Rad/Sonic Build Advice/Help
Having both choking cloud and oppressive gloom is redundant, since neither of them stack with eachother. I gave you electric mastery in this build, but there are other good options like going for the power boost effect in power or soul mastery. It's actually a good thing that you couldn't fit in amplify. Rad/sonic does so much damage that amplify ends up barely adding anything, so it's best to just keep attacking. Certain parts of your build and mine are actually -really- expensive. You mentioned only wanting it to be moderately expensive, and I tried to keep it at about the same level of cost as yours. The purple damage proc in shriek is probably the most expensive piece I used. However, it makes such a huge difference in rad/sonic that it's definitely worth the cost.
23% melee defense, 32% ranged, 26% area, 172.5% recharge (accelerate metabolism and hasten are 2-6 seconds away from being permanent. There's not a huge difference between a few seconds downtime and being perma)

Thanks for the reply. I'll peruse the changes you made momentarily.
I did want to mention, however, that I wasn't planning on using Choking Cloud except when teaming with other Rads, where it would be prudent.
This build is soft capped to smashing and lethal defense (almost everything you fight is part smash or lethal damage). It also has perma AM and close to perma hasten. I could very easily have gotten to perma hasten with decimations instead of devastations, but I was trying to make the build cheaper for you (and the +hp and +dmg never hurt!). Also have some slots left over to do with what you want (and I extra basic IO slotted some stuff which can be moved around too). It would be very easy to squeak a lot more bonuses out of this build, but again, to keep it cheaper, I didn't put them in. I figure you can get the lotgs by doing tips or converting r-merits, so that will not be a cost for you. I also gave you SS with a stealth IO, because that can come in handy! Oh and baz gaze are pretty expensive, you might be able to 5 slot the hold pvpio set (prices are a lil high right now, but put in some low bids and wait) and get the same 7.5% bonus to recharge.

I've always been a big fan of defenders but I have never yet leveled one to 50. I have an Empathy/Sonic Defender on Virtue that was part of a Empathy Duo/Trio that I got to 41 and will probably reach 50 at some point. However, yesterday, I created a Rad/Sonic on Freedom to play with some friends there that I promptly got to level 16. I want to make an IO build that is only moderately expensive that will give me good ability to solo as well as contribute (especially offensively) to a team or TF. I will be building another straight frankenslotted/common IO build with slightly different power picks.
For this build however, I wanted to focus on a decent amount of defense and enough recharge to have Hasten and AM up Perma. I wanted to fit in Amplify but I don't see how that would be possible and I think the damage buff from Soul Drain and Assault combined with all the -Res should be good enough. I am also in the air about going for Cardiac or Spiritual for my Alpha boost. I know Hasten isn't Perma but it's very close, and even with a couple seconds of downtime, AM should be up full time.
Anyway, here is the build I am thinking of and would like help tweaking.
