You might be better off breaking this into two different threads, one entitled "Ice/EnM build advice" and the other entitled "WP/SS build advice". That way people who have those builds might be more likely to read the thread.
Also, are these going to remain PvP builds or do you want to re-engineer? If re-engineering, where are you headed? PvE build? Farming build? Solo build?

You're focusing on +recharge bonus, which is good as hoarfrost won't drop. I think it doesn't hurt to grab a little bit of defense bonus such that s/l/e/ne defense can be soft-capped even without energy absorption. I took your build and re-slotted below. I swapped energy transfer out for whirling hands. You can put it back in if you love energy transfer.

I think your build is ok. There are room for further optimization. I re-slot your build, and take leadership instead of energy mastery. Keeping most of your attributes similar, the build below raises the defense above 40%.

Couple old characters I'm dusting off after the PvP nerfs generally made me shelve a large portion of my characters. I haven't crunched numbers most of my game career so I'm only generally familiar with the softcapping business, I guess my question is whether or not it will be worth it. Money not an issue (minus PvP IOs)
