As far as baseline mechanics go, a mechanic for handling luminescent colours on OUR costumes and perhaps even animated textures for them would be top priority.
Selectively destructible terrain in instances, sometimes important (like breakaway walls) and sometimes just cosmetic would be another. Fully destructible terrain is a pipe dream, and will be until Red Faction Guerilla launches, and outdoor destructible terrain is right out, but select breakable items in instanced maps sounds like a good idea.

[/ QUOTE ]if be down for a full faultline style revamp of the shard. Its got amazing concepts and just isnt quite there in execution, plus a non-interacting version of the shard for villains to enter.
There's always new features to be introduced. This includes a multitude of character customization options, along with simple graphic changes.
The Cathedral of Pain.
Choose-your-own power frameworks.
A ton more powersets.
More base functionality.
Individual player housing.
The Coming Storm.
Revised zones to make the dead ones attractive to go to.
There is a lot more that could be in CoH/V.

I'd just be happy if I never saw another powerset get proliferated ever. Every time it happens there's 1 less reason to play another AT, and possibly less reasons for those that primarily play heroes or vills to try the other side.
I know most people are asking "who only plays on vills?"
Me.
I have the 60 month badge and played heroes for a long time, even got some characters to 50 after I6. But in the end I always go back to villains because I enjoy being, well... at least somewhat evil more than being a goody-two-shoes.
But I'm off subject: I'm sure that even just changing a set's colors, swapping some animations, and changing the secondary effects can't be nearly as difficult as what they are doing in Going Rogue.
Personally, I'd rather have new power sets than the two new TF/SFs. My opinion is that the characters make the game, the content... not so much. Especially since only a few people read it anyway. I'll gladly do the same ol', same ol' if I can use new pwersets to do it in a different way.
Don't get me wrong, new content is a must, I just want my new powersets even more.
On another note: every time a bunch of powersets get proliferated, it takes away from the complete, overall uniqueness of every AT (minus the epics). At this point, it's almost like the only thing separating most ATs is their inherents and epic/patron powers.

Revamp, fix, Update bases....you know actually make the Issue they said they were making with the "All your base are belong to us" lede. I know they ran into problems, and then the AE monster barged into the room. But a massive update to bases (not pricing) would be really really welcome at this point.

I just don't buy this argument. I mean it can work the other way as well: "Oh great corruptors are finally getting X powerset. Maybe I'll go over and make one!" Besides its not anyone's "fault" (except your own) if you only limit yourself to one side of the game.

- New lvl 1-20 content on both sides. Or at least lvl 1-10.
- Dynamic/branching story arcs - i.e. story arcs you can play three or four times and have them turn out differently each time.
- Atlantis.
- Weather.

I'd still like something like the Nemesis System (not the villain!) where you could create your own archenemy. I *think* that Champions Online, er, stumbled across this idea, though, so my hopes aren't really up that high.
Besides that, there's still lots of things that the Devs promised us once that fell through like Avillians, Incarnates, Blood of the Black Stream (i.e. more Epic ATs) and maybe something like Statesman's old Out of Combat System. Maybe these, like Power Customization, "Couldn't be done at Cryptic" and could return later.

We need a total overhaul of storage. Account wide banking for inf/enhancements. Recipe bins in bases.
It is my hope that with GR and side switching, the devs will realize that cross faction transfers will be available and use this as reason to allow for global account storage.

pvp flags in praetoria set at a personal level similar to friends, allowing several levels of access* from one to one, through to one to all. neutral territories can be inherently dangerous after all, and if i were recluse or states and learned one of my own was about to jump the fence, i might send someone to dissuade them.

This is basically the Nemesis system that was scrapped for CoH and brought into Champions.
