CuppaJo told me that it hasn't been nerfed anywhere, that it was a mix-up and it's a change that's in the pipeline and hasn't been implemented yet.

I did a couple of CoT missions with a level 39 scrapper this past weekend. It was absolutely ludicrous to note that the hardest way to do the missions would have been at heroic or tenacious; half the minions would still be ETCs. At rugged, unyielding, or invincible, the minions would always be air thorns.

You have thorns all the way back to 5th level. Elemental thorns start at 30th with Fire Thorns. You get Earth Thorns at 35, and Air Thorns at 40.

When I fought Earth Thorns the problem that I perceived was not just the multiple stacking (which was annoying) but that the Quicksand summons didn't disappear when the Earth Thorn was defeated.
Hero Earth Controller's Quicksand (and Volcanic Gasses, and Earthquake, etc.) will disappear immediately when the hero is defeated. Villains and heroes should function the same way in relation to pets and summons. If enemies can keep their pets and summons alive after being defeated (turrets, quicksand, etc.) then heroes should as well.
Thorn Casters using the power isn't the problem, imo, it's that the power remains after the villain that summoned it is defeated.

Although, Most minions in the upper/late game are supposed to represent the LT's that were faced in earlier game. The Status effects are excessive when it's a bunch of minions doing it, but Debuffs and Toggles shouldn't be removed from every minion, just mix it up better so that the most punitive attacks are used less frequently and NOT at the start of every fight. Alphastrikes are bad enough as it is.

I was never as happy about having taken teleport as my main alt's travel power than when I first ran into a half-dozen earth thorn casters at once.
... Of course, later on I ran into several dozen Knives of Artemis at once, all of them dropping caltrops and I went from "deliriously happy with teleport" to "utterly ecstatic". I shudder to think how my /SR scrapper will have to deal with them, though - her travel power is jumping...

Control powers are a bit of a hot topic in the Tank forum at the moment. In general I think mobs should have MORE control powers. The only problem with Quicksand is that as an individual power it is totally over the top.
I hope you can find a suitable middle ground.

Aww, I enjoyed how cruel earth thorn casters were. Large groups of them on invincible gave me a good challenge on my Earth tank
They totally floor SR defense though, so I'm also quite pleased
