The Titan Network would undergo a significant upgrade.
I'm not being facetious. I would literally hire our existing crew to work on it full time, as well as a few more developers. (I suppose DeProgrammer would have to finish basic training first, and we'd have to see what exactly his commitment is to the Air Force before getting him, but I digress into details...) I'd move to California and convince Paragon Studios to form a partnership. Once we had a kick-a** site running--the kind I envision the Titan Network to eventually become if we had virtually unlimited resources--I would also form up a merchandising partnership.
Then I would go to other gaming studios and do the same thing with the intention of eventually providing the same kind of community-driven web sites for others. If everything works out the way I'd like it to, gaming studios would be flocking to us to provide all of these auxiliary services such as community social networking, merchandising, and everything else around a game that's not really directly related to the game. Think of a cross between GuildPortal, ThinkGeek, and Facebook, but without ads or community members having to pay fees--it would be funded by the studios and/or publishers. (Okay, maybe cross-company ads, such as small block ads for Guild Wars or Aion appearing on the CoH Network, and possibly some free community-provided ads for things like fan sites such as The Cape Radio or Real World Hero.)
Hopefully this would be a viable business plan and allow me to actually grow my winnings.
Oh, and I'd buy a top-of-the-line Tesla Model S. Vroom.
We've been saving Paragon City for eight and a half years. It's time to do it one more time.

Keep $25 million for myself
Donate $50 million to the Toronto Symphony Orchestra
Donate $50 million to the Perimeter Institute
Donate $100 million to the University of Waterloo
Donate $125 million to the Hospital for Sick Children in Toronto
Most importantly, I'd donate $175 million to MS Research.

Also, the half billion is if you take the payout, not the cash option. So you'll be waiting a while to get your hands on all of it.
I'd buy a high-end computer with a huge monitor or three and a 10.2 or 22.2 surround sound system. And a better internet connection. And possibly have a custom dual-analog gamepad made.

I would like to amend my earlier post as I have just had a revelation.
half a billion puts me in Bruce Wayne territory, the only thing missing is becoming a orphan at age 8.....which would be a bit difficult if I didn't have half a billion dollars to invest in creating a time travel device to go back to when I was 8, give myself half a billion dollars and then shoot my own parents in front of myself so that I could then grow up to become Batman. Plus I'd get to be my own archnemesis too!

To enhance my CoH experience? (Not that we have such huge lotteries in the UK, but as a what if: )
1: Hire Jason Graves, Jeremy Soule and Diego Stocco to do an awesome soundtrack for this game, along with paying for the sound and music system in game to be more flexible to make full use of their talents.
2: Fund Power Pool/Epic Power Pool/VEAT/HEAT/ power customization
3: Fund free for all powersets in the realms of Earth Blast, Earth Manipulation, Earth Buff/Debuff, Electric Buff/Debuff, Ice Melee, Icy Armour, and so on, ensuring there is a synergy match across all AT's and possible powers, and the APP's to go with them.
4: Bring into motion a European City of Heroes Freedom Player Summit.
5: The creation of some store interiors in each zone, as well as external locations to make the places look more like a city for the purposes of roleplay.
6: Organize more comics in the style of the Blue King set.
7: Revamp the older, more tired story arcs and missions, especially in City of Heroes. That thing needs an entire contact restructure from say, before i3.
8: More faces for characters in the style of those that came before, no normal mapping, just high quality stuff.
9: Bug-fixes.
10: A comprehensive survey issued to players to get an idea of what things to tackle next.
- A Winner takes all, last man standing pvp event where the winner gets a monthly PP of 1000 and 5 years worth of sub time.
- A whole team dedicated to bring every zone up to the current graphical standards set by the newer/updated zones.
- A CoH animation series where there are annual competitions to have our characters put into it.
- A whole load of new powersets ranging from earth manipulation, discus, psy armour, water control etc.
- To finally bring back the "Hero/Villain of the week" section that was on the CoH frontpage before!

Pay off all debts. Increase standard of living slightly by moving closer to friends and buying a new, still small, car. Quit job. Build new gaming rig and keep it up to date hardware-wise. Visit more friends outside of the country. Join a gym since I'd now have time to go.
*shrug* Mostly I'd just never need to worry about my finances but I wouldn't go crazy.
