Possible "New" Powerset preview......

It aint a new powerset, and it aint a nemisis staff, and it aint a redo of the spines set.
That only leaves a couple options.
1) It is a temporary power from an invention.
I would be a bit disappointed in this option. Unless im a spines scrapper.. why would I want a huge bone to come out of my hand? Id expect invention temp powers to be more technological than mutant.
2) Its a custom picture to hide the spines and show off the samurai armor.
I find this one to be very unlikely.. mostly because Samurai armor is nothing new, so why go to the trouble of showing it off in an I9 screen? Also, it isnt common practice to alter powers and make them look different for a screenshot promoting the game.. that is just bad advertising. It gets the community in a frenzy (see: this post) for no reason..and just lets them down in the end.
3) Its a bug
Also very unlikely. You dont send bugged screenshots to promote your game either.
4) Limited power customization. The ability to suppress certain graphics.
Highly unlikely. Way too much work id think.. they wouldnt keep that secret..it would be one of the main selling points.
I cant think of any other possibilities.. which means that the temp power is the most likely answer. Blech.
I was really hoping for a rework of the spines powerset. Ive always loved the powers, hated the look. I was starting to get excited about the possibility of making a spine scrapper.

My money says the Samurai is either an NPC that joins up during Statesmans task force (Thus making it a Signature power)...
OR it's an upcoming vet reward temp power.
ahhh.. those are a couple of interesting possibilities as well LiquidX.
Its either new Spines Animations that look sick, or a dev has his own personel animations for Test. Entirely possible, its a very simple animation. No texture or anything.
I vote for a costume customization option made available through inventions. The only other choice is a temp power and it doesn't look much like a temp power. Power customization I think is clearly out, due to the "not a re-do of an existing power" and I agree with the high doubt that they would send in a customized "dev-only" view screenshot, although it won't be the first time they've done so...
Positron said in his interview "I dont want to spoil too many of the surprises" maybe this is one of the TF's surprises. A TF temp power might fit the vague clues Castle has given us.

5) It's a screen shot taken from a testing build of the game, and the spines power animations in that build were a bit bugged.
Since these screen shots are of up-coming changes, they are almost guaranteed to be from an internal testing build. We know that there's been a lot of animation work going on (check the dev digest). From there, it's reasonable to conclude that some work-in-progress was interfering with part of spine's animation when these screen shots were taken. I doubt the person who took the screen shot was familiar enough with spines to even notice the animation bug, and even if that person were, he or she no doubt had better things to do than agonize over a small "I'm sure no one will notice it" animation bug.
Much as I love the Spines set I've deleted a hero and a Villain with it out of silple aesthetic reasons. Firstly I HATE the 'all-over body spines' look. Virtually destroys any idea of costume that I may have had.
Second, the first attack power (Swipe? unsure) looks rediculous IMHO. I have no problem with the fact that many of the other melee sets have two different attacks, one that is a one-handed strike and one that is two-handed. I think that the first Spine attack power animation should be altered to be something other than 'I wave my pointy hands at you'...
Pity too...I really do like the set...just not the look.

And I disagreed with you completely for the reasons I stated. I probably should have omitted the number, but felt that adding a new one was clearer because I was not saying the same thing as you were. This most likely is a bug because it was most likely taken by someone who either a) worked in PR and didn't know any better, or b) knew better but didn't notice (it really isn't all that obvious if you don't play spines), didn't care, or didn't have time to care.
If it wasn't a bug, then the most reasonable explanation (and one already given, but after you posted your list) is that a dev specifically removed the VFX for those screenshots because it is ugly.
Move along folks, there's nothing to see here.
It does seem to be an invention.

It's probably not just a hand spike, but a whole suit of armor made from some samurai bear.
And if you look at what Castle said and didn't say he mentions

Which leaves only a few things. Like a new zone. A new hand sized, wearable zone.

It's just Ripper. The Devs had to scale their FX down to make it playable for the demo, so all the other FX went away.

Samurai: It was a player, not an NPC. I know, since I was playing him! He is a Spines/Regen scrapper.
The power: What you are seeing is actually a graphics bug created by the demo-record/playback process we use to take screenshots.
And now you know!
Thats assuming the samurai is a player and not an NPC.
However if it is a player then my guess is that the person is using claws and the claws have been made invisible by a new costume piece which animates alongside the now invisible claws.
