New powers in I16?

I would think that we may get some sets ported over to both sides, in preparation for going rouge, and maybe a few new sets.

I don't think so but i could be wrong, let us hope for dual pistols. 
Dual Pistols (blast set) and Demon Summoning (mastermind primary) are likely candidates for powersets with Going Rogue, though GR isn't i16, and may not even come out until i17.

I heard the new powerset in I16 is the Go-Go Gadget Set. I'm not sure exactly the specs, but I've heard it's far reaching.

to the OP, i'm pretty sure what the person saw was power custimization
on the other hand, i'm sure i'm not alone in seeing new powersets and AT's as my favorite adds
Personally, I'm hoping for more powerset proliferation in issue 16. We know that the 'big' feature is going to be the ability to customize at least the colors of your powers (and hopefully more). That'd be the art, animation, and costume people's jobs, I think, hopefully leaving the powers people with enough free time to work on proliferation - unlike issues 13, 14, and 15, where the powers devs were hard at work on the MA. I don't expect completely *new* powersets, though, given that we are almost certainly getting dual pistols and demon summoning with Going Rogue.
On the other hand, we don't know how much powers work Going Rogue is needing - *that* may be sucking up enough of the powers devs' time to make more proliferation unlikely.
Me, I just want illusion control for doms and energy melee for scrappers.

Awww, didn't anyone tell you? EM is now "teh gimp" according to some brutes and tanks.
I think the 1.125 modifier would erase most of the "gimp" right out of EM
Though I'd much rather have stone or SS considering EM is definitely the bottom of the big 3 now.
Moar Proliferation please. It's been more than a year and I want a Psychic Blast Corruptor. Pair it with Poison.
Also Claws/Regen Brutes. Sonic Resonance MMs. Ice Stalkers.
Dual Pistols should be fun though.

Psychic Blast is tops of my Corruptor want list. Psychodomina would get rerolled from a Mind / Psi Dom into a Psy / Pain Corruptor in a heartbeat.
Dark Blast / Dark Manipulation is tops of my Blaster list.

Honestly, I don't really care if some think it gimp - in fact, the new ET animation is actually the *reason* I want it for scrappers. I just think ET, and the rest of the set too, *look* absolutely bad-[censored], and I want it on my favorite melee AT. I'm going to stick the stun set knockback proc in every attack that can take it, run around smacking face, and giggle my head off whenever something goes flying. I don't expect most teams to understand, but whatever. If I knock it back, I'm killing it anyway, so who cares? (not me!)

given that we are getting new powers with going rogue, i woudl be surprised, but pleasently, if we got new powers or proliferation in i16, i think colors will probably be the main meat of the issue.

Ok, so i just got off a team.
We were discussing I16, we were talking about power customization.
One guys pipes up and says, "the controller/dominator classes are getting a new power also"
I automatically say, "WHAT!?!?" and "REALLY?"
then he says, "yes, it's got purple imps"
I then put "..." and left after the mish was over.
I know what this guy thought was a new power was actually power customization, but it got me thinking.
Other than power customization what else does I16 offer?
I know, I know, I15 JUST came out.
But when someone starts talking about new powers for me to try out, I've got to ask questions.
Have the dev's said anything about I16 other than color customization?
And if so... link plz?
