They may do a mid-issue patch to give us the rest of the Alpha slot, not sure. Otherwise it will be in i20 as well. As far as exactly when that will be, I don't know.
I expect them to start giving us more than one Incarnate slot per issue, because I don't see them making us wait for 3+ years to get all of it. If you look at the tree it is in 6 tiers. It would be reasonable to expect seeing 2 and 3 open up in i20, 4-5 in i21, 6-7 in i22, and the last one in i23. I'm not anticipating having to wait until i29 to get the last slot.
I could be wrong, but the way the tree is set up would suggest that's how they are going to do it.

Ramiel says that the slots will open when Incarnates trials become accessible. I'd have to assume i20 is when we'll see both the end-Alpha and initial or full Judgement, seeing as it is an AoE power and not a slot.
...it might be a slot for an AoE power (make one or lots, select the one you want to use, go smashy), or perhaps a basic power with a single slot that can enhance it, by adding procs (100% chance to mez, mayhaps?) or boosting various aspects (MOAR DAMAGE!)
...I wonder if we can get Purple Triangles in the Omega slot?

and the whole idea of releasing issues as opposed to trickling out new content as it is ready is that it will keep people waiting in anticipation, and drag back old players too.
Trickled out content seems like no content if its too slow. so i dont see them leaving the issue system for incarnate stuff. I agree that 2 an issue seems manageable.
I think the reason they did not give full access to Alpha was to help give us a fill for how the system works, that and all the holidays. I'd expet full Alpha opened in mid Jan. Followed by Judgement (i20) in late Feb early March.
well i thing i20 may be longer than feb,as they started before I19,and are being much more strict on the beta testers(written nda was reported) I could see I 20 not until May and being the 7th anniv. so I could see parts being released every couple of weeks(4-6) to keep the edge off of when I20 is coming out. One queston that I keep asking is "When will the other shoe drop?"
In the past every time they have given the players a boost, and equal nerf has happened to Balance it out. all this goodness, has to have a counter to it, right now the two incarnate TF have a -4 buff on the players, but normal tfs do not, what happens if after 2-3 incarnate slots get unlocked and people can SOLO some of the higher TFs? or if farmers start cake walking through some of the new AE missons they will create? will there be incarnate only zones? where we get full powers and other only some. or will they go the route of like diablo 2,with a normal,nightmare,hell mode? or will they go like with diablo:LOD where you convert your char and can not go back to normal type missons?

You do realize that the new tfs only have a -4 level penalty of your Alpha slot is not yet filled? If it is filled, there is no penalty.
What I think we'll see happening is a change to the color/rating system. If we delve too deep into the incarnate system then the mundane will cease to be of interest to us. Just a thought.

Actually my guess would be what happens already with lower level content.
Once you go far enough along the Incarnate path, you will either outlevel level 50 content, or the level shifts with simply make it harder. If you play current level 50 content, you may find yourself stripped of your powers, similar to the current exemplar system.

The -4 debuff only happens when you don't have an alpha booster slotted.
Also the idea that every buff gets countered by a nerf is just ridiculous.
Where was the nerf when lowbe accuracy got buffed? (or was it tohit?)
Where is the nerf now with inherent stamina?
Also over the past few years buffs to powers and powersets as a whole have been far, FAR more common than nerfs. Invul, claws, martial arts, mace, dark melee, energy aura, elec armor, archery, katana, stalkers, blasters, defenders solo, tanker tier 1 attacks, plentymorethatIcan'tthinkofrightnow. Nerfs? energy melee, the ridiculously broken shield charge, and you could call the rebalancing of Psionic assault as a nerf overall. The fury rebalancing and changes to domination were a nerf to top end players, but most players are better for it.

Don't forget the fact that the Incarnate is supposed to make you super powerful. They are intentionally making you more powerful than the level 50 NPCs that are going around. They flat out tell you that you are going to be leaps and bounds beyond Statesman, Hero One, and Lord Recluse. Heck, in the first mission you can hurt Statesman and Reichman when they have their god mode defenses activated.
I doubt they'll nerf everything to make up for Incarnate, especially when Incarnate is supposed to be their "Now you're the star!" mode.

See, I read that and have a sudden image of a group of 50s standing in Atlas Park; straining and screaming for 3 weeks in order to unlock it.

One of the buffs in that mission gives all of your powers a proc with unresistable damage.

Gameplay wise though yeah, they had to give you a temporary power that gives unresistable damage, since the damage cap is still in place so they couldn't give you +10000000000000% damage. Well, they could, but it would cap off at 250-500%

I actually kind of hope they don't, aside from in specific mission trees/task forces. Keep it so that the incarnates, when dealing with 'real world' affairs are just far above and beyond, but on the missions specifically for them can have some challenge.
Obviously, when you get levelled down to helpt hat should go away, but for when you are cruising at 50 with full powers, you should get to continue to feel juiced up.
There is a level shift attached to the higher tier slots, as well as some inspirations. We'll be either as high as some enemies, or we'll be facing higher level enemies.

But I don't see them raising the difficulty of current in-world enemies. So I think we will eventually have the Rikti Magus con yellow to us when we do a ship raid.
