Yes, but only down to the level they would normally be available. For example, if you have an enhancement that is normally 25-50, it will scale down to 22. Below that, you lose any set bonuses. Now SINCE it is scaled down to 22, and not 25, you actually keep those set bonuses until 19 (when you would be able to slot a 22). Once you go down to level 18, it scales down to 21, and the set bonuses go away.
It is because the fact that they can actually down 3 levels lower than the "normal" set IOs that some people have...shall we say..."serious issues" with the store bought IOs. |
The IOs you purchase in the market will always be the level of the character that's using them, as long as it's within the level range that that IO works for--you can slot a 20-40 IO any time after 20, but it will NOT go below 20 or above 40 for its enhancement value. If you are currently level 40, but then exemp down to 30, the store-bought IO should enhance as a level 30 IO.

That's not how they work (though, it's easy to think that's how they should work).
Attuned IOs, for the sake of their Enhanced Aspects always behave as your *natural level* or their max range, whichever is less. When you Exemplar, you apply Exemplar Scaling to their current level... the Attuned IOs do not go back down in level to match your exemplared level.
For Set Bonuses, they cut out when you go more than 3 levels lower than their minimum. *Not* 3 levels lower than when you can first slot them.

The put some of the uncommon stuff on Sale a couple of weeks ago. I believe they were all Melee sets. They were only available during that one week. I expect the same thing from these sets.

If I am right about the availability post-sale, the in-game market impact should be minimal. With them only being available during the sale, once the sale is over, people will need to return to the market. Also, you have to take the people who just disagree with IOs being in the market at all. They aren't likely to touch them (or if they do, they aren't likely to be very public about it.) Because they are account bound, there is no way to stockpile a bunch to dump on the market after the sale is done. You can stockpile them, but only for your own characters. |
Actually, all I really need to know is how many of the SBEs of each type are we allowed to keep in our Character Items? That will determine how many of the Friday sale ones I either hold or just go ahead and slot.

I like this sale. Most of these items I don't care about... but they're good things to sell and at good prices.
* I like the 60 points for the hat. I hope you guys take a look at your costume items and continue to sell them at less than $1 per part.
* Glad to see a booster on sale. Even if it goes back up to 800 points, I think it would be good to have full boosters (including auras, emotes, powers) on the market again.
* I very much like the new enhancements on sale. Those are all my favorite sets... May have to look into that.
* I may even pick up some of those consumables. I have a few extra points to spend to even back out.

He was specifically referring to the market IOs. Those work down to -3 of the minimum level of the set. So if it's a 20-40 IO, you lose the set bonuses if you exemplar to level 16 or lower, even if you are level 50. Since IOs don't have their own native level, they bypass the rule that in-game IOs have for exemplaring 4 or more levels below the enhancement level.
Exemplaring doesn't quite work like that on enhancement values. There's a table that is referenced, and the enhancement value is multiplied by a value related to the difference between your level and the level you exemplared to (this value will be less than 1, so the value goes down). In many cases, this means that your IO will be worth less in enhancement value than an IO of the level that you are exemplared to. Here's the Paragonwiki article on it for more details, though note that store bought IOs use a slightly different scale from in-game IOs based on testing. I'm not sure how accurate the article is, however, as "Any individual benefits of 20% or less are unaffected by Exemplaring down as far as level 21" doesn't sound correct to me, as it would mean that Schedule B enhancements aren't scaled down at all from 50 to 22. I haven't tested that in a while (like, probably 2 years), but I'm certain that was not true the last time I did (Edit: I just tested it and no, it's not universally true as written. Even level Defense SOs, which are exactly 20%, do scale down when a 50 exemplars to level 24. I had 3 Def SOs in a power, and it went from 56% enhancement after ED to 41.6%). It may be referring to dual/triple/quad aspect IOs, however, which do not scale within certain ranges for certain values. I don't remember the details on those, however. |
Lets say I buy a Luck of the Gambler Store Bought enhancement, it levels as you level.
The value of LOTG Def/END at level 25 is 12.5%/20.8%
The value of a LOTG Def/END at level 50 is 15.9%/26.5% (Def/End)
When exemplaring you get a penalty which decreases the IO's value:
At level 25, this penalty is 0.733 meaning your enhancement is .733 effective taking a level 50 LOTG DEF / END to 11.6547/19.4245 when you exemplar to 25.
So here's my question, when I exemplar with a store bought IO, does the IO act as a level 25 IO, a level 25 IO with penalties, or a level 50 IO with penalties?
If it acts as a level 25 IO, the bonus when I exemplar down will be 12.5%/20.8%
If it acts as a level 25 IO with penalties from exemplar it will be 12.5% X .733 (Penalty and 20.8 X .733 penalty
If it acts as a level 50 IO with penalties when I exemplar it will be 11.65/19.42.
This matters if I decide to buy one of these,

If you exemplar to Level 25, then it will be just like a Level 50 IO with the exemplar scaling applied to it for Level 25.
There's a few tenths of a percentage points unaccounted for when testing this... but it's close enough.
Until the Character Copy Tool is working again, more rigorous testing is difficult to do.
