That's not entirely accurate. Even if Stefan Richter really is dead that doesn't mean we won't see him.*
Do I need to point out that Numina, War Witch, and Ghost Widow are all dead in our universe yet they still exsist within the game so why would being dead mean that we're not going to see Stefan Richter?
By your logic, Ghost Widow, War Witch, and Numina shouldn't be in the game sence they're all dead and that's just named characters. There's plenty of groups within the game that consist of ghosts. Circle of Thorns, Spectural Pirates, the Ghosts in Croatoa, ect.
Not to mention I don't think Statesman and Lord Recluse can even die being as how they have the powers of Zeus and have been around sence World War 2.
In order for Tyrant to have killed Stefan Richter he would of had to do it before they got their powers from the well of the furies.
Whatever the case is, I still think there should be Pretorian versions of all the head Arachnos members even if Stefan Richter appears as a ghost.
*It was getting a little odd just refering to him as Pretorian Recluse all the time so I decided to just use his real name. I'll still refer to the Primal Earth version as Lord Recluse but the possibility of a Pretorian Counterpart will be refered to as Stefan Richter. They're both Stefan Richter technically just like Statesman and Tyrant are both Marcus Cole but if we do see Stefan Richter like I think we will he won't be called Lord Recluse.

Numina isn't dead however. Her conciousness wasn't in her own body when it was destroyed. Since then she's been able to exist in a purely Astral Form but she's not a ghost and could presumably be killed (although not easily) at which point she could come back YET again but this time as a ghost.
I thought the whole basis of the Expansion was that Statesman goes villain ergo if you follow Statesman you go from Hero to Villain now if you dont want to go Villain you are allowed to switch alliance and join forces with Lord Recluse which is now Hero.
However all this happens in an alternate universe (i.e. separate game) since its a purchased expansion. Obviously there will be complete new zones ergo Atlas Park (villain area) & Mercy Island (hero area) now it maybe possible that Villain and Hero will be able to share all zones versus just special zones.
IMO I highly doubt we will see CoV born characters running through CoH - AP as heroes, I would think the only side switching is within the alternate universe and once you switch back to the real world CoH/CoV your alignment goes to what you originally picked. This might also mean a minimum level requirement (maybe level 4) to enter CoX/GR forcing you to pick Hero or Villain in the original universe.
I actually did make an arc on this entitled "The Web" if anyone wants to try. Basically I determined that Stefan Richter would look kind of normal (still have the big build as described in Web of Arachnos). Black Scorpion and Silver mantis never became cyborgs and would be soldier types. Ghost Widow and Wrecth never died and became undead abominations. Wretch would still be a soldier named Paolo Marino and Ghost Widow would retain her psychic powers. Scirocco and Ice Mistral would retain their mystical abilities but be more reserved and religious. Barracuda and Mako were still inhuman but more heroic and not so nasty look as they would be. Dr Aeon would be more the mild mannered scientist.

I'm sorry, but you're wrong. Reading the press release makes it extremly clear that "villains will be able to cross over to Paragon City, and Heroes will be able to explore the Rogue Isles" I don't see how it can be any clearer than this.

This should be a very interesting turn of events:
Side switching should give a new player access to every mission/arc available to any toon; whether it's 1 to 50 or 50 to 1 (via Ouros). Safeguards, Mayhems, TFs, Trials, STFs, etc.
They should, in theory, have access to every badge and/or accolade - they better work out the kinks on those that are represented on both sides.
They'll be able to play both sides of the PvP equation.
Have access to all maps.
In theory, have access to all Patron/Epics.
In theory, be able to unlock both EATs with any archetype (perhaps even with one toon).
Combined with Ouro and MA; the demand for more content has pretty much been filled (at least for a time)
So once content is a minimal issue and the issue of access being dealt with in a big fashion, what's the next big thing?

See, but you're forgetting the morality meter is likely going to lock most of this at any ONE time. I also doubt you'll get "full" access to both sides using Oroborous, (if you did, I'd fully expect the act of doing Villainous or Heroic content in O to shift your morality meter as well, and eventually lock you out of one side) (might be a good excuse to bridge the Oroborous zones into a zone for both sides). We don't know how they'll handle Patron/Epic/APP pools yet. You'll have access to most all the badges, except that afaik most of the accolades have a "copy" of the same one on the opposite side, I suspect those badges would simply "flip" to their opposite side equivalents ("Freedom Phalanx Reserve becomes "Freedom Phalanx Fallen" "Servant of Recluse" becomes "Former Servant of Recluse" etc. "Villain" becomes "Reformed" etc. or vice-versa. I doubt you'd have access to "ALL" badges on "ALL" sides "ALL" at once, since...well that would be sort of ridiculous. The specific badges you had would mark your progress as a character from one side to the other. Let's say you were a villain from 1-25, and then became a Hero from 26-50. You'd have a handful of Villain badges (whatever you earned up to 25) and then when you switch, some of those will "flip" to their Heroic equivalents and some will stay, and then you'll begin picking up Hero badges from then on. Someone looking at your badge list could probably "tell" at what point you changed, and shifted away from you old life, to your new one. My guess is something like that is what the Devs are aiming for. Given Posi's recent post and actions taken regarding the "Villain/Reformed" badge issues, I think he's thinking along similar lines as well.
Again, the key is, you'll likely never have access to everything all at once you'll have to pick and choose from time to time. The only possible exception I could see is a "Spy" or "Double Agent" or someone sitting firmly in the center of the morality meter the entire time (which I expect to be an extremely hard proposition to do). Plus, if it starts getting used to massively "powergame" or "exploit" the original dev intent to a massive degree (i.e. MA Farming). I'm sure things will be changed to better fit the plans intended.

I did mention badges/accolades having cross-side equivalents needing to be looked at before implementation (huge potential for bugs and/or doubling up of benefits).

It's actually both. It's an expansion, and it's Issue 16. (Mostly supposed since the newsletter unsubscribe link from the GR website says "Issue 16 Unsubscribe".
So it's both an expansion, AND Issue 16. Just like CoV was both an Expansion, AND Issue 6.

While it's true Numina had the ability to astroproject she is still technically dead. If her body is destroyed and her sperit has no place to return to then she'd be dead. An astroprojection is basically just a sperit outside of a body that's still alive. If a body dies the sperit leave it but a body that astroprojects the sperit can allready been gone before it dies. The only way Numnia could still be alive is if her body is still alive.
Why can't they just bring Pretorian Recluse back to life? It is not like it does not happen all the time in comic books. For that matter it would be awesome if that was the plot hook into how the Necromancer/MinionMaster are the good guys.
If things are backwards in the world and the lines are blurred between good and evil, then this would make total sense.

I'm not sure how you determined this. It seems pretty clear that you will have access to one side initially (Paragon if Hero and Rogue Isles if Villain) as well as Praetoria, and then eventually by changing alignment you can gain access to the opposite side and lose access to you starting side.
If they do implement a true "gray area" for characters to start, it will either be in Praetoria or in some new area we haven't heard about yet.

I'm not saying that a toon will be able to have his choice of side and corresponding content right out the box but he can feasibly do all available content before he hits 50 (unless it's a non-EAT; then by default, he won't have access to EAT missions unless he teams with one as well as the tutorials (if they're not in Ouros)).
Being able to turn off XP (or horde debt) can be used to slow the toons progress so he doesn't outlevel content, while still being able to move the 'compass/meter'.
In conjunction with repeating 'moral' missions (unless there's something put in place to prevent this); farming the compass could turn out to be easier/faster than anticipated.
At mid to high levels, the Flashback system can also be manipulated (on it's own or in cojunction with the other techniques) to fill in any missed content that's available through that system.
There might be content, however, that will not be available to a toon that crosses the moral threshold.
It wasn't my intent to debate this or even dig this deep into it; was just pointing out that the demand for more content has been met in spades... as well as the demand for powers expansion; subsequently bringing up the question, "What's the next big thing?"

I'm not sure how you determined this. It seems pretty clear that you will have access to one side initially (Paragon if Hero and Rogue Isles if Villain) as well as Praetoria, and then eventually by changing alignment you can gain access to the opposite side and lose access to you starting side.
If they do implement a true "gray area" for characters to start, it will either be in Praetoria or in some new area we haven't heard about yet.

I understand now. You are correct. I'm hoping there will be enough content in Praetoria for it to act a a third City, which would mean a lot more stuff to do (not including the MA which already gives us virtually unlimited content).

Spoken like someone who evidently hasn't done or wasn't paying attention to Ghost Widows Patron powers story arc.
There is a clear distinction in the game between Numina's Astral form status and Ghost Widows dead spirit status.
So Praetoria might be a new starting "grey" area, or it might be a whole new city? If this is a paid expansion, I would think it will be an entire world. My bet is Praetoria is treated like a whole new world with 5-10 cities that are totally different from the ones we know. Imagine a Mercy Island that wasn't run down, but rather nice like a tourist destination....or a Skyway City completely run down and decrepid, overrun with Arachnoids.
If this is the case, you'll probably be able to enter Praetoria from either side, and do content to change your moral meter to switch sides....then head back to the real world. I'm thinking everything in Praetoria will be CoOp. Just my $.02
