I think that is extremely unlinkely - something this big has to be open to everyone - putting out a boxed expansion based on the concept of switching sides, and then following it up with an Issue containing an endgame system that only players who didn't switch sides can access would just be plain crazy.
There is some chance they could make it only open to Heroes and Villains, so that only people who'd remained loyal or completely switched sides could use it, meaning Vigilantes and Rogues would be excluded - but even that doesn't really seem likely.

An alternate advancement system that blocks out people who have used the Going Rogue system is incredibly bad design. This will not happen.

I get the feeling Incarnate will be like an Extreme Accolade. That's how it sounds.

I'm guessing obtain badges, run certain missions, and possibly build secondary xp that goes to obtaining these incarnate abilities without actually gaining a level.

in theroy from an ideological stand point maybe Incarnates are NOT invoking/manifesting the gods themselves but instead are drawing upon the things they represent. something like the Endless from Neil Gaiman's Sandman.
ie: Statesman is an incarnation of Raw Power or Lightning which was last incanrated as Zeus. or Lord Recluse is incarnation of Tartarus/Hades or maybe Darkness.

not that any of this would affect gameplay but it's just a thought.

Sounds right to me, all of our powers stemming down from a specific point and branching out, almost like the tree of life i guess xD and by us building upon that power we begin to get in touch with its true potential

I do recall the Devs saying that there would be some kind of reward / bonus for characters who didn't switch sides, i.e. started out as a Hero and stayed a Hero their entire career. Such a reward would not be available to anyone that switched sides, even if they made the full transition. I don't know if the Incarnate system is that reward or not.

Abso-frikken-lutely not. It's likely a badge and maybe a contact or something small like that, but to lock out an entire game system from a very large number of characters just because they choose to fall/redeem themselves? Talk about shooting yourself in the foot. The developers are not stupid.

Well I17 will likely be out sometime in April and I18 is probably going to be the "housekeeping" patch they release alongside Going Rogue.

And regardless of how trivial the reward will be for staying true, there will be people complaining about having their fallen / redeemed characters being locked out of it.

I don't care about people complaining about things. Give a person a free piece of cake and they'll complain it's not a flavor they like.

Locking a game system out of another game system, when they are both access-gated by the same expansion, is just shooting yourself in the foot. It's stupid. STUPID.

Ah, I see we may have a misunderstanding here. I said that the Devs have mentioned that there will be a reward for staying true. I did not say that the Incarnate system would be that reward, nor have I advocated that it be made so. The statement on your part that I was playing devil's advocate to was your assertion that the Devs are not stupid. Everyone, the Dev's included, make stupid mistakes. It's part of being Human.

I'm thinking that Incarnates will require some "well of the furies" schenanigans as a task force or personal trial. With Cimerora availiable, they could really throw in the Greek Mythology heavy, plenty more temples etc to perhaps find the "Original" well of the furies?

It's almost as stupid as putting out a system that encourages people to switch alts frequently to get the most bonuses out of it, and at the same time implementing a new reward system that encourages running as much content as possible on one character to get the most out of it.

I know Dark Mirror is CoX I17. I was contrasting to the issue of the top cow comic called Dark Mirror which was, iirc, Issue 16.
