It's Penelope Yin. I'm somewhat awestruck that you guys figured it out with all the supporting evidence and still second-guess yourselves. |-:

Interestingly, it was always theoretically possible to do, but it was the realm of science fiction until relatively recently. I first became aware of the possibility when reading about the image processing techniques astronomers were going to use on Pluto in the early 90s.

Its still not quite as magical as television sometimes portrays, but on the other hand a lot of the limitations of the techniques are not physical, but limitations on processing power and refinement of technique. At least some of the "zoom in without pixelation" stuff in crime dramas is at least theoretically possible (sometimes referred to collectively as "super resolution"), and could one day be not science fiction. Given the advance in the technique to this point, its difficult to judge what is actually impossible and what is just not currently available.

To further clarify - even in a City of Heroes, how old do you think she was before her father would allow her to run deliveries pre-Rikti War?

It has to be a new look for Penelope Yin. Also she sports the new Pocked D female hairstyle, I think.
I think we have to many psychics, can someone tweak some of the iconic female powersets?
Sister Psyche, Swan, Numina, Aurora Borealis, Penelope Yin...
Same for Luminary and Mirror Spirit having blue default energy blast.
I think the most important heroes need some revamps for costumes and powersets tweaks.

If that's Penelope I can't believe Mr. Yin let her leave the house dressed like that. Maybe her mother showed up to help her pick a costume.

Never mind Mr. Yin, I can't believe Clockwork King let his little Penny show off for the boys (and some girls) like that.

Maybe she found a pillar of ice and flame that let her travel forward in time to the 21st century where she wouldn't have to get her father's approval for her choices in life?

Because letting your daughter go out dressed like a ***** is being GOOD parent...
Owait. Whether or not it is Penny, the above merits one collosal facepalm.

After carefully looking at the two photos side-by-side, I do believe this is Yin standing in the back. The sign that makes me say so is the mark under her eye on the right cheek. They both have the exact mark. The only difference is their costumes. I could be wrong; however, based on the two photos, I don't believe that I am.

Current active characters: Dragon Maiden (50+3 Brute SS/WP/PM), Black Widow Maiden (50+1 Night Widow), Catayclasmic Ariel (50 lvl Defender - Kin/DP), Quantumshock (50 lvl Elect/Energy/Energy), American's Defender (38 lvl Tanker - SD/Mace), Spider-Maiden (15 lvl Corruptor - RB/PD) & Siren Shrike (15 lvl Defender - Sonic/Sonic). My entire stable.

I notice (once again) Signature Kheldians being left out of major story lines.

Would it kill you guys to have Sunstorm & Shadowstar show up every now and then? I mean honestly they don't even show up in the LRSF, really? They wouldn't be there to help defend Atlas Park?

I'm not saying the devs are Xenophobic but....

Maybe not this SSA. Seems a little late to introduce her to the story except as a tease. But for the next? For sure.

There's a vacancy in the Vindicators for another psion, so why not. She has been training with Psyche, so it's fitting for her to be in that spot. Also, the stuff with the Clockwork King adds drama. "C'mon guys, he's not so crazy when you get to know him. OK he is, but...what was my point?"

.

NO! Put a signature Kheld in there damn it! Give it to Shadowstar!

I just wish they did a better job letting us know stuff like this was going on I didnt hear nothing about a burial service in advance

What I don't get is that something like half of the posters here think that she's showing any skin at all. That's very, very clearly a completely be-tightsed outfit. If wearing tights makes you look like a *****, Paragon City has an extremely large red light district.

For what it's worth, they both show up in the "mass gathering of NPCs" at the start of the last arc's last mission in re-vamped Dark Astoria. They don't get to play any active part in the mission, but at least someone thought to include them in the group.

@Brightfires - @Talisander
That chick what plays the bird-things...

Agreed. Personally, my comment wasn't aimed at the costume, but poster brainlessness

I believe War Witch was aligned with the Legacy Chain.

Those aren't clearly tights at all. The 'tights' are the same color as her face. Which is awfully pale for Penelope, but a lot of the others in the picture have a 'washed out' color too.

Whoever she is, she's sporting Longbow red. Maybe Miss Liberty is passing control/leadership of the Longbow in order to take on a bigger role or a personal vendetta over Grandpa's death.

I don't know who that is, but my 50 +3 incarnate dominator is queuing his Tier 4 Void Judgement.

There's a lot of phat loot to be had nuking that group.

I'm going to agree with this. Those don't look clearly like anything but skin. I'd be pretty surprised if that's Penny. It's a long ways from tomboy teen to that costume.

The most interesting thing to me is her belt. It sort of resembles a whip wrapped around her waist.
