Fire/Battle Axe - Defense Question

I have a Fire Armor/Battle Axe Tank that I am considering upgrading with IOs (he currently only has a couple sets of Multi Strike and some frankenslotted shields, the rest are SO's). I only want to spend around 100 Million because I don't play him enough to warrant more than that at this point. But, I would still like to improve his survivability so I can take him for a spin now and then and not feel like I am the weakest link.

My quandary is this... would it be better to try and soft cap a single Defense type (S/L, Melee, etc...) or would I be better off to try and get around 33% for all the damage types and just use Inspirations when necessary to soft cap?

I do think that soft capping S/L will cost more than 100 Million (because of the Kinetic Combat and Obliteration sets), but is that really the best option?

I would just like to get some feedback and ideas on how others view this and what they would do in my situation and budget. I can post a possible build, but I am not entirely certain that is necessary for this discussion... but I will if asked.
