    I think they were going to use the respecs to transfer their current enhancements over to the third build if it provided some special buff. but since the third build does not provide any additional buffs they do not need to use all the respecs to remove all the IOs from the first build.

    At least that is how I understood it.
  2. I have a Fire Armor/Battle Axe Tank that I am considering upgrading with IOs (he currently only has a couple sets of Multi Strike and some frankenslotted shields, the rest are SO's). I only want to spend around 100 Million because I don't play him enough to warrant more than that at this point. But, I would still like to improve his survivability so I can take him for a spin now and then and not feel like I am the weakest link.

    My quandary is this... would it be better to try and soft cap a single Defense type (S/L, Melee, etc...) or would I be better off to try and get around 33% for all the damage types and just use Inspirations when necessary to soft cap?

    I do think that soft capping S/L will cost more than 100 Million (because of the Kinetic Combat and Obliteration sets), but is that really the best option?

    I would just like to get some feedback and ideas on how others view this and what they would do in my situation and budget. I can post a possible build, but I am not entirely certain that is necessary for this discussion... but I will if asked.
  3. Currently I am really enjoying my Spines/Invulnerability Scrapper. Lots of AoE, capped S/L and E/N Defenses, a self heal, debuffs and immobilizes (with the dark epic) and enough good looks to make me jealous on the Dopleganger Tips mission.

    But since I am an altaholic, it hard for me to suggest any one AT or power combination. There are so many good sets that it is hard to say what may work for someone else. And for me, it is hard to spend too much time on a single character.

    But here are some others that make me smile every time I play them:

    Ill/Storm Controller (this build is pure chaos <3)
    Fire/Kin Controller
    Katana/Regen Scrapper
    SS/Willpower Brute (this build is non-stop SMASH!)
    Fire/Dark Corruptor
    Fire/MM Blaster
    Tri-form Peacebringer

  5. I just wanted to let everyone know that I did some research and was finally able to get PhotoShop installed and working. YEAH!!!!!

    I had to modify the install directory path during installation to get it to work correctly. I found out that Windows 7 uses a different directory path syntax than XP and so it was looking for something that didn't exist which is why I was getting the error. So, after adjusting the install path it installed with no problems. I also set it to run as Administrator and as WIN XP SP3 compatibility mode and it works just fine now.

    So, thanks to all of you for your great feedback. I can now get back to digital paining in PS!

    I am happy again.

    My older version of PhotoShop will not run on Windows 7 (CS2). I even checked Adobe's support forums, and Adobe's response was to upgrade because the older versions were not supported on the newer OS.
  9. You are correct about the Numina's in Hibernate... I forgot about that.

    Anyway, I think I have tweaked it about as far as I can within the bounds of my original idea and to expand past that would require purple sets and such, which I am not prepared to dish out the influence for.

    So, while I will be moving the Numina's to Health (the slot will come from Spectral Terror), I am pretty happy with the rest of the build and will probably go with something that looks very similar to my last post.

    So, thank you so much for the awesome feedback and general slotting help and suggestions. I feel that the build is going to be very fun to play when done, and that is what is the most important.
  10. I have been playing my ENG/DEV Blaster a bit recently and have decided to revisit this thread to share the new build I am working on. And so, while I would never make another */Dev Blaster, this character had a very specific concept and Devices fit it perfectly, it does offer some usability and fun.

    I am currently in the process of going villain so I can get the Mace Mastery PPP for Scorpion Shield and Web Envelope. And since it includes a free respec... icing on the cake. After I get my PPP I will be heading back to the Blue side.

    I have always played this character as a Hover Blaster and so my build was to try and capitalize on that theme. As a result I have Hover in the build. I will almost certainly take the Cardiac Incarnate, not only for the end discount, but for the range as well. Such a great combo for a Hover Blaster with as many toggles as I will have.

    The build has a lot of room for improvement, but I wanted to try and use as many of the IO sets that I currently have while at the same time capping my S/L Defense. I have no intention of ever getting purple sets or the LotG +7.5 Recharge IOs on this character. As a result, Hasten is used more for helping me drop Trip Mines faster when soloing, to get Nova up faster, or in pinch situations when I need my big hitting powers up faster, and not as an always on power. It is up often enough for my needs.

    Finally, this is a budget build since I don't play it enough to spend more Inf on it and I already have the vast majority of the IOs.

  11. I am split on knockback, and if I like it or not is very dependent on what character I am playing. It has it's place, for certain, and can be a fun way to play if the conditions are correct. Otherwise it is problematic and possibly even frustrating.

    One example of knockback fun is when I play my Ill/Storm Controller with my friend's Ill/Kin Controller (who loves to use Repel). Between Phantom Army, two Phantasms, lightning storm, hurricane, tornado, repel and freezing rain we get a lot of chaos.

    So, when we team with others (since we usually duo) we try very hard to make sure to pick up all the Storm Defenders, Energy Blasters and any other set that does knockback so that they can just unleash all their powers, like you know they want to, with no worry that someone might get mad that they knocked some mobs around. In fact, on these teams we encourage it because it makes it safer for the team as a whole and it is very fun.

    Then on the flip side, an example of when I dislike it is when I play my Spines/Inv Scrapper because I am almost all AoE damage and if you knock them away I suffer in two ways. One, I lose a lot of DPS because now the mobs are spread all over the place and my attacks miss most of the mobs, and two I lose a lot defense and survivability because no one is in my Invulnerability power to help boost my Defense.

    So, it just depends, but yes I like it when I am intentionally teaming with that in mind.
  12. Again, thank you for all the great feedback and suggestions. And thanks for the link for the -KB for BotZ IO, I didn't know it was universal. Good info.

    In regards to slotting purples in Thunder Clap... at this point I really want to avoid additional purple sets, but if my financial situation changes in the future I will revisit this as an option.

    I did move some more slots around and added in the Ice Mastery epic pool because I like the idea of dropping Freezing Rain and Ice Storm at the same time... makes me smile just thinking of it. And the with Ice Armor I could soft cap my S/L Defense with a purple inspiration.

    I moved the Decimation set to Spectral Wounds for the better chance of the Build Up proc.

    I am still not convinced I can get the two purples for Phantom Army, but I am not too concerned about that at the moment because I can always slot a level 50 Damage and Recharge in those two slots in the mean time and not lose anything except the Build Up proc, and that is a minimal loss at the moment and can be added later when and if I get the IOs.

    I had to add the third Recharge Reduction IO back to Hasten to get it Perma without the Spiritual incarnate. But, overall, I do not feel that is a bad decision based on my original goals for this build. I also added in a third Endurance Modification to Stamina and could possibly add a Numina's +reg/+rec to Hibernate (I have one on my Fire/Kin Controller that isn't really necessary that I could move over).

    This build still leaves me about a 3.5 second down time for PA, but I think that is acceptable and should be easy to compensate for with planning, a purple or two and Hibernate.

    And with these changes it leaves me free to pick up the Cardiac Incarnate if I feel my Endurance usage is hindering my performance, otherwise I may still go Spiritual for Perma PA.

    I just need to try and keep the costs within my budget, but all the options make for a better build overall and I appreciate the help.

    And to think I was happy with my original build idea... lol. It just keeps getting better. I am even more excited now to get to level 50 (I hit 42 the other day).
  14. Local_Man, thanks for your feedback as well.

    I did some tweaks using your suggestions and below is what I came up with. For this build to work I will need to go with the Spiritual Incarnate or I will not have enough recharge to make Hasten Perma with only 2 slots, but that works in the builds favor over-all because at the Spiritual Total Core Revamp tier it will make PA and IW permanant also.

    I will have to see what I can do about getting the two purples for PA, but that is a very elegant solution, although expensive.

    (And just in case anyone asks, yes I can get fly without taking a prerequisite because of the Vet reward)

  16. Thank you Jericho. It looks like some of your suggestions will be improvements and so I will probably use them. Here are the suggested changes:

    1) Move 2 slots from Freezing Rain to Blind so I can slot two Damage IOs
    2) Slot Freezing Rain with Achille's Heel, Touch of Lady Gray and Impeded Swiftness Damage procs.
    3) Move one slot from Spectral Terror to Lightning Storm so I can slot Chance to Hold

    Everything else stays the same.

    This still allows me to have perma-Hasten and does not change the recharge too much for Phantom Army and Indomitable Will (because I only lose 3.5% recharge).

    As for my incarnate... I am still debating between Spiritual for Recharge, and to a lesser degree the stun duration, or Cardiac for the reduced end cost. I was playing him last night and the only time I ran out of end was when I left Sprint or Fly on by accident. And Hurricane is situational for me, and I do not run with it on all the time. So, this will be a hard decision because they both offer big boosts to this character. But I still have some time before I have to make that decision and I think I will hold off on picking one until I have had some time to get to 50, respec and put some time into the new build so I can see exactly what bonus I need based on my play style. At this point I can only speculate on what would be the most benefit.
  17. Okay, so I have a level 41 Illusion/Storm Controller that I have been working on and would like to start looking forward to level 50 and a nice shiny IO build.

    I have been working on some ideas and feel that the build below is the best that I have constructed so far within the bounds of my ability to complete (meaning IOs I already have, ones that I can obtain before hitting 50, and ones that I can actually afford).

    My goals were to try and keep the price to a bare minimum while getting perma-Hasten, near perma Phantom Army and near perma Indomitable Will. I would like to have achieved perma Phantom Army, but I feel a 3.5 second down time is acceptable and will not be noticed in most situations. I also wanted to make sure that the majority of my powers were useful and not just mules for set bonuses, so I tried to get the important stats as close as I could get to being maxed before diminishing returns (i.e. damage at ~95% enhanced).

    I have limited funds (meaning I am not a billionaire, and cannot afford multiple purple sets). I already have all the Coercive Persuasion set on another character that does not really need it, and so I can move it easily to this character. And I feel that I can get the LotG +Rech IOs from running tips on other characters before I hit level 50 on this character.

    So, taking all that into consideration, please have a look at my build idea and let me know if it looks good, or if there are places I could improve without destroying the build integrity or adding additional purple sets.

  19. My first Blaster to level 50 was a Energy/Devices Blaster. I still have him and actually play him on occasion. He was very painful to level, but I found a few things that actually made him fun to play. Let me share some of those with you:

    1) Drop Time Bomb from your build. It is almost impossible to use when teaming and very frustrating and time consuming when soloing.

    2) Get everything from your primary (with the possible exception of Power Push). Everything is good and can be useful in many situations you will find yourself in.

    3) Be very picky about what you get from your secondary, but also know that some of the powers mean you do not need to dip into power pools.

    4) Since you will probably be skipping quite a few powers from your secondary, go for utility from your power pools. Get Super Speed (or Celerity +Stealth for Sprint) so you can stealth missions with Cloaking Device. Grab Recall Friend so you can help speed up task forces by TP'ing people to the end. Try hover blasting since it helps with your defense and shooting mobs from above turns that annoying knockBACK into knockDOWN. Feel free to get Maneuvers and Assault (because who doesn't like a little extra defense and damage, especially since you don't have Build Up). Stock up on Red and Yellow inspirations, you will need them and don't be afraid to use them liberally.

    5) Finally, while it isn't the best combination in the world, it can be fun and work if you take some time to make it work. It took me a long time to come to grips on how to make it fun, but now I get a kick out of playing him (with special thanks to IOs).

    He is not as much fun as my Claws/SR Scrapper, my Fire/Kin Controller or my Fire/MM Blaster, but he has some charm to him that prevents me from deleting him.

    And when all else fails, you can just slot knockback into Nova and see how far you can send Hellions flying.

  21. I have Aid Self and no passives on my Spines/Inv. It saved my life more times than I can count. And mixed with Dull Pain makes a great combination of survivability.

    Just make sure you slot interrupt reduction enhancements in it or you will not be able to use it in combat.
  22. The things I would like to see in a CoH app would be as follows:

    1) I want a streamlined App that would allow me to read and post to these forums that is not Browser related. I hate the load times for all the graphics and other useless stuff that bogs my phone down when all I want to do is read a few posts and possibly post something while on the go.

    2) I would love to see a costume creator program that allowed me to build a costume using the items that are currently tied to my account. I also want the ability to save the costume and synch it with the game for one of my existing characters or for a new one I am making.

    3) I would love to have a Wentworths app that allowed me to view items that I have up for sale and anything that I have won. It would also be cool if it also allowed me to post items from specific characters for sale and to place bids.

    4) A mobile version of the web site.

    I am sure that if I spent some more time thinking about it I could come up with some additional ideas, but for the time being I would settle for the above.

    My Big Mistake

    I have a Fire/Kin (level 50), an Illusion/Storm (level 42), an Earth/Storm (level 40), an Fire/Storm (level 36) and a Fire/Rad (level 33), and a collection of other Controllers at various lower levels.

    I think that anything Fire/* is great for damage. Earth is just pure win when it comes to locking down a group (or two) of mobs. Illusion is great for boss/AV/Giant Monster fights and decent for everything else.

    For secondaries, you can probably guess from my list above, that I am a big fan of Storm. I think this is one of the best Controller secondaries since they can get some really good use out of it (more than Defenders, in my opinion). It adds some very nice debuffs and additional damage, and when paired with Illusion it adds all kinds of soft control in the form of crazy knockbacks (since the phantom army and the Phantasm seem to favor knockback with all their energy attacks). True fun is TWO Ill/Storm controllers (or more) since you will always have a Phantom Army up.

    So, to the OP, I would not delete your current Controller because I think that Earth/Kin is an awesome combination and will only get better after fulcrum shift. But, if you are looking for a really good solo character then I would suggest one of the following:

    Primaries: Fire, Plant, Illusion, Gravity (has some nice single target damage)
    Secondaries: Storm, Kinetics, radiation

    Any combination of the above will result in decent, to very good, soloing abilities.
  24. If I could go back in time I would never have played a */Devices Blaster. That was a very painful set to me and I kicked myself over it so many times that I have bruises. But, when I made the character it fit the concept that I had in my mind. I will NEVER play another /Devices Blaster ever again.

    Since that time I always pick powers first and then make up a concept that fits, instead of vice-versa.

    As for what I will never play? I will probably never play a Traps Defender/Corruptor/MM due to my dislike of Devices. Otherwise I game for just about any other powerset and combination.
  25. I love IOs. I think they add a much needed dimension and depth to the game, but more importantly to the character development and individuality.

    I try and get level 25 IOs instead of SOs at 22 because I don't like having to swap them out every 5 levels. I then start planning a level 50 build (usually within my budget... thus no Numina's for me). And while I am leveling I start bidding and making the sets I need to reach my goals. A lot of times this is just frankenslotting and some nice needed bonuses, like recovery. And since I slotted all my powers at 22 with regular IOs I can spend all my influence on getting the sets.

    I usually try and get all my Set IOs around level 40, since it feels like a decent trade off between power and cost.

    IOs are also a mini game to me. Some people view them as work, but I think they are a lot of fun with a nice performance gain as a bonus when done. In fact, I spent the better part of the evening last night revamping my Claws/SR Scrapper to try and maximize her survivability and performance. The results were well worth the time, in my opinion. She is now Defense capped, has very good regen and recovery, and two build up procs to help boost damage. All my attacks have around 60% bonus to accuracy in addition to all the accuracy from set bonuses, and some nice recharge. All-in-all it was a very good makeover with very desirable effects. I was able to solo a group of three level 54 bosses in the Rikti Warzone and only had to use blue inspirations because I was running out of end (I know that is not a true RWZ challenge completion, but I was very happy with the results).
