I was privy to some developers thought processes both publicly and privately as to why the gender-specific choices were made. Not once was it because of developer resource limitations. The reasons given ranged from 'it's gay'

The only logic I can see there is "each bodytype should get a similar amount of stuff in each pack". So if female models are getting sexy witch leathers and male/huge models are getting badass occult coats, then everyone is getting about the same amount of stuff. But if you give the badass occult coats to the female models then suddenly the female models are getting two things, and that's unfair. And you can't give sexy witch leathers to the male and huge outfits, because that would be gay. So females only get the sexy witch leathers and nothing else.

Now granted, the corsets in the Steampunk pack are pretty sweet and there has been demand for a proper corset costume piece probably since the first female hero set foot in Peregrine Island, saw a Carnie and said "OMG those corset outfits are awesome I WANT ONE!!!!" But why do women get the little bolero jackets instead of proper jackets? If I want to look at animated boobs so badly I can run another BAF. Meanwhile, some of my female characters are getting cold and want to cover up.

That seems like an awful lot of energy spent on the label of a thing. We're talking about an open-legged piece of cloth that covers the waist and upper thighs. It may or may not be attached to cloth above the waist.
For female models, there are no "dresses." There are "skirts" that you combine with a top to create the illusion of a "dress." This isn't unique; it's how you create many one-piece outfits in this game. The parts are broken up. A "skirt" is only a "skirt" when it's not a "dress," or a "tunic," or a "robe," or "what everyone wears on Tralfalmadore," based on how it is used.

I would say that you should have this conversation with a Scotsman, or about anyone in the SCA. I bet they would love to argue about too much energy going into the naming of a piece of clothing.

You've come a long way, baby: From being covered up because you were some man's property to almost showing it all so you can be every man's property.
And at these Black Tie affairs and Red Carpet Events, how are the men dressed? Covered from neck to wrist to ankle.

Pants are the oppressors. "Male Unbifricated Garments" for all men! (Technical term for "kilts" and kilt-like clothing that isn't a real kilt because it's not Scottish/etc.
They need kilts that are not formal Scottish wear and not worn out... like Utilikits or something.
