Edit: And while the skin tones all look a washed out grey-ish, just compare the white there to the tights the other Longbow members are wearing. Exact same shade. My optics might be a bit frazzled at the moment, but even I can see that.

The legs are tights, the midriff is skin. The washed out colors make it almost impossible to distinguish white from the skin color.
And she's not with Longbow.

Yes, because Santa Claus is in the picture, in a red and white spandex uniform and standing in the same row and rank as the members of Longbow. I'm clearly an idiot and silly person for even believing for a moment that the unknown person might be a member.
Edit: Colour balance...I don't think that's it, frankly.

They've specifically said there won't be a one-off developer event for Statesman's funeral. That doesn't mean there won't be anything, though.

Red, white, and black -- the top half of the tunic and the arms are black, with some white trim.
If that thumbnail is the original, it looks like they didn't crop it to hide anything except for the faded edges. The two figures flanking Ms. Liberty are almost certainly Mynx (stripe pattern is visible) and Swan, and it doesn't look like anyone else's face was cropped out.
Which leaves Manticore and Sister Psyche conspicuously absent. And an up-and-coming hotshot psychic hanging out with some big names. Hmmmmm.

It looks like most of the random heroes in the pics are just representatives of the different costume packs.

I think the most telling is Ms. Liberty's focus on the casket with Mynx and Aurora there to support her. Call me an ole softy, but it is a very sorrowful and touching scene that choked me up.
Current active characters: Dragon Maiden (50+3 Brute SS/WP/PM), Black Widow Maiden (50+1 Night Widow), Catayclasmic Ariel (50 lvl Defender - Kin/DP), Quantumshock (50 lvl Elect/Energy/Energy), American's Defender (38 lvl Tanker - SD/Mace), Spider-Maiden (15 lvl Corruptor - RB/PD) & Siren Shrike (15 lvl Defender - Sonic/Sonic). My entire stable.
