The timeline of City of Heroes is a bit wibbly-wobbly. Every character has their own personal timeline. You can start a character in Praetoria, and the city won't be destroyed until that character escapes, gets to level 50, and goes on the new Trial.

In other words, just RP your praetorian with the concept that you escaped before the city blew up.

That's more the issue of "no individual story."
"level as story" refers to how your character's level progression is reflected in the timeline.

A timeline tied to the real world would, for example, tie the in-game event with the first moment they appeared in-game. No matter when you took the "outbreak" tutoral, it happened almost 8 years ago. The first rikti invasion... even before that. Faultline was almost 6 years ago, even if you played through it for the first time just last week. Barring temporal warps, if you had a character that was a teenage counterpart to penny yin, under strict ties to the timeline rule, you're likely close to graduating from college now.

Tying the timeline to level, on the other hand, makes things more fluid. To your level 5, the events of the hollows happened right now. To my level 50, they're far in my past. The story advances as you personally encounter it, not through some rigidly defined timeline. No matter how fast you powerlevel, your Praetorian leaves Praetoria at level 20 and comes back during incarnate-ville to fight Cole. Afterward, you roll another Praetorian, who's back to that same pre-cole moment in time and progressing along the same path. No conflict because time is relative to the level.

Level-based story advancement is more flexible for individuals, but can create inter-character conflicts. During the events of the Second Rikti Invasion, my character's pregnant sister barely escaped and later succumbed to her injuries after giving birth. The events that day made my natural hero... more a civilian-that-took-action than a fully-fledged-hero at that time decide to go full hero. By my level 50's perception, that happened several years in the past, with my adopted daughter finally in presechool, giving me time to again battle baddies. By your level 15 hero's perception, it was last week and made an equally valid impact on your life. We encounter each other and, during the interactive storytelling (roleplaying) this difference comes up and conflicts with how we see each character if we're too inflexible to work around it.

Exactly. It's about flexibility.

My character (an escaped Olympian Guard), was talking to my friend's character (an escaped Seer). She mentioned putting Mother Mayhem away.

Now, I was only 42, so I had not run Minds of Mayhem yet. In addition, I had just finished an RP runthrough of First Ward, so Tilman was still fresh on my mind.

But rather than argue, I just ignored it. It's easier to let stuff slide sometimes.

That would seem to be fertile roleplaying ground.

Fit your RP to the concept of tightly wound parallel realities; utilizing soft spots in their 'boundaries' to shift between them as suits your needs (whether the character is conscious of that shift or not).

The realities aren't required to move at the same (or even similar speeds). Some may even flow in the opposite direction or even have sub-segments that loop upon themselves at various points within them.

True, but they're related because of how they're presented. Its a combination of "hey, you're the one that achieved this" and "hey, you just figured out a new piece of the lore". Its a story about the specific character you're driving, and it so happens that your character is also piecing together the backstory of the game in a level-dependent way as they go through the content. Those two combine to create a sort of reality bubble around your character - it's a story just for them, including the "sense" of elapsed time as you level.

Those were the only 2 choices available on the reward table - so either they haven't finalized the exact reward table, or they want to keep new Hybrid-related salvage a secret for now.

I like how the Titan Weapons character had no toggles. At all.

We didn't even get to see any of the new Incarnate Powers (which he may have had), because he wouldn't have known how to turn them on. He had a vorpal t1 on his tray he never clicked. It was silly.
