Oddly enough, I have a 50 fitness-free elec brute with conserve power all ready to go. Sounds good to me.

120 second duration with 30 second up-time mean you need +300% recharge to make it perma (if I'm doing my math right...if not, ignore the rest of this post.)
~100% comes from Recharge slotting assuming it's enhanceable.
20% comes from Lightning Reflexes
70% comes from Hasten
Which leaves 110% to IOs. I have 112.5% on my Elec Blaster so that number, while intimidating, is doable.
Hopefully it's hard enough to make it perma that the devs won't change the recharge time before it goes live. Chromium Man VI and VII here I come!

Yeah, not gonna go live enhanceable like that.
468 HP heal... Brute hp at 50 is 1599 (Rounding to 1600)
Without a calculator 20% of 1600 is 320... 30% is 480.. Guessing its around 25% |
The Hit points for Brutes at 50 is 1499 (1500). 25% of 1500 is 375.
Very nice. I'm very tempted to roll up some kind of /elec armor toon. It is a very attractive looking set and now might have performance on par with some of the big dogs.
If the energy aura armor set got this for cp as well I'd be even more tempted to roll an /ea toon.
edit: if this gets the SoW treatment though I'm not interested at all. I absolutely hate that mechanic. Auto fail imo.

Right now, it looks like they may have just well finally "fixed" ELA though, and brought it up to par with the other Secondaries out there. Here's to hoping they don't nerf it to oblivion before it hits live... :P
It just makes it competent with some of the top sets, which I think is only a good thing.

I think a fully rechage enhanceable power like this would be entirely too good for /EA though. Sure I think /EA could use a little more, but this is not a little more, it's a lot more. It would be, in my opinion, somewhat innapropriately more for /EA
Of course /EA probably doesn't get it, or the same power in /EA could easily have a longer base recharge, or, horror of horrors, it could be unenhancable for recharge...

2 minute recharge on a resist based build that has a 20% recharge increase auto power already? Yep, will definitely roll a Elec Armor character finally.
Hmm don't know whether to roll a Claws/Elec or Claws/SR brute now.
I'm very excited about this change, but I don't think it will be as powerful as people here seem to believe. I added the power to ELA in Arcanaville's spreadsheet and wound up with a set that is about as survivable as Invuln with one target (not factoring in the Endurance Drain). That only means it beats out SD, SR, and EA (the latter two should probably see some kind of minor buff); it's just below Fire; and WP, Stone, and DA are still way ahead.
It will be balanced, but not broken.
