It does, AFAIK. Positron or some other dev said they were going to fix this, but that the original implementation would hit live before the fix was added. If someone is banned from chat in the interum, they can communicate through /afk and /petsay if nothing else.

ugh. I don't really mind the change; I figure it'll all even out once the defense scaling comes in ... but that's certainly going to make the wait for the whole shebang irritating - and I7 isn't even on test yet!
I can live with it since they'll be slightly improved after I7. I'd rather have the nerf be the temporary condition than the reverse.
