I currently have three 60 day Time Cards, and one 30 day Game Card (the kind with the Jet Pack) that I got as gifts a while back, but have yet to use due to being on a recurring annual subscription.
Will I be able to trade these in for Paragon Points the way you could NCcoin back in the day (Example: 30 day Game Card cost $20 = 1600 Paragon Points or 60 day Time Card cost $30 = 2400 Paragon Points), or will I be required to use them to add time to my subscription?

You can still apply time cards to your reoccurring account, it just pushes back the date of your renewal. I would suggest you use them, get that free time! If I had to guess I doubt they will let you trade in the cards but I honestly have no idea.

The incarnate pieces are separate (though they may be available here too).
The incarnate vouchers are available through your in-game e-mail.

It has been stated by the RedNames many times but it bears repeating: VIPs will continue to have access to everything that paid subscribers currently have access to, and will get more goodies on top of that. Nothing is being taken away, no extra burdens are being added, we're just getting more new free stuff.
Preems and Freeps on the other hand will possibly have to spend money to unlock power sets in the future. I haven't seen a RedName specifically say as much, but I wouldn't be surprised. Remember, they want becoming a VIP to be a no-brainer, so they're giving VIPs a whole bunch of goodies above and beyond the stuff that Freeps and Preems get. Freeps and Preems are gonna get a whole lot of content, but those of us who have been subscribed to the game for several years have become accustomed to an additional level of (non-essential) goodies.
I've been around since launch and really don't post up too much on the forums but do browse and do my search fu for characters I might create. I love the game and have even kept up my sub even when I might be away working out of state. I have bought every booster pack out there (except party pack I think). I always get excited about new content coming out and wait like a little kid on christmas for the dl to come. I know that this is just a rough draft as to how things will come and I'm not trying to complain cuz either way I keep my sub regardless until there is no more game to play 
I just hope that they come out with more than just what we are seeing here. Basically what I'm getting down to is that I will always have a premium account status because I'm that hooked on the game and its one of the only ones that I can play at home due to satelite internet. So as of right now I already have all the costume unlocks from the packs and I will receive one transfer token a month, access to signature stories, and new powersets too if I read correctly? All of this I am extremely excited for but I'm still trying to think of what my Paragon points will go to... The only things left for me to use my points on would be transfer tokens, respec tokens and character slots. With me being a long time vet respec tokens are taken care of and I can't really see me using alot of transfer tokens. Maybe a couple moves to the VIP just to check out the server itself. One thing that I saw that sparked my eye would be if we could unlock accolades account wide. I know it sounds greedy but doing the same thing for all of my characters is quite a grind for someone with altitis. Another suggestion i would like to bring up for costume unlocks that I would love is the costume codes you have raffled off like freakshow or carnival etc. To sum this long post up ( and I'm sorry its long). Basically I've been here for a while and put alot of money into the game but feel like I'm not really able to apply this new feature that is coming. I hope there is more to come with the paragon points system and as always I'll be a loyal customer

- Since you like booster packs (so do I!) you will probably spend your free paragon points on all of the new costume sets and auras that they will be releasing. In fact this new "hybrid" model (of allowing free players and encouraging them to upgrade) will allow them to release MORE new content than they have been able to in the past, meaning we can look forward to a lot more new costume sets!
Yeah I meant VIP thanks for the catch lol. I guess I just feel like I wasted money over the years for things that we can now purchase with points for having a sub. In no way am I trying to be greedy just want to see something I can benifit from with the points
If I can't buy an entire booster pack for 10$ still this isn't a good deal. You need to divide the price up so that it still costs 10$ if you decide to buy the entire set. Atleast do it for those of us that remain subscribed. Give us a discount so we are still paying the original price.

In addition, now you wont have to use your free points to buy the Magic, Cyborg, Mutant, and the other packs. You'll have a bunch of points to spend on NEW costume pieces, so all of the future "booster packs" will basically be free for you. Someone who has never bought any of the boosters and who wants to pick them up with their free points is going to have a lot of catching up to do!
I don't think you need to worry: Once Freedom goes live, you will find that you are well rewarded for being a VIP, even more than you currently are as a subscriber.

So you can buy all of the costume pieces from the Magic Pack for $5, which means the costume change emotes and the Mystic Fortune power may/will probably make up the other $4.99 of the usual $9.99 value. Maybe other costume sets will be more or less, but as a bundle $5 for all of the costume pieces from a given pack sounds pretty darned good to me!

I would guess at this point that they might do something similar to what was done when Exteel was running: Allow NCSoft time card conversion to Points (NCcoin in Exteel/Paragon Points in City).
What would happen was extra options at the code application point of adding in the time card. Instead of seeing just the options to add time to whatever NCSoft Games you had a sub on, you would also see an option to convert to NCcoin for the equivalent amount. I'm not 100% sure, but I think it was roughly a $1 = 100 NCcoin rate. So if the conversion would be the same to Paragon Points, the conversions could go like this:
30-day card ($15.00 US) = 1200 PP
60-day card ($30.00 US) = 2400 PP
That's not bad,IMHO. But keep in mind this is just from what I remember of playing Exteel and that I generally use Time Cards for keeping my City sub active.
As to the cards you currently have, I'd use the 30-day card and one of the 60-day cards at least. Remember that the 30-day one you have has the Temp jet pack that will be good on all your Characters for a month.

Which includes Witch, Magic Bolero, Baron/whatever the male parts are called, High Collar Capes, and so on. He didn't say "The Entire Witch Costume Set from the Magic Pack." I too intend to purchase everything. Even for sets that I don't feel I will use, or even actively dislike. I really dislike the major costume pieces in the Cyborg pack. Torso, chest detail, gloves, legs, boots - I hate them all and don't use them on any characters. But I bought the pack the day it came out anyway, and I don't regret it. I'm not overly thrilled with the Defensive costume set; it looks a lot like some of the costume sets we already have in the game. But I'm going to buy them anyway, because NOT having access to something in the game, even if I don't want to use it, is NOT an option for me.
But even still I'm not worried. I get the equivalent of $5 per month in free points to spend on new costume pieces, and I'm fairly confident with the prices listed that if I spend an additional $20-30 per year (as I have in recent years on booster packs), I will still be able to unlock everything they release.

This whole part right here is what I enjoy. So for 5$ a month premium players cna join the party with new content, but subscribers get it for free and more slots and free 5$ worth of points.
This is pretty much what I expected it to cost and I'm roughly happy with the prices!
