When is a character "done" for you?
they're "done" when I no longer enjoy playing them.
And even that isn't necessarily the end- I recently picked up an ar/dev I retired after ED and have been enjoying his progress. The only reason he survived deletion is because I was so attached to his name & costume.

My main villain and main hero will never be finished.
Every other character I play is done either when they hit 50 or when they get deleted.

At whatever point i get tired of them and start focusing on other characters. That might be at level 8, and it might be at level 50 after having fully slotted all sets. It varies quite a bit.
The two types i tend to stick with to 50 and beyond are support/control and melee damage. i have multiple 40+ Scrappers, Brutes, Defenders, Controllers and VEATs. A bit less of most other AT's. The only ones to get almost fully slotted set-wise are a Defender, Controller and Night Widow.
Sometimes i go back months or years later and run them as mains again.

As a roleplayer, none of mine are ever finished. Because thanks to Marvel & DC comics, we have seen just how open the door is on "being dead".
I'm still working on my first toon. He is parked at the moment while I wait for I16 to come out. Then I break him out to run new content and see if any now additions will benefit the build.
For me, they are never done.
A character is "Done" when I stop playing them all together...
I wish that we had a seperate TAB on the character log in screen, that is like a Hall of Fame screen where we can stick level 50 characters that do not get played any more. Maybe have a Maximum of 10 Character that can be placed in this Personal Hall of Fame. (and I don't think they should be usable characters any more)
Then we can Re access those slots and are available to create new characters in.

I have one character who is 'done' at 50, my stalker and if it wasn't for sentimental reasosn he would have long since been deleted.
Characters get deleted if they are not fun, I have happily deleted characters in the 30s, which is probably why I do play my 50, each of them has been and remains fun (bar the one above)

Some have been done by level 10 and deleted. Others still roll strong after 50.

None of my characters are truly finished. They go in and out of play as I need them.
PvP characters:
Spec 1: Uncommon/throwaway IO sets like Positron's Blast, Decimation etc.
Spec 2: All the +HP Accos, Atlas Medallion/Marshall, Geas/Fon, Archmage/Demionic. Fully purpled/PvP IOd (if those are around).
Run of the mill characters:
Spec 1: Uncommon/throaway IO sets, purples if I'm bored.
Spec 2: SOs...just for different level range tasks.
Right now my Ill/Emp, Kat/Regen, Mind/Bubbler, Spine/SR, Mind/Fire, Emp/Psy, Rad/Therm, Mind/Psy, Plant/Psy and a few others are 'complete'.
Then of course, there are heroes/villains whose power functionality went from "over the top powerful" to "reasonable". My Plant/Psy is one of them, and it hurts to play her seeing how insane she was previously. I can still take piles of Nemesis mobs, just about 10-20 seconds less quickly for the most part. :/

They are never really done for me but...I would say when I stop having fun playing them. If that is at lvl 50 or lvl 30 if they are no fun I will just stop playing them but...I could end up going back and playing them if I enjoy them again.
My favorite character, Yukihime, is never done.
My other characters are pretty much done when they reach level 50 and finish up any open story arcs. I'll play them every long now and then, but I consider them to be retired.
Really never. I "semi" retire toons when I ding 50 but occasionally dust them off for a variety of reasons. Maybe the newest ish or vet reward lets me do something new and neat. Maybe I actually miss playing with them. And the urge to respec to tweak sometimes strikes. But all of my alts (and I have a LOT) get played with every few weeks or so. Even if it's just a radio mish or two.
Basically a character is "done" when it hits 50. There are a few exceptions. My blue- and red-side badger characters have both been 50 for some time now, and are played somewhat regularly to collect the odd badge here or there that they still "need."
The better question, for me, would be when is a character "shelved"? That happens a LOT more often. This happens for a lot of reasons, but mostly it occurs when some random new character sparks my interest and becomes the new "main" for a period of time. That might be until it hits 50, like when I started really playing my Kheld, or it may be only until a new issue comes out and adds powersets I want to try and a NEW temp-main gets created.
I make a lot of characters, some will get played until 50, some only a weekend, and others will survive deletion for long periods of time (inexplicably) and may never get above 23.
Usually never. I have only retired two toons and those are my 50 doms. Every toon I have besides those two get played even though I may not play them for a bit due to altitis.

Some 50s I keep coming back to, tweaking when a new IO set comes out that would be cool to add.
My pace with a character slows down at 40 as well; when the march to 50 is limited to powers that I've already got on several other characters the novelty factor is much lower and the drive isn't there.
I've also put a number of second builds on my 50s as experiments with new powers or concepts. I'm not really into getting purples on my 50s (I've got one set on each of three or four characters), but I do like the challenge of making tough characters on a budget.
Then there are the ATs that I just can't get into: Khelds, for example. And the Villain EATs. I just can't seem to get them past level 20 before I get tired of them and need the slot for something else. And AR blasters -- guns are just so mundane, I haven't even started one.
I'm a little weird when it comes to calling a character "done". I've had some characters that were finished level 6 or so because their playstyle just wasn't fun for me. I have other characters that will probably never be done, even though they're 50, purpled-out, and older than the hills.
Sometimes my characters are "done" because I've roleplayed them to a conclusion. Example: My abused and tortured psychotic Mind/Psi dominator actually recovered. She sought help regarding her mental condition, realized what she was doing, and surrendered to the Freedom Phalanx. She's done. As far as I know, she's working at Paragon University as a professor of psychology. Her costumed days are finished, and she's happy.
Sometimes my characters are "done" because they have reached their min/max potential, and no longer hold my interest. This mostly happens on characters that I was curious to try, but didn't have an emotional investment in. I've purpled out a couple of characters (a fire/kin, a warshade, etc), and played them for a while, nodded my head, and said "Hmmm...so this is as good as this character gets. Interesting. Next!"
Sometimes my characters are "done" because they reach a point where leveling does nothing to increase their effectiveness. I tend to prefer "late blooming" powersets, but I'll occasionally play ones that are good right out of the box, but don't really mature as well as the others. For example: with scrappers, I tend to enjoy defensive powersets like /SR or /Shields, but I'll occasionally play /Regen. My defensive characters become more fun after they get SOs and really start to come into their own. My /Regen characters are a bit
more flat, and as a result, I lose interest. Not that there's anything wrong with /Regen--you can make them into absolute beasts...but I tend to enjoy them a lot in the beginning, and not so much later on.
Sometimes my characters are "done" when they get re-rolled. I had an EM/EA character who I re-rolled as an EM/ELA (after ELA got its self-heal, I gave it a second look, and it now matches my character's concept and my playstyle preferences much better). I guess you could say the character is still there, and just "upgraded". But the old version of him is history.

For you, when is a character finished, in your eyes? When do you semi-retire it to the bin of dusty alts?
At L40, For me, a character's build is pretty much finished. My tier 9 powers are six-slotted (if I took them), and I've grabbed pretty much every pool power and Primary/Secondary that I felt I needed for good play. The L41 powers are nice, but just QoL picks for the most part, as are any additional Pool powers. And Primary/ Secondary powerset picks are the same at this point.
When I ding L50, I have but three slots to fill with IO's, as I've already slotted out the build to my satisfaction on the way up. I don't use Purples, as they cost too much for the amount of use I wil get out of them. (The high cost does benefit me when I get one as a drop however, as I sell them.)
My desire to keep playing this character wanes, but I'm not done yet. I must finish the story arc and grab the resulting Merits.
I must finish any contacts left that will talk to me.
And then, I am done. The L50 will be remembered fondly and occasionally dusted off to farm a few missions to fund an alt or moved to build a new dayjob badge (or keep rank in the SG). And he/she will be logged on whenever a friend wants to team, and I don't trust thier team skills with the AT they are using and want one durable enough to handle thier errors, or is more compatible with thier powersets.

When the story you've written for them is finished?
