WHERE will we be able to pre-purchase from?
EDIT: It was all clear to me, but it didn't matter since I'll be pre-purchasing and getting the Complete Collection (not just the upgrade, the full deal with the 30-days of time).
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

The complete edition is the better deal, of course, since it comes with a month free ($15 value, aprox), but only costs $10 more. The fact you can't pre-order it is disappointing, though.
I hope the upgrade pack from Expansion-only to Complete costs LESS than $10, otherwise it'll seem like a bit of a ripoff. I think $5 might be right? But then again the boosters themselves are $10, and the amount of stuff between those two might be similar... so I really don't know what to think.

Expansion: Online only. Can be pre-ordered from NCSoft. Will get pre-order perks.
Complete Collection: Online or boxed versions. Cannot be pre-ordered from NCSoft. If any stores offer pre-orders, they will not offer perks.

Now, this just might be a language / communication problem based on how the expansions are supposed to be obtained. If it is a communication error, it needs to be fixed.
If it's not a communication error, marketing and publishing need to get together and figure out exactly what that upgrade cost from the expansion order is going to be.

In short, you can either:
1) Pre-buy the regular edition in March, and get dual Pistols 5 months early and Demon Summoning 4 months early, then buy the Complete Collection item pack on launch day for GR. You miss out on the free month though.
OR
2) Wait for the Complete Collection, which gets you one month of free play (and CoH/V if you don't have them yet) in addition to the item pack. You don't get DP and DS until GR launches though.
So either way, you don't get everything unless you buy both. It depends on which you want more, a free month or early access to the powersets. Personally, I'll take the powersets.
Makes sense to me. My only concern would be what the 'upgrade' cost will be if I purchase the standalone, but I'm sure that Avatea will update her original post as soon as she's able to.

We won't get the Praetorian content and all the rest UNTIL July when GR actually goes live, correct?

Personally, I'm debating whether or not I want GR on my alt account. If I decide I do, then I may end up getting the game both ways (and go for the boxed edition, just in case it has a new map or something). Gonna go for the pre-order either way though, since having the power sets early is a REALLY really nice perk...
Hrm. I'm actually a little... well, for lack of a better word, "hurt." I was ready to slap down $80 to preorder two copies of the Complete Collection to get everything on both my accounts.
As of this announcement, I'm only going to preorder one copy, and it'll be applied to my secondary account. I'll buy a Complete Collection retail box to apply to my primary account in July.
And I'll be a lot more wary about upgrading my secondary account with the item pack, unless the extra costume pieces it contains turn out to be really good. It'll be even less likely that I'll upgrade it if the item pack costs more than the $10 price difference between the two editions.

Since I have the game presently, I will pre-order "digitally" The GR separate expansion. Enter the code (like for any booster packs), and will be able to make Dual Pistols in March, and Demon Summoning in April.
Come July, I will "upgrade" to Complete Collection to have the emotes, costumes, etc. I would guess upgrading the Separate Expansion to Complete Collection will be around the booster pack prices (around 10 bucks). Again, this will be done digitally. No box, no nothing, simply enter the code.

Ok, I understand what you're doing, but I don't like it.
I was also hoping for some non-digital perks with the Complete Collection, like new Hero Clix, a new art book, etc.

I don't know, seems like a no brainer on the economics side:
Basic Edition - $30; no "goodies" early access to two powersets, online purchase only
Complete Upgrade - Price Unknown likely $5-$10; all the digital stuff, online purchase only
Total: $35-$40 final cost (originally said "value" which was inaccurate)
Complete Edition - $40; no prepurchase but all the digital goodies, plus a free month (and possibly an updated disk), online or physical purchase
Total: $40 then "minus" the $15 monthly fee = $25 final cost (originally said "value" which was inaccurate)
Seems the "sound" decision (economically) to to ignore the new powersets and go for getting everything on release for 10-15 bucks less.
Interesting, I had hoped for the complete collection being prepurchasable.
WIll probably only prebuy on one account & complete collection on other.
I don't suffer from altitis, I enjoy every minute of it.

Wow. What a downer. Looks like I won't be pre-ordering GR, unless my local GameStop has the option for me to. There's no way I'm gonna buy this without the 30 Days Playtime.
With a few exceptions, from this point on, I plan to start all new characters in Praetoria. That means that even with the digital pre-order, I'll still hav to wait until July to make a DP or DS character.
Oh well. That'll make a fine Happy Birthday to me.

There have been a lot of questions about the City of Heroes® Going Rogue prepurchase program, the Complete Collection and the Item Pack. We’d like to take a moment and try to clarify this for all of you.
There are two different ways to get the City of Heroes Going Rogue expansion: as a separate expansion, or as part of the Complete Collection.
The separate City of Heroes Going Rogue expansion costs $29.99 (€19.99 / £17.99) and requires you to already have City of Heroes. The separate expansion doesn’t include game time, so you must be an active subscriber to play. The separate expansion does not include the Complete Collection Item Pack. The separate expansion will only be available digitally, and will be available for prepurchase starting in March (see below for more information on what you get from prepurchasing this separate expansion).
The City of Heroes Going Rogue: Complete Collection costs $39.99 (€29.99 / £26.99) and includes City of Heroes Going Rogue as well as City of Heroes, City of Villains, 30 days of game time, and the Complete Collection Item Pack. With the game time and previous expansions included, it is ideal for those who are new to City of Heroes franchise (perhaps as a gift!), but also a good value for players not interested in prepurchasing. The Complete Collection will be available both digitally and at retail (in North America) starting in July and cannot be prepurchased (only the separate expansion can be prepurchased).
