In honor of the marketing wizards who came up with this one, today's regularly scheduled ITLAPD has been replaced by International Talk Like An East India Company Merchant Day.
I think this may even be worse value than the original Party Pack, thats pretty impressive (esspecially because its on Sale!)

Clearly there's been an error in magnitude, surely you mean it's 60 points?
600 is patently nuts as that's nearly the same price as an entire powerset. VIPs get 400/550 points per month as part of their subscription, you couldn't even purchase this one ability with that and we're subscribers?
I don't see free to play people and/or premiums sticking around long with pricing decisions like this. It makes the game feel like City of Heroes:Cash Cow - I know that's not what you intend, but that's how the market seems.

The head start is the final phase of testing for I21 - and it has to be done on the live servers, to make sure everything is smoothed out for the freebies - so while it gives the VIPs early access to all the awesome stuff in I21, it also comes with some stability problems and bugs that will be gone by the time the freebies arrive.

Remember the Party Pack? Full booster price for a bunch of emotes? Many people didn't buy that either. Someone's been buying into their own hype there.

I love ya Devs, but 800 points was always too much for these costume toggles and I figured I'd wait for the super sale to pick one up, but 600 is still out of my acceptance range for this item =-[.
Hope the next sale, for a similar item, is better =-].
Pinnacle & Virtue:
A bunch of Heroes - Alpha Team, Legion of Order.
A bunch of Villains -Black Citadel , Pinnache.
The decent/fun looking stuff like the Rikti costume, Meat Doctor, Ring Mistress, Victoria and all the convention exclusives aren't even offered. I'd pay 400-600 for a couple of THOSE. The rest of these little cosmetic powers need to be priced at 100-200 points each if you ever wanna sell them in meaningful numbers.

The fact is, Paragon has already established the ceiling for an impulse purchase on its Market: It's 400 points, the amount that's the VIP monthly stipend, i.e. $5 (I believe this is also the minimum amount one can order from the Market, but I have to confirm that). By pricing on sale a costume code that would require even VIP players to spend money in a theoretical case, Paragon is making it clear that they do not believe being a VIP subscriber is enough in itself and that they expect all players, no matter what their status, to spend real money at the Market if they wish to take advantage of specials. What should be a textbook impulse purchase is now something that takes a moment of consideration before clicking the "buy" button.
At this rate, we'll see how quickly longtime VIP subscribers burn through their summer accumulation of Paragon Points. Once that happens, expect a lot more irritable posts about what 600 points gets players.
On the CoH Facebook page it was confirmed that the power is permanent.

would not even consider buying any of these because they are just overpriced, if they were like 100-200 that would be my upper limit on spending

Are you kidding me? Is this what I have to look forward too after YEARS of being loyal to you?
I would have bought this one for 100 points, maybe 200. But 600? No.
While I like the idea of offering these costume powers on the market, I have to say that the prices at which they are sold, even on sale, is ... well, insane. Even 600 points is at least 10 times more than I would give for them.
