It could be just because I can't play as often lately as I have in the past, and longing makes the heart grow fonder, but I've been really enjoying the game lately.
I love opening my Salvage and Recipe tabs after every drop, and discussing with my team if they need anything I picked up.
The economy is as smoothly integrated as I can imagine. It's just like the prior enhancement/base salvage drops... For the life of me, I can't understand how people could find it so invasive.
It takes some getting accostomed to though. The tutorial explains it's fairly well, what I didn't quite grasp for a while were the Set IOs and effective combinations. Perhaps a tutorial on that somewhere would be helpful.
The Statesman Task Force is fun, at least, to an extent. There is definitley some frustrating aspects on the final encounter; if you don't have the debuffs, you really can't win. Also, Scrappers are generally marginalized for the encounter, but neither of those issues is entirely unexpected or new.
The only thing I didn't like about Issue 9? Costume drops are too low, and I think it should be a new NCSoft policy to include at least one new power set in each issue.
All in all, I voted for 4 stars!

The CH needs to be shot in the head, thrown into a shallow unmarked grave and replaced with a full disclosure system. Other than that, i9's a big win.

I voted costumes as my new favorite shiny, but it's because my number one new shiny simply wasn't there. The ability to slot ehnancers at levels 25-30 and never, ever, need to reslot all of my enhancers again. Sure, I might want to swap some out for a set or something, but I can just run a character on level 25-30 generic IOs and it'll be more or less the same as the SO'd characters I've played so far. The reslotting every five levels got old, and expensive, really fast.
Enhancers that don't expire. Now that is a really nice shiny. The economy? It's too soon for me to think about that. I hope it'll stabilize soon. I do think the costume pice prices are insane, though. Way too little supply in that supply/demand scale.

Im kinda eh about the whole market thing. I think it could be better. It's better than nothing though. All in all 4 stars. You didnt get 5 stars because we still arent receiving new powersets (Yes I predict I10 will suck becasue of this as well. Suprise me)

My favourite feature of issue 9 is the new tileset shown in the invention system tutorial.
Nothing else in I9 really added to my gameplay much. This is actually the first issue to which I can say that (well maybe issue 4 shares the honour)
I look forward to I10, and the possibilities of new powersets and a new zone. Is I10 when the moon zone comes? Give me that or a new powerset and I'll be satisfied. Give me both and I'll be very happy.
My only issue with Issue 9 remains this. The feature (which I love don't get me wrong) means SG members tend to grind much harder for infamy/influence now then prestige. Large groups are not effected much but small groups are if they really wanted that upgrade to their base. (Although I have a large SG, I know several other SGs that are starting to get a bit worried).
Allow a percentage slider for missions from 100% infamy/influence to 100% prestige.
This way you can get 50/50 if you would like to do both.

The IO enhancements, IO crafting and the consignment market are all excellent additions to the game.
I especially like the implementation of the consignment market. I like that I can enter my bid and leave it there, rather than having to continously check the market for the item I am wanting. The silent bidding system is occasionally anoying, but in the long run I think it makes the system more fair and harder to exploit.
About the only thing I'd change is to make invention salvage storage more convienent. Either get rid of the storage vault and double the size of the salvage inventory or add salvage vault access right next to the consignment market. It's too hard to remember what I have in my salvage vault. A super group shared invention salvage vault would also be very nice.
I really like I9 all around. However I only gave it 4 stars and 1 thumb instead of 5/2, because one of the things I've always liked about CoH is precisely that you didn't have to grind for better loot. I have to say I'm enjoying grinding (and using the market) for the loot, but that special aspect (not the only one of course, but that one) of CoH that set it apart is now gone.

Personally love the economy addition.
I'm the type of hero that can spend an hour in Icon and the only reason I didn't vote for costumes as a new shiney, is because I don't consider costumes as really being added in a substantial way in this issue. The odd costume part drop ..and I do mean odd.. doesn't add to the game as much as I would have liked.
Then again, give me an issue of bug fixes and 50 new costumes overall and I'll be happy
Overall , I'm happy the issue breathed some life into the game.

the only thing(s) i'd fault in i9 are first, the hiccup at 25 in IO vs SO effectiveness and second, the disparity between "rarity" and "value."
1.) at all (or most) levels below 22, IOs are better than the enhancements commercially available. at 22 with ++SOs, you get 38% from, say Accuracy, while the 25 IOs offer only 32 (iirc).
2.) Many "rare" salvage and recipe drops have no demand and therefore no value to other players. WHy bother to regulate its drop rate to rare if noone really cares about the drop. While many rare salvage items sell for 2, 3, 4, even 8 million at times, most sell for far less than a store will pay. Likewise, many common drops sell reliably for 20, 30 up to 80K. It seems that scarcity, as well as demand, should regulate or reflect prices. As it is, if you happen to hit the random numbers to get a rare drop, you run a chance of getting Pangean Soil (selling for 8mil just a sec ago, used in many desirable recipes), but you also have an equal chance of getting a Complex Chemical Formula (selling for 10 to 5000 influence just a sec ago, not used in any recipes I've seen).
It's a little late for me, or i'd make my points a little more elegantly.
All in all, I'd say you guys did a very good thing with i9.

Was overall happy with I9. The only thing that prevents it from recieving 5 stars from me is lack of Temporary Power Inventions. Hopefully, this will be corrected soon.
The STF is great. The new costume parts are cool, though I can't find or afford any of them. I have only two IO set enhancements slotted and they cost me about 20 million to make. That's a lot.
The main problem with this new market system is that it APPEARS that you have deliberately given people a huge incentive to farm or to run radio missions ad nauseum. The desireable recipe and salvage drops are so rare and expensive it's easy to imagine a pure profit motive behind it - "Heh, they'll pay the subscription for years before they get all the IO sets they want!"
It feels to me that you took the lazy way here Cryptic. Now we have to farm old missions instead of enjoying new powersets, missions and zones. I hope your next few issues are all about content and new powersets. If you want something big to work on I suggest working on Power Set Customization, which everybody, everybody, everybody needs! (Dr. Seuss, he he).
I do like CoH though. Best game I've played since Baldur's Gate. Gettin' tired of the same content and long level grinding process though. Keep up the good work but new content please!
The best things about i9 were the STF, the tweaks, and bug fixes for me.
I don't like IOs, Crafting, or the auction house. My server has not had one successful Hami raid because there is not enough interest these days.
I like new zones, new powersets, and expanding gameplay (ie the coop feature to the new zone speculated to come i10).
The people who dislike i9 more than me already voted, in their subscription exit survey. This "vote" is fluff to convince people what a broad-sweeping success i9 is.
IMO, just move on and start spreading more rumors about i10 to get the oldbies back.

Unfortunately, the most noticeable part of the game continues the long tradition of being BUGS. I9 is no different in that many quality of life issues are still broken, some of them years later.
The lag introduced by the consignment house is making game crashes all too frequent, continuous mapserver disconnects all too frequent, and just continues to point out the lack of infrastructure behind the game.
And this doesn't even begin to mention little things like features promised on the box when we bought the game not being present yet, over a year later.

Inventions are fun. I've been craving crafting since I left EQ and inventions nicely fill the niche.
New costume pieces are *GREAT*. However, the availability currently SUCKS. Positron has mentioned that they're looking at making them more available, but has gently encouraged everyone not to hold their breaths.
IO Sets are fun, especially for the progressing players.
While the market setup is okay, the economy itself is woefully unbalanced. Luck Charms and Spiritual Essences for more than 50k inf? It's currently almost impossible to sell common IOs to break even, except on those requiring those 'true' rare components, such as under-25 Accuracies and Defense.
It's almost never worthwhile to sell recipes, even set recipes. Set recipes between 40-50 can't be given away for 10 inf. Nobody wants them since the limiting factor is the 'true rare' salvage. That salvage is far more valuable as a level 50 component than a level 49.
Of course the biggest problem with the economy for me is the fact that the majority of the costume recipes simply cannot be had for under 10M influence. This is simply not equitable.
The drop system needs to be overhauled in order to fix the economy. Please don't let the players who say 'Once it's rare loot it's always rare loot' dissuade you.
The invention tutorial is fun and entertaining!
My favorite "new features" were the addition of stores in Kings Row, the new monorail stops, and the trainer in Peregrine.
In the long run, those are going to be the bits that add the most to my play experience.

The reason I gave issue 9 two stars is that the same problems that existed before the issue is still here. No new content for the heroes, or villains. Still massive lag issues in Grandville, Dark astoria, Striga and any mission that has fog, or smoke in it. No epics for the villains. No server transfers. No lasting Co-op zone, or villian-hero crossovers.

Will explain my vote. I do not care too much for the new TF, never was much for TF's too begin with. The same for the new hammy raid especially so if it is a lag fest.
But the rest of I9 I love. The new IO enhancements sell themselves because they never wear out. You are not forced to upgrade them every five levels. You can take your time and upgrade them when you want too or just leave them as is.
The votes shows that I am right about the point that IO enhancements can stand on their own merits, they really sell themselves. They do not need costumes pieces to aid in selling themselves to players. I love the new costume pieces even though I may only use a few of them, but again that is my choice and mine only.
