Another thing that always gets me laughing at those type of shows is the whole, "the person isn't looking at the camera, but we can just move the camera down and then point it to the person's face....like....so...zoom in and...there the person is y. Go get him/her!"
Really?! You can move the camera angle down and do all that from a STILL picture?

You know, the first character that popped into my mind when I saw this close-up with the short, spiky dark hair and the right arm that looks metallic was... Clamor.
Clamor's left arm is the one with the ... er ... addition. If you can call that an "addition". (Erk. That's a terrible picture. I need to do that arc to get a better picture of her.)
(Not that Paragon Studios isn't above swapping horizontal coloring/details: Desdemona's long glove changes sides frequently for instance!)

A friend of mine has a business doing photography and photoshop work. Usually, cleaning up old photos, making prints, etc.
Early 2000's this woman in her 60's brings in an old black and white photograph of a woman holding a baby in her lap. The woman in the photo is looking down at the baby and wearing a wide brim sun hat so her face is completely obscured. She tells my friend that the baby is her, the woman in the photo is her mother who died not long after the photo was taken.
It goes without saying, she wanted him to "use his computer" to remove the hat, because she's never seen her mother's face and that was the only surviving photo with her in it.
It broke his heart having to explain there was no possible way he could help her.

There's some resemblance to Shadowstar, too. I know she doesn't have a metallic arm that we're aware of, but that could certainly be a later development.
The hero in the picture is without doubt Penelope Yin, grown up and joined Longbow (hence the color scheme) with a costume identical to Praetorian Penny's "ideal self" in the MoM trial. Also what Posi said about bringing a minor character back - 100% it's Penny
Oh and Primal and Praetorian Earth are chronologically parallel afaik, so naturally Penny age 18 in Praetoria means the same for our

Since my friend was a decent artist... he could manage to do that. But not for cheap.
