Based on this paragraph from the press release, I think you will only be able to alter your moral compass in Praetoria:

Emphasis mine. It's just simpler for the Devs this way; they don't have to work new contacts/arcs/missions into the existing Cities, and if you're playing purely Blue or Red side you have no chance to Fall or be Redeemed.

While no specifics are springing to mind (at work, not home), there already are a few missions on both sides that seem to exist in morally gray areas. They could be modified slightly to give or subtract points on the moral compass.
Also, while it is true that AE may not effect the moral compass as it is just a simulation, enabling it to do so would be a good way to facilitate side-switching in the prime dimension. I'd almost have to believe that running villianous mission after villanous mission in a highly realistic virtual environment probably would have some ramifications on the psyche and vice versa. I don't think it would be a huge stretch to have the MA missions have some effect on the moral compass.
All that said, you're probably right that it will work exactly how I fear it will work. Seems to be par for the course.

And your point? If it's going to take as much time as people seem to think it will to switch a character over and I go to that trouble then I want to keep that alignment until I darn well feel like going back, if ever. If I redeem a villain and I like playing him blue-side, but a bunch of my buddies are running mishes in Praetoria that might fall into that red area of the spectrum, I'd still like to be able to run mishes with them without endangering my characters alignment, same if I wanna keep my Hero blue-side and keep him a pure blue-sider, doesn't mean I might not wanna team with buddies on some missions that could jeopardize that.
I think it's only fair to offer the option really. That way any player can experience the new content without having to do anything they don't want to. Given, there should be some cases where locking the compass doesn't apply, say if you're running an arc whose plot SPECIFICALLY centers on your characters redemption/fall from grace, though in such cases you're likely aware of that fact and undertook it with the intention of changing sides. I just know that it would make sense to have a Hero who's very rigid about justice to be able to say "Nope, no matter what happens I'll keep fighting for justice." Even if he happens to encounter situations that might call for him to do less than respectable things. Kinda like Manticore, he walks the line so much it's ridiculous, but he's a Hero still and even when he takes the hard line and does the less than glamourous jobs, he's still a good heart under it all.
Either way, I'm just saying that I think it's something they should include for those of us who want to preserve the work we did redeeming our villains and making our heroes fall for those of us interested, and as a way for those players who aren't interested at all in side-switching to avoid having to mess with it at all.
One thing to consider, while we're speculating - with the systems already in-game, the devs have the means to include "retroactive" morality points when the expansion starts. Missions/task forces that provide certain badges, like Soul Taker and the villain Patron arcs, will almost certainly end up having Moral Points. So everyone that already has those badges could end up being credited the appropriate amount. This would also be one way to handle the Villain Patron Pools - they're available to any suitably villainous character, and you get to keep the powers once you've earned them. But you'd better be prepared to stay on the Isles for a while after you get them.
And for the cries of "No, they should take the patron powers away from redeemed characters. Dooom!" - aside from all the out-of-game reasons that it would be a bad idea to take powers away from a character, consider this: many of those powers summon pets. Maybe they represent characters who decided they were loyal to you above Arachnos. Or maybe Lord Recluse feels that if someone wants to betray him, and then use an ability that lets him know exactly where they are, what they're doing, and who is helping them do it, they can go right ahead.
my biggest fear is what happened on the last expansion, we got COV which was a good thing, but they sneaked in ED along with it, based on past actinos, I can not but help wonder if some sort of (for lack of a better term)ed 2.0 will not come along with it,while it may not be a true ed 2.0 it may be some kind of reshuffling or nerfing of our chars, i rememeber the forums exploding with angey posts and such.,yet not 2 days eariler we were all happy about the announcment that we would not be charged extra for having both games.and getting 4 extra slots for our new cov chars.maybe at the timeof the expansion, they may decide to raise the monthly
fees or some such,and as long as they do not force the new "morality" playig on me and it is optional ,ill be happy

Is that a trick question? You have to be 50 (or higher) to slot them, and only mobs that can drop level 50 (or higher) recipes drop them. Neither would be affected by adding levels.
It's already been explicitly stated by the Devs that the current power/level system is incompatible with adding levels past 50, so unless Going Rogue restructures the entire level system (for 50+ at minimum) for the whole of CoX it's not terribly likely that more levels will be added.

i would have to go double check, but i could swear that every single patron arc eventually involves fighting and defeating your patron. Your PPP's are not locked out during or after you do this.
After i cancel out your double negative your statement still is that Mako taught you great power and you can use that great power against him. i agree that this statement is reasonable since it already is that way in game.

Existing characters will be able to side switch. That's the whole point of the expansion. If they were just going to add a 3rd side without allowing any crossovers, then crossing over would not be the entire focus of the hype.

They just didn't say why.

Just saw the Trailer and... it looks like Tyrant is undergoing a costume change. I noticed he was wearing different gloves, a different belt, his chest detail was more defined, like armor rather than just a design on his tights, and I don't think he had that chain between his shoulder pads before.
I like that Tyrant is finnally being used more in the game than what he was. Tyrant was like the main villain for a while till CoV launched then it seemed like everyone forgot about him.
I hope that bit about alternated versions of allys and enemys means we'll be seeing Preatorian counterparts for Lord Recluse, Ghost Widow, Black Scorpion, Scirrocco, and Capt. Mako just to name a few. (Scirrocco and Ice Mistral I'm guessing like Malaise and Infernal won't change their names or costumes much in the Preatorian versions.)
Lord Recluse I could picture being exactly the same only without the "Lord" title and the spider legs. Black Scorpion would probly be White Scorpion, and maybe Ghost Widow and Wretch could still be alive and not deformed.

I've been trying to think of a good analogy to what you're asking for, and I'm not sure I have one yet. I'll just say that if your friends were playing red-side content, up until Going Rogue hits you would have had to play red-side. So you didn't have absolute freedom to do whatever content you wanted. I don't see why the Devs would grant that for the (rare?) alignment effecting missions, especially when the whole point of the expansion is to explore what it means to be good or evil.

No need to get all emotional on me. I'm just saying that, from the press release that I read, there was a lack of details ... and the devil is always in the details.
Time will tell. And of course, this is one of those too-frequent moments in life when I do hope that I'm only being paranoid and that I'm completely wrong.

I wonder sometimes, everytime this question is asked, if an angel doesn't die a horrible death somewhere?
I don't know if it's just me or not, but everytime someone asks about raising the level cap, I'm filled with this unreasoning anger and hatred, and it makes me want to "Go Rogue". I'm not sure if it's a symptom of the way game developers have, over the years conditioned MMO players to expect the level caps of every game to rise with the release of new expansions, or what. It seems like half of them can't find creative solutions to the end-game problems of their games (probably because they didn't think long enough about what they were going to do when they got there, and just ran up against the wall one day) besides just raising the level cap, adding some powers, putting the players back on the treadmill, and calling it a day.
Take Age of Conan for example, while I like the general idea of the game, and the first 20 or so level are awesome, it becomes quickly apparent that no one thought about what to do after that, except some vague stuff; and they were stupid enough to launch with their level cap at EIGHTY (I can just see them thinking "well heck, WoW already goes up to 70, let's just start at EIGHTY, that'll show 'em!") without actually thinking about having to put CONTENT in those levels.
All of this just makes me happy CoH has been done the way it has, that we continue to get content, but don't have to deal with a constantly raising bar invalidating half of what we do.
