I would have to say the merit system is my favorite feature. I have had the worst luck with the random drops since issue 9 and things just progressively got worse for me. I was just about to give up on the invention system because it was just too much effort to IO a single toon without using market tricks and such. When the merit system was announced I was overjoyed. At that point I made various alts and planned so many more builds. All the system needs is a bit of tweaking and it will be the most perfect feature that CoX has ever had.
Bump and Grind Bane/SoA
Kenja No Ishi Earth/Empathy Controller
Legendary Sannin Ninja/Pain Mastermind
Entoxicated Ninja/PSN Mastermind

I would have to say QoL features. Including but limited to the new Badge list with a newly acquired category, the extensive real numbers in power selection/management, the mini status display, disabling XP, tear off power trays and saving windows and channels arrangement. Costume saving and loading should be tossed in there once it's fully debugged.

Will you be the key to the Knives of Artemis' survival? or the instrument of their destruction?
1 Powerset Proliferation - I hope to see more of this Soon, I have a great character idea waiting for an Electric Melee Scrapper.
2 The Midnighter's Club - There's so much flavor here to draw one in.
3 Day Jobs - With a caveat. Right now I really like the idea, but the implementation is pretty feeble. (End of mission bonuses for the first 4.2 minutes! Yippie!) With a bit of dev love, this could go from neat idea to exceptional addition.
I have to pick just one for 2008?
The Imperious TF, then. It's great. ITF emphatically discards Jack's old "one player character == three white minions" mentality with all-boss groups, tons of EBs, and a nicely-designed final AV. It included the surprise reappearance of my favorite fascists. It has some big mob groups and occasionally massive battles. It's about the right length, and it's a great activity for the dreaded 35-40 range.
ITF isn't perfect. It's too easy for speed teams to shortcut by killing only the target EBs and cysts. The valley of lag is sometimes frustrating. The mass-clear-mind that the Cims cast in almost every single battle gets old, but admittedly the latter is a clever compromise. The Cims get to fight for at least part of most battles without control being nerfed again, and secondary debuffs gain more importance.
Subtract a couple of points for making the hero-side Midnighter arc a bit too long for something that must be run on every single character.
Honorable mentions go to patrol XP, power set proliferation, and merit rewards. Ignore the DOOM; earned rewards are better than rewards based on pure luck, and/or on farming inf to finance ridiculously expensive purchases.
I'm no good at picking just one thing, but ITF wins. I'm still so-so on the LGTF (especially after the ridiculous decision to restrict it to 45-50), but I'll run ITF anytime.
Please try MA arc ID 351455, "Shard Stories: Scavenger's Hunt." Originally created for the Dr. Aeon contest, it explores the wild potential of one of the City's most concept-rich but content-poor settings: the Shadow Shard.
The Blaster changes made shortly after I11 and the addition of the Real Numbers feature were huge.
Having used the Attribute Monitor and Power Attribute window to track set bonuses and buffs for the past year, I can't believe I ever played without them.
The Blaster changes made a huge positive impact, finally giving them a viable Inherent. The 15% base damage increase to ranged attacks was also quite welcome.
I like big features, but it's the small stuff that can make the biggest improvements in gameplay. Stuff like adding a train station to Founders' Falls.

Can't choose just one.
All the little Quality of Life changes - the powertrays, name-coloration in chat (even if chat's currently borked for colored word balloons), the changes in Base stuff...
The powersets! Gaaaah! The powersets! I'm so far behind, I'm still working on my plant troller and dual-blades/willpower scrapper let alone having started my shield tank!
ZOMBIES.
Just.... Everything.

The one change that I use and enjoy more than anything else...
Inspiration combination.
Seriously, this QoL change is extremely underrated, but has proven to be invaluable again and again, no matter which character I'm playing. No more teams standing around sheepishly because nobody has an Awaken, and no more groaning because the last nine drops were yellows that you didn't need.
Wierd choice, but it's really the little things that make the most difference.
Arc #41077 - The Men of State
Arc #48845 - Operation: Dirty Snowball
One of my favorite things was that you could color code your global channels. Then it got completely borked. I continue to be disappointed by that, as that would go a long way to make my game play smoother. I'm on a lot of active channels, some of which I mod.
That said, however, there are many other things I enjoy - shields, pain domination, the new base changes, the Invuln buffs, toggles not dropping, and real numbers on badges to name just a few.
Good job NCSoft, and best of luck in the future!

The new powersets hands down, i11 and i12 where great. However i13 is horrible and a failure since i see no new pvpers in RV or any other zone. Good thing i13 just came out and the judges probably didnt have a chance to take that issue into consideration when give out the award.
Well, I came aboard in October so I have only seen the game as it basically is now, so I can't speak on improvement from last year to this. I will say, however, as a newbie I am greatly impressed with what you have offered in this game, and I am proud to be a member of this community. I honestly am happy I joined when I did, and I can't wait to see what's in store next year. Congrats on a well deserved award
