I don't know the IOs well enough to know what does what and therefore how many slots in what. The simple stuff I can figure out but stuff like slotting a power I never use just to get IO bonuses that is where I lack the knowledge.
Was hoping someone who has a rad/sonic could give me an idea of how they do it. -
I would like some ideas on builds people have for this. Im currently rolling a rad/sonic just to solo AVs and GMs, missions as well.
I would like the build to stay under 6B.
So please post your builds so I can get an idea of what I should be building.

To the earlier guy about powers you can look at and say ok Ill pass on that I dont really need it, I think that is caltrops in devices. -
A power that takes a few seconds to set up and can be interrupted, then 15 seconds before it goes off?
In what perfect world is this useful? Something that does moderate aoe damage with the same recharge that can be used instantly would be 1 million times as useful. -

If I am a lvl 50 (+3) does level shift apply in regular missions in the sense that if I am fighting a lvl 54 would I get the same influence drop that a lvl 50 would get or is it diminished?

After reading through the i13 changes, and seeing that the developers of CoH have continued to hurt PvP more and more, Im not sure why I am downloading CoH once again.
When I5 hit and they brought in ED I almost emo rage quit, but instead I didnt. I thought, "No the devs will see the error in their ways." I waited 6 more issues and they have only continued to hurt PvP, instead of addressing the issues that truely afflicted PvP.
We then formed the PvPEC, thinking if only we show them the interest there is in PvP they will begin to listen, and again they did not care.
The devs have yet to care about the PvP community. One day perhaps a lead developer will come to the City of franchise and rescue her, but until then it is clear that PvP is of no priority. Playing dress up at the tailor in CoH is and always has taken priority. Fix the bugs, listen to the people that play this game. -

The ladder is pretty straight forward so as long as test is up (and not closed for beta stuff) then it should be able to maintain constant competition so long as the groups who want to compete with one another remain. It is a way that new groups can join at any time and old groups can leave at any time. Unforeseen issues are sure to arise but they will be easily dealt with as every group who participates has a say in what should be done about such issues. -
For the SG Roster threads, to update the roster simply make a new post with the new up to date roster.

The MoV for Whirligig would be 0, as they have no score. The groups who have fought and lost do have an MoV, and if they have no wins at all then that MoV is a negative. No MoV = 0. 0 > any negative number.
When a group agrees to a challenge then does not show, the blame should not be laid on the head of those who did show. If you would prefer we go exactly as the rules state then the PvP Captains can make this known here and we can rank groups accordingly. I find abandoning logic and fairness silly. In matters like this it is wise to have some arbitraion after the fact. I think it would be difficult to convince SW, ESK, and HR that Whirligig and The End out rank them and didnt even attend a single match.
Im not here to argue with you, and your accusations of an affinity toward any group in the ladder is laughable at best. If the captains of the SGs wish us to go exactly as the rules state then they can state it here and we will go on exactly how the round robin was presented.
To those of you who wish to state that the PvPEC is a joke and does nothing for PvP, I ask: What have you done for PvP? Do you help it flourish or do you sit by and make petty arguments and attack all those around you? Do you help PvP grow or do you give reason for people to not participate? Stop the degredation of PvP. People complain that the devs pay it no attention, and the devs say it is a very small part of the community. The answer seems simple enough, get more people to join it and the devs will take note. Constant badgering of people does in no way make them wish to play with you. -

A rule was never included in for forfeits because of the nature of the beast. I felt that I should leave out anything on the matter because I had hoped it would not happen, and because people could get to thinking and really screwed over another group. For instance: In an initial ranking process for a ladder where it is left upon the individuals to schedule their own matches and a rule where a match that does not happen will negatively affect the results, there is much trust in the groups who wish to participate that they will indeed make the effort to challenge all. My worries at the beginning with doing it this way instead of making the times for each match myself, were that a group could be made up that really wasnt a PvP group yet they signed up followed all the rules and went to test on the night of the events and fought everyone except one group they had decided they would not face. Now the group they would not face is awarded a loss, and effectively who ever would have organized a scheme as such would have hurt a single group. Or the participating groups could have gotten together and said everyone refuse a challenge by Freaks that way they will have no wins and no losses and be awarded the bottom rung of the ladder. Now I didnt really expect something like that to happen, and that is by no means what did occur, but they are similar in a sense. Esk was challenged they even accepted the challenge, then shortly after challenged they informed JFaL that some of their members had logged and they could no longer fight them. Esk could have chosen to fight them with fewer members or simply not show to a match they had accepted. While the actual fight never occurred the groups in question were in deed accepting that the fight was immanent, and therefore I would consider the group who showed for it the winner when the opponent does not show.
Allow me to ask you this: Whirligig presented a roster and have stated they wish to participate in the ladder, yet they did no matches and therefore have a better standing than a group who had entered and acquired no wins. A group that has no wins has the same amount of wins, zero. So they effectively tie. To break the tie we would look at who beat whom, they did not fight one another so we then go to MoV. In MoV Whirligig has a 0 a team with only losses has a negative MoV. Now I did not touch on this in the rules but I think we can all agree that this should not be the case. Again this is a similar case, but not what we are discussing. I made the deicision in calling it a forfeit and a win going to JFaL because it is the right thing to do. Esk had agreed to the fight but could not field a team due to members

Allow me to explain that a little more clearly then. I left Friday afternoon for the weekend and had no access to internet at my destination, so I couldnt keep up to date while I was away. I left to come home at 5:30 this morning after getting 3 hours of sleep and maybe a total of 10 hours of sleep all weekend (it was a long weekend amongst friends and family). I got home this morning and checked the forums quickly and found the thread had doubled and my inbox was loaded. I checked the inbox first and every message was the same question, I went to the thread and skimmed it and made a response. I was tired and after that decided to get some sleep. So when I said i didnt take the time to read the entire thread it was not because I didnt care what people had to say (even though now that I have most of it was a whose [Censored] argument) it was because I figured people wanted to know and I did not want to take the time to read the novel the thread had become while I was still so tired, and instead make a quick response so people could have some insight into my thought on the matter then hit the sack. -

Ladder Entry:
All new teams to enter the VG ladder must post acceptance of the below rules along with a roster designating the players and leaders. After that is done, the VG can officially enter the ladder in one of two ways:
1) A team can first challenge and fight an existing team on the ladder to determine their initial ranking. If you win the match, you assume the second to last spot on the Ladder, jumping ahead of the last ranked team. If you lose the match, you assume the newly created last rung on the Ladder.

2) Two teams entering the Ladder at the same time may choose to fight each other, rather than a currently ranked team. This will create two new rungs on the bottom of the current Ladder, with the winner earning the next to last rung and the loser earning the newly formed last rung. In this instance, the outcome of this match will not affect any teams already on the ladder; the outcome of this match would only decide the order in which the two participating teams are placed at the bottom of the Ladder.
Waiver:
NOTE: Eligible for Waiver is noted on rules that the participating VGs may choose to ignore prior to the match or up to 48 hours after the match. The spirit of a Waiver is to overlook simple mistakes and misunderstandings that do not affect the outcome of official matches. This will also serve to prevent vengeful enforcement of the rules from non-participating players. VG leaders will represent their team in their decision. If the rule-breaking team (forfeiting team) and the winning team do not agree on a Waiver, than the existing rule stands. If leaders from the same VG disagree, the rule stands. No teams are ever obligated or expected to agree to a Waiver.
Team Regulations:
Supergroup leaders must post an initial roster of players that they plan to have participating in matches and must designate themselves along with the other leaders with the title leader after the global. The initial roster must be posted at the time of signup and acceptance to these rules, it is part of your admission into the ladder. After the initial roster is posted, it can be added to or subtracted from at any time by making follow-up posts on that thread.
A groups roster is based on test server global names, do not use live globals. If someone changes their global you must update accordingly with a post. A global name may only belong to one Hero group and one Villain group within the ladders.
A new player must wait one week before becoming eligbible to play in an official match per timestamp on the roster update post. A player changing VGs must wait two weeks to become eligible to play in an official match per timestamp on the post. If a player is not on the roster, they are not eligible to play with that group.
Match Regulations:
All challenges are to be made in this thread.
All challenges within two rungs must be accepted and the matches completed within 2 weeks from the time the challenge was issued (assuming test server is available). If a group is unable to participate in a match within this time frame, it is automatically a win for the challenging group. Eligible for waiver.
The winner of an official challenge will be the first team to win two matches
Matches are to be set to SHW and no special options selected.
All matches will be 8v8. They may be larger if agreed upon by both groups prior to the match. And any group may play up to two men down meaning that there could be instances of 7v8, 6v8, 7v6, 7v7, 6v6.
Official matches will all be 10 minutes unless agreed upon by both groups in advance, in which case it can be 20 minutes. All matches will be timed at either 10 minutes or 20 minutes.
The only inspirations allowed are tier one inspirations. If you can purchase an item from the arena store, then it is allowed in official matches. If you are required to buy or obtain an item elsewhere, then it is not allowed in an official match (i.e. base buffs, IoPs, SoWs).
Vengeance stacking is not allowed as it is a known exploit. Until this exploit is resolved, Vengeance will not be allowed in any match. Use of Vengeance is an automatic forfeit for that match.
The first round of an official match must begin within 15 minutes of the designated start time. If the match is not started within this time frame, it is an automatic forfeit of that match by the team that is not prepared. If another 15 minutes pass and the delaying team is still not ready, the prepared team takes the win. Eligible for waiver
Between every match there is up to a 15 minute down time, but the 2nd/3rd match must start within 15 minutes of the previous match. Eligible for waiver.
For all official matches, groups are to report to Port Oakes Ruby if requested.
Groups may request to view their oppositions Supergroup Base and to do an inspiration swap. If a group is caught using anything but tier one inspirations then they automatically forfeit. Evidence must be provided.
Groups may request a reset only one time due to slow loading for each round of play. A team has 30 seconds to report all in and if both teams are missing people then the match is restarted with no penalty to either team. Eligible for waiver.
Both teams MUST say all in once all their teammates are present. If a group engages before this is announced then the team at fault automatically restarts or forfeits that round at the discretion of the offended VG.
In the event of a disconnect, a team has 90 seconds of a 10 minute match or 3 minutes of a 20 minute match to report such and request a restart. The opposing team must oblige if it is within this time frame. If a disconnect takes place after this time frame, then the match is to continue and it is scored as an official match.
There is an automatic reset if any of the following maps are drawn: Office Map, Monkey Cage, and Cave Map. Teams may also agree before the match to reset on other maps, but they are under no obligation to do so.
All results of matches should be posted in the ladder challenge thread following the match and within 24 hours.
In case a match is contested, a screenshot of the final score is required. It is for this reason that VG Captains are encouraged to take screen shots of the final scores of each match.
Ladder Movement and Regulation:
A team who wins in an official challenge against a group above them on the ladder moves up one rung of the ladder regardless of the placement of the group challenged.
A group will only move down the ladder one rung and only in instances where the group directly below them is the group who is replacing them.
A group can challenge as high above them on the ladder as they so desire. If a challenge is made outside of two rungs, the challenge may be declined by the higher ranked team.
Bar code teams are not to be permitted. (A bar code team is where a team has almost the exact same name as to make spiking nigh impossible. This issue has arose from the new ability to change ones name.) Deceptively similar names (ie. Bill and BiII) are also not permitted. Additionally, from the time a player joins an arena event to the completion of that match, they are not permitted to change their names. Eligible for Waiver.
If a group is inactive for more than two months they are to be removed from the ladder.
Rules may be revisited and added or modified at a later date as participating groups see fit. In order for this to occur, a meeting must be called giving all participating groups a chance to express their views and vote.
