Prepurchase - pay in full up front ($29.99,) get it immediately on release. Especially digitally, it's added to your account and ready to go as soon as they flip the switch on the server.
Preorder - Retail. You can put, say, $5 and reserve a copy, but you still have to go pay for the rest of it (if you haven't beforehand,) pick it up and install it/add it to your account.
Basically, prepurchase = digital, preorder = retail.

As far as ordering digitally, NCSoft Store is a given. I'd be surprised not to see it on Steam. Anywhere else is a guess.
I'll be getting the complete collection, assuming I get it. Why do I want to pay $30 for the expansion, when it can be had for $15 or so ($40 - $15 game time - $10 goody pack*)?
Also, when are we going to find out what's actually *in* GR? Yes, we know there are 2 new powersets, and zones and missions covering 1-20 gameplay. And presumably something to help pre-existing characters swap sides. Is that it? Or is there more?
It's all very well and good explaining pricing and availability, but it'd be nice to let people know what they're actually getting for their $30-40 before they hand it over.

Going with the Complete deal here. I really want the costume goodies, and my Dual Pistols idea is a Loyalist anyway, so I'm going to have to wait to make him when Praetoria is actually live anyway.

This does sound needlessly confusing, to be honest. Why can't we just pre-order the complete collection? The 'upgrading' thing seems kind of pointless, especially since people won't be getting the months time with it, essentially making it cost more if you want to both pre-order and also want the complete collection.

Personally, I'm doing pre-order on my main account (and then booster), and saving collector's for my second. Mainly because I always keep the main up, and save a decent enough amount by paying by the year... but for my secondary, I often let it lapse and just resub when I need it. Having a "free month" ready to use when I need it would be helpful. If I end up not using it, I could just gift the code to one of my friends.
I mainly just want the complete collection just to have the box, anyway.
From the sounds of it, it seems to me that the "upgrade" would probably be $10... which is what we pay for Boosters, anyhow, which are... basically item packs. None of them exceed $10, so I don't expect this to.
Though the 30 days free game time is nice (and actually, looking from a retail perspective, this is a GREAT way to introduce an expansion to the retail public for a 5+ year old game...), it's not a game breaker for me.
So, that's how I'm going to basically look at it; those who buy the Complete Collection at retail get a shiny new booster attached to it, like when I bought the Architect Edition and got a ... slightly older Booster.
And I'll be getting to tool around with Dual Pistols and Demon Summoning much earlier, so I'm completely cool with that trade-off.
EDIT: And isn't the "FREE MONTH" thing STANDARD with a purchase of the current COH "complete" collection/the Architect Edition, ANYWAY? I seem to remember my first month was free, so that's what this basically is.

Essentially it would be the same price for all the goodies. Main difference would be if a person wanted a boxed version or an electronic version.

I hope the new graphics engine makes things look ALOT better. I've been playing Aion for a month now, and I can't stand to even play CoX now because it is so ugly in comparison.
So the rundown:

Difference between the two sets:
$39.99 - $29.99 = $10.00
Difference between content between the two sets:
Item Pack

Early access to 2 power sets
Based on the costs established in the past, an Item Pack is gonna be $9.99. A single month of game play is approx $15.00 (or $11.00 if you buy for a year). So, at worst, the difference in content is worth almost $25.00.
You can spend an undisclosed amount (but likely $9.99, since it contains costume sets, emotes, and a "special power", just like most "extra" packs) to make up for the Item pack. So one month of game time = early access to 2 power sets.
So my options are:
1) Buy the Preorder + Item Pack when it comes out
Plus: Get early power set access
Minus: Pay the same as Complete Collection but lose a month of game time (-$15.00)
2) Wait to buy the Complete Collection
Plus: Get Item Pack + free month
Minus: Wait for 3-4 months for access to power sets (-??? - depends on what it is worth to player)
3) Buy both Preorder and Complete Collection
Plus: Get everything - Early power access, Item Pack, and "free time"
Minus: Pay $29.99 for early power access
Option 1: -$15.00
Option 2: - ???
Option 3: -$29.99
These calculation change as the price of the Item Pack goes up (unlikely) or down (possible, but again unlikely based on contents). The real option here seems to be how much is early access worth to the player (as the other component carry a definitive price tag). If it's not worth anything, choose option 2. If it is middle importance, choose option 1. If VERY important, chose option 3.
What bothers me is there is no real "clear winner" here. Select any option, and you are giving up something substantial. And it gets worse in my situation as I have 2 accounts (and I know many with two or three accounts). If the issue were a $5.00 difference per account, I wouldn't bat an eye. $10.00, I'd think about it but would likely go for the everything option (I spend $20.00 going to the movies with the hubby). But at $15.00 an account? That's $30.00 - or a tank of gas. That is a harder choice to make.

Well, you'll get a preview when issue 17 comes out, but only new content (Going Rogue and on, I guess) will be made with Ultra-mode in mind.
Aion is a beautiful game. Of course, it has the advantage of getting to make a fantastic world instead of trying to recreate a city environment. I don't care how great the graphics engine is - cement can only look so good

Keep in mind it contains CoH + CoV, too, the complete collection.
So that's a value of $20 right there, anyway, that they're just throwing into the otherwise $30 expansion. That only benefits NEW players, sure, but it could be a LOT worse... But that just brings me to...
Like I said above, new subscribers get a free month anyway, right? That's really all this is, it's just that older players seem to have an opt in to get it for the time of this particular expansion's release. Which is kind of generous by some MMO standards.
And really, all this is better than some other games expansions. (Though not the territory you mention they're still aways away from. )
A certain OTHER MMO I tried to get into once I had to buy the $20 main game, $20 expansion, and $40 OTHER expansion. PLUS $15 a month fee.
All things told, this looks a lot better than all that.

Sorry, but not being able to order the Complete Collection is bad business. I hope someone re thinks this.
i personally will definitly prepurchase the powersets early, when the booster is released ill prolly get that, but i rather have the new sets first (the content i dont mind waiting for if i can play with new toys)
Actually, now I'm wondering if the Going Rogue compete collection will replace the Architect Edition. Sure, its not a measly $20 to start playing with, but it comes with everything you'd want, right? COH, COV, an in-game goodie pack, the expansion, installer disc(s?) for everything and a month of playtime.
It would make sense: helps keep folks on the same page-ish, has something for everyone (current and new), doesn't confuse folks with multiple products on store shelves, and follows in the traditional MMO fashion of consolidating boxes (COH and COV were sold separately until GVE, now the expansion has everything you need too).
I like the "one box to rule them all" idea, myself.
