So, it's natural that you don't get a lot of comments for build advice. Both ice armor and willpower use typed defense, so it's more natural to slot them for typed defense instead of positional.

You're focusing on +recharge bonus, which is good as hoarfrost won't drop. I think it doesn't hurt to grab a little bit of defense bonus such that s/l/e/ne defense can be soft-capped even without energy absorption. I took your build and re-slotted below. I swapped energy transfer out for whirling hands. You can put it back in if you love energy transfer.

I think your build is ok. There are room for further optimization. I re-slot your build, and take leadership instead of energy mastery. Keeping most of your attributes similar, the build below raises the defense above 40%.

Looks good. If you don't use conserve power and resurgence a lot, I think there are better power choices, and you can shift some slots to the new picks if necessary.

If it is a Boss that may have knocked it off its feet and I will then use Divine Avalanche. I might lead off with Divine Avalanche on minions because SD then GB will usually finish them and I want the +DEF from DA when facing the rest of the bad guys. Those three powers get the most use. Gambler's Cut I use to fill in while other powers are cycling or on a mob with just a sliver of red bar left.
Any real difference between Gambler's Cut and Sting of the Wasp in the role? I see your choice was Sting in your first suggestion.
Edit: As the two posts below noted, gambler's cut has a faster animation time. Compared to sting of the wasp, it is faster only by 0.5 second. So, if you care about damage per second, and you are always focused and click very quickly, you can pick gambler's cut. Note that if you click your next power 0.5 second too late, then you lose such advantage.

Temperature protection is usually considered skippable. I think it's ok as it provides some resistance to movement and recharge debuff. It depends pretty much on the rest of your build. If you have some powers that you want to take and need to get rid of a power, temperature protection is usually the one to go. Otherwise, it doesn't hurt to take it.
I believe consume should help. It recharges every 1 to 2 minutes after slotting. You just need 3 mobs around you to replenish the whole endurance bar. -

For the resistance and defense toggles, just 4 slot them. Put 3 resistance/defense SO and then an endurance reduction SO. For toggles with heavier endurance usage, you can put another endurance reduction.

Any ancillary power pools are ok. I can give you a couple examples. If you have problems with endurance, you can pick the body mastery. If you have a fire theme for your character, the blaze mastery is thematic to fiery aura. -

For the slotting, I would put a fifth slot for some of your attacks. I doubt that your blinding feint can hit well. Also, I don't think you need to put so many slots into combat jumping and fast healing. I would put kinetic combat into vengeful slice instead of mako's bite, as you don't benefit a lot from ranged defense.

For your build, I think part of the defense from stealth is suppressed when you attack. If you're ok to lose hasten and without a travel power, soft-capping s/l defense can be done while keeping your damage slotting for your electrifying fences and ball lightning.

Actually, their attacks can slow you. So, even if you have a lot of resistance, you'll find that your attacks are not recharging, and you can only stand there. I think Rularuu is designed for teams. If you just want to get the badge solo, the most efficient way is to fight low-level Overseers as suggested.

I think your build is ok. I would put a fifth slot in some of your attacks. I think you put too much effort into s/l defense. Some of the IO sets are not that efficient for raising typed defense. However, I think you do achieve your goal. I modified your build a little. The attributes are quite similar overall. Mine has quite a bit higher e/ne defense.

For your build, I would take build up, and slot tough and weave better. If possible, I would use HO in active defense such that you can have higher defense debuff resistance. Actually, there are ways to soft cap defense without six slotting your defense toggles, stamina, true grit, and fully slotting combat jumping with 3 defense IOs.

I'm sorry, but pretty much every single proc ever made is "hazy" with what it should be used best in. -
It depends on the build and the budget. IO with global recharge bonus maybe expensive. If over-slotting hasten can speed things up a few seconds to attain perma-dom or perma-hasten, then there is an incentive to do so. Actually, over-slotting is pretty common if there are certain goals that people want to achieve, and they slot powers in weird ways that they wouldn't otherwise. Usually, there are ways to avoid over-slotting such that the build can be more efficient, but such efficiency may come at a high price.

I would slot the attacks and toggles a bit better. The attacks are probably fine with rage on. I guess the build is short of slots, so things are a bit under-slotted. I don't know if the endurance will be ok. The endurance usage from blazing aura, darkest night and foot stomp are huge, and there are endurance crash from hasten and rage. Maybe consume can take care of it. You have to give it a try and see how things go. I think you need a bit of perception, because darkest night drops easily when you get hit by perception debuff, for example when fighting Arachnos.
I changed various things in your build such that powers are slotted better, and the endurance recovery is higher. The s/l defense is slightly higher too. Other attributes are not as good as your original build, so there is a trade-off.

For the power choice, I would pick spin and follow up. Electric armor has power sink, which provides a lot of endurance. I don't think you need conserve power and physical perfection. For the slotting, I would slot the toggles with endurance reduction, and not just resistance or defense. It's interesting that you slot lightning field with nothing but damage proc. Moreover, I don't see a good reason for putting 5 slots into health and stamina.
