I am going to say the best content action-wise is either the Apex TF or the Admiral Sutter TF or Part 7 of the Who Will Die arcs.

Tips. I love tips, they get the hero and villain (and in between) better than coh and cov proper even did. one good spider, the transition of frostfire from a failure wallowing in self pity to an actual, true hero, those were awesome, and from what i hear, the reds are ones that make you do some serious evil and make you an agency of yourself, not a contact's errand boy or an archnos middle manager.
DA is pretty great as well, by the end you have beaten down some terrifying (looking) challenges, and emerged standing tall. particularly if you did the badge runs and beat down whole armies by yourself.
All four of the 'clone' arcs (Kieth Nance and Jenni Adair heroside, Dean MacArthur and Leonard villainside) are some of the best content out there. Those are some of the arcs I make sure to never miss when leveling up a new character.
I haven't heard much from him in a while, but Turganev's "Ghost in the Machine" arcs are some of the best AE content I've ever played.

Vincent Ross's arc in sharkhead. I am not too sure..but is there ANY other arc in game where you can expand the story with another contact at the same time?
I'm currently liking Indigo and Crimson's arcs, especially World Wide Red. My energy/energy brute has gone the last 3 levels tearing through Malta.
1-39 Praetoria, Twinshot, and the SSAs are all pretty epic.

Gotta say the ITF and most of thr RWZ missions. The DA arcs are tons of fun also.
NCSOFT may take away our servers and beloved dev team, but they can't break our spirit and community. with all your power, NCSOFT, your victory will be bitter-sweet. I, personally will be there to laugh at you when you face-plant into the ground.
Mmm, yeah I'll have to agree for Dark Astoria.
It's long. This is good since it's intended to be repeated. Lots of well done arcs with lots of variety.
Loads of flavor. Thief of midnight? The midnighters recognize you. First Ward veteran? Diabolique remembers you. Great story developments for a number of characters and plots and pushing the game world's story forward.
Epic. Totally epic.
Perfect atmosphere. It's really mostly just Dark Astoria as we knew it with a shiny new graveyard and some cleaned up set pieces, but it's -gorgeous-. From the constant night, the spooky music, the red war walls, the streets devoid of friendly life and teeming with all kinds of monsters and villains duking it out to the grotesque corruption of Moth Graveyard. It's honestly a favorite zone to just street sweep in and check out every nook and cranny.
Fun repeatables. Honestly all the repeatable missions lately have been pretty well done, with First Ward, Night Ward, and Dark Astoria. I like the contacts and most of the missions they offer are at least interesting (save for the Wards slight habit of hunt missions). So important for DA though being 'end game' content.
I'll be honest, I wasn't that thrilled with the end game until DA came along simply because 95% of it was wrapped up in team content. I've nothing against most of the end game taskforces (Screw Reichsman though) or any of the iTrials but it can be very boom or bust on a server like Victory so it was -very- nice to have something I could just do on my own time -whenever-. If things are slow i can always just go hunt threads or ouro arcs.
It depends on what you define "best" to be, but I would still classify Croatoa to be the "best" overall content. There are many reasons, but the biggest one is that the zone itself tells its own organic story about the invaders. You can learn many things about the Cabal, Tuatha, Red Caps and Fir Bolg just by exploring the zone and watching the NPC's. I still remember the first time that I encountered "Tuatha Island" after I had come to think of them as virtual beast-men as a result of fighting them on the mainland. I saw them in a completely different light after seeing how they comported themselves in their own "home". Likewise, when I moved deeper into the zone, I learned about their relationship to the Red Caps and my opinions about them changed yet again.
From a world-building standpoint, Croatoa is one of the most interesting zones ever added to the game, IMO.
Croatoa is a place I go through with every hero. The look of the place and the enemies themselves are great.
DA looks great as well, and so does Night Ward.
I've always really liked Crotoa.
Croatoa can die in a fire as far as I'm concerned, for no other reason than Red Caps.
There is nothing more humiliating than being a super powered pillar of awesome only to have your backside repeatedly handed to you on a silver platter by a bunch of garden ornaments.

If Masterminds didn't suck, they'd be the most powerful AT in the game.
Solo theyre easy enough, they do tend to overwhelm teams ive been on though. I probably shouldnt have said "for no other reason" either. Theres a fair few other reasons i usually try to avoid that zone if possible too but fighting gnomes is the primary one. I think i like cohs "contemporary" setting and croatoa is just too much like halloween fairy land for my taste.

The patron arcs are, IMO, some of the most satisfying arcs ever written. The entire story of a villain who crawled out of the gutters of Mercy Island finally reaching a point where he can take out the most powerful villains in the Rogue Isles. It rewards you for all your hard work up to that point by making you feel like a badass.
Similarly, I absolutely love the Who Will Die hero arc. I have to confess, I've never felt quite as heroic as when I stood behind a podium and addressed the press. See, for me it's not so much about the action and whatnot, though that is important. For me the core element of this game is wish-fulfillment and power fantasy, where the ultimate reward for you is a feeling of being awesome. The above arcs deliver this perfectly.

Now that my main is working towards his Alpha, and running through DA, I kinda miss the "simpler times" of beating up on Sky Raiders, Council, Tsoo (though they are in DA), and some others. 20-40 was where I had the most fun.

I have been playing this game for a long time and there is a lot of good content scattered around. I have been playing AE arcs and listing the best ones divided by level for people to try (see my sig). My rule has been to avoid arcs with EB's and AV's because I do not hear people calling out for tougher AE arcs, a general complaint is that the customs are often too tough as it is.
But I was urged to check out Ankylosaur's arcs. They have AV's but are built to solo with allies provided. And his arc won a player contest.
I am glad I did. The Serpent Beyond the Horizon is the best content I have played in CoX, bar none. It fits in the canon. It has great maps. It has a good story. It tells an epic tale. It even has optional objectives that exist just to add extra details and clues.
If you have a high level character, you owe it to yourself to try this arc - both players and devs. This is what CoX can be.
