What about a more aggressive and random zone environment?
<ul type="square">[*]Random, aggressive , non factional zone spawns: Imagine a spawn of Nemesis or Council ambushing players in the middle a PvP battle. (haha they aren't paying attention get 'em). [*]Weather and terrain should be a factor, just like in real war:
- A heavy fog kicks in, slapping a hefty -acc debuff on all zone occupants.
- Surprise ice storms with -speed and - recharge for the entire zone.
- Quicksand patches, land mines, hidden freeze rays, pop up gun turrets..scattered through the zone, no one has any idea where they would appear.[/list]The environment not only becomes an active PvP participant, but also could be either your ally or your enemy. Since zones already are designed with some of this in place, it isn't that much of stretch.

If anything NPC's need to go

And the random zone weather thing is just ridiculous, I don't want to be in a fight and all of a sudden lose because I just got held or slowed by some random patch outta the sky.

And they need to reduce the timer on reputation - 10 mins seems like forever

I don't mind that there are npc's in a zone, that's part of a zone that's just one of the hazards, all I've wanted is the numbers to be reduced, the spawn numbers and size in relation to players is pretty well out of wack.

1. Having no PvP contact on the dev team makes feedback unnecessarily tricky. Tell us who we can talk to and what they want to know.

2. Very few people use the arena on live because of the lack of competition there, while test server arena is filled with people. Allow the arena to be cross-server.

3. The lack of genuine rewards or incentives for players and SGs to participate in the arena EDIT: and zones keeps many people away. Add some.

4. Hero and villain combat is not balanced, especially in the 40+ game. The most popular suggestion is to open up a set of APP for villains and allow them to respec out of their patron pools to get those.

5. Bring back CoP and IoPs.

6. People often have to reset matches multiple times to get an acceptable map. Add selectable maps, as well as the ability to eliminate maps from the selection while still having a random pick.

7. There are no true instanced PvP missions. A popular suggestion is Hero vs. Villain in PvP enabled Safeguard/Mayhem.

8. Fury does not build as intended.

9. Villains have no access to ally grantable +perception in Sirens. Either switch the order of sonic repulsion and clarity or add it to thaw or the ice shields.

10. You are often able to hold, stun and damage players who are only affecting self. See this video for a demonstration.

11.People who put a lot into PvP feel under recognized, and information can be hard to get in game and on the main CoH site. List the PvP SG/VG and Individual Ladder Rankings on the main CoH/CoV site and to the Kiosk Stats.

Would be my top 10-ish picks, in their respective order of importance.

But /signed to all but a couple of these, for real.

any status report on your new draft of this, putz?

I've seen a couple references to confuse in this thread, but I haven't noticed this particular bug. Confuse powers state in their descriptions that if they are used on an enemy who hasn't noticed you, and you do not use any other attack, then that enemy will continue to not notice you.

However, I have noticed on multiple occasions that when I use Deceive on a player's pet (in Warburg every time, if that makes a difference) then my stealth powers are immediately void. I stack Superior Invisibility and Team Invisibility together. I should not be seen, if the description on Deceive is accurate.

Cant believe that fury isnt higher on this list. 2 years and brutes are barely an option in PvP. Thats in my top 3 for sure. So is cross server PvP and hero/villain balance (honestly though I think things like villain perception, brute fury, placate all go towards hero villain balance).

Don't know if we're still working on this or not, but can we suggest an option to allow exemplared characters to run zone missions for zone buff and debuffs?

QFT, Im tired of getting killed by a scrub because some toxic tarantula took off 50% of my life and held me

all it ever leads to is me hunting the person down and ensuring that the same thing happens to them multiple times

its a terrible cycle.

I got stuck writing the introduction, and it's still pretty piss poor, but I'll show you guys what I have:

Dear Devs,

With the recent reinvestment in the City of games by NCSoft, many in the PvP community are hoping that a few of our issues might get some of your attention. On that theory we worked to compile a list of PvP bugs, issues, and popular requests. While we know you get many pleas, we hope this one might get your attention because it comes as the consolidated voice of almost 175 forum goers. We voted so as to get a better idea of which items were truly priorities; it may be helpful to take a look at our discussion here.

Not surprisingly, big ticket items drew a lot of votes, although Ex asked us to leave them off the final priority list. A serverless system or some other form of cross-server competition would be a boon for PvP, and we do hope you pursue it. We also hope that you take a look at the balance between heroes and villains: irresistibles and epics/patrons are cited as the most likely culprits. A paid PvP expansion was another big vote getter: people are willing to shell out extra to get the PvP items they so desperately want. That said, the simple request of selectable arena maps was the number one vote getter by a substantial margin.

Thank you for taking the time to read through this. We truly hope this list is helpful to you.

Priority List, as voted on by Members of the Community

1. People often have to reset matches multiple times to get an acceptable map. Add selectable maps, as well as the ability to eliminate maps from the selection while still having a random pick.
2. There aren’t any meaningful rewards to encourage participation in PvP. One of the most popular suggestions it to update the bounty store for post-i9 rewards, and spreading the bounty system to the rest of the zones. Make sure the rewards are for PvPing, not for doing PvE activities in PvP zones.
3. The Only Affecting Self timer in the arena has two big issues: its wide variability, and the ability to affect people who are in OAS. This video shows how to trick the OAS timer. Additionally, the OAS timer itself lasts between 0 and 20 seconds, a world of difference in an arena match. Consider decreasing the range, normalizing the timer to a set value, or switching it to the PvP enabled mechanic that exists in zones.
4. Villains have no ally grantable source of +perception in Sirens Call. Consider switching the order of clarity and sonic repulsion, adding +per to the /cold shields, or adding it to thaw. This in itself could go a long way towards fixing balance issues.
5. A good PvP build can be very different from a good PvE build, a fact which is frequently cited by people as a reason they don’t participate. Allow players to toggle between builds so they can use the same toon to be good at both PvE and PvP.
6. Instanced PvP missons are a highly requested feature. Many people would like to PvP, but would like a story or different tasks other than just “kill the most people on the other team.” Hero vs. villain safeguard/mayhem missions are the most popular request, but king of the hill and capture the flag are also frequently mentioned.
7. Observer bots have trouble following the fast paced and often stealthy action in arena matches. Greatly increase the speed of observer bots. Add an option to grant the drones +perception, but make sure it can be turned off.
8. Flight is currently not viable as a PvP travel power due to both its slow speed and the plethora of attacks and debuffs with –fly. Add –fly protection to some lesser used buffs such as O2 boost, /cold shields, and consider either reducing the suppression of flight or increasing flight speed overall.
9. There is no way to limit the tier of inspirations used in the arena, even though only tier 1s are sold at the arena store, and the vast majority of tournaments, leagues, ladders and arena nights ask players to limit inspiration use to a certain tier. An option to block all inspirations is also occasionally requested.
10. The lack of a PvP tutorial or some sort of training wheels for newcomers makes beginning PvP an overly difficult task. Consider adding an inventions style tutorial introducing the arena, zones, and basic PvP tactics. Another popular suggestion is a training wheels temp power, given as a reward for the Longbow/Arachnos liaison talk-to missions or for the tutorial which grants the owner super jump and +resistance for an hour or so of in game time.

Overall list needs a bunch of clean up and reformatting.
