If someone solicits you from across the city, and doesn't give a good reason why, then they either don't know what they're doing, or are up to something that has got everything to do with their interests, and nothing to do with yours.

Several groups do broadcast in Atlas for their SGs and there's nothing wrong with that, providing that you don't do it ad infinitum nor do you harass people. If you sent a broadcast message say once an hour over the course of a couple of evenings that probably wouldn't hurt so long as broadcast chatter wasn't hugely high
Let's face it, people want to be in a good, and active SG and they aren't likely to be too excited by someone who isn't actually sounding reasonable.

First off I think people should get to know each other instead of random strangers getting stuck in a room and seeing if they like each other later.
Second most people that send random tells to join an SG to people they don't know is by running down a list of searched characters and spamming tells. Actually during one gaming session recently I got somewhere around 10 tells from the same person in a bit over an hour(I usually reserve spam button for RMT people and special cases) to join their SG, about half as many from another member of the SG. About half of those were with an invite and got 4 invites without a tell. After that I wished I could ignore everyone in that SG and everyone on their friends list just in case. This is the most extreme case I have encountered by not uncommon for me to get 2 or 3 tells from same person about an SG. I mean I fell bad when I accidentally send 2 tells to one person to join a team but SG tells and invites?
Oh and a note about SG above: I actually accepted invite twice and second time actually counted new members and people that quit, in at most 3 minutes there were between 15-18 new members and an equal number of quits but not all the same people so amusing not everyone quit in the same amount of time.

I've never bothered to find out how the GMs in CoH handle that. (IE, you invite a guildmember, he ransacks your storage and quits.) I know of two other MMOs that have a standing policy that amounts to "Tough luck. Next time, be more careful with your storage permissions, and pay more attention to who you invite. This is essentially an internal management problem for your guild, and is neither a bug nor abuse. Therefore, there's nothing the GMs will do about it."

Believe me this is very annoying when my third tier alt in my SG creates a bin only for me to realize I cannot put anything in it until I login a leader character to change the settings.

If it were the opposite, you'd still have to log in to a toon that has edit permissions to restrict the access... leaving the bin completely open/vulnerable in the meantime.
