect an outfit that's slightly more Calamity Jane, and slightly less Lili Von Shtupp.
Dr. Todt's theme.
i make stuff...

I am not impressed.
I am REALLY not impressed. That just about does it...

Frankly, I don't think I'll be buying the Gunslinger pack.
It's not just the pre-tinted parts, although that is a factor.
It's not the dichotomy between the male costume parts, and the female costume parts, although that is a factor. (Aside note: Dear Devs, you have heard of Annie Oakley and Calamity Jane, right?)
It's not the lack of certain costume pieces, although that is a factor.
It's the lack of response to the feedback thread.
