Its close enough. It came under Teesside. I wouldn't say Middlesbrough is the requirement for smoggy, I would say Teesside is, as there are plenty of worse places outside Middlesbrough for heavy Industry.

Scouting round Warburg my katana/regen comes across a brute and I go steaming in. The fight goes on for a while as he hit's Overload and I counter with IH. Build up and a couple of criticals get him down to the orange and he pops some greens, he gets me down and I hit reconstruction. Back and forth it goes for a couple of minutes and he's still popping greens like they're going out of fashion, then he's obviously running out and his end is dropping.
Next thing I know he's popped a Shivan out so I switch targets. The Shivan is down to about 25% HP when I realise he's stopped attacking me. A quick glance and there he is just out of melee range... Resting! Tab+Soaring Dragon, one kill to me 
Must admit, resting in the middle of a melee battle is a new one on me, maybe it's the next FOTM tactic
You obviously haven't dueled enough. I've seen rest used to great effect in a duel before. I won't go into detail as it will spoil the surprise as to when it can be used. Its the sort of think that only works once though.

The only times i've seen Rest used in a fight usually ends in the person resting, getting defeated very quickly.
One on One fights its suicide, can be pulled off in large battles in the arena on a big map where you have somewhere to hide. The downtime of resting is another con to it though.
Nah - I've seen it used in 1 on 1 duels to great effect. Not for the health or end regen, but something else.

Apart from an effective way of ending the match quickly in your opponents favour I fail to see how it could be used for something else. Please enlighten the rest of us with your vast knowledge of PvP.

mmmmm.... I don't see how myself either.
I've used my Ill/RAD with "rest" in pve while I was busy debuffing an AV..
I've used "rest" in PvP when I was fully-hidden, but even that was a risk.
1 vs 1 -- I can't see a good application of "rest" to make it even worth considering.
Reasons::
-DEF (BIG TIME)
Time Delay on Rest Activation
Only Powers Affecting Self work... and very few of those
PFF iirc doesn't work with Rest, tho I cud be wrong.
Not to mention the huge -res, which would mean that most people could kill you in a couple of shots.
Only situation I use rest in pvp is when im in sirens with my stalker and because rest doesnt break hide+invisiblity im on.

then how i manage to TP Foe that one in Siren's ... must try that one... didn't think it did RES to TPFoe, and that blaster was Resting.

Addition: Okay tested it.. you can't TP Foe sumone during rest.. (I must've got a lucky shot before rest kicked in when I TPd that blaster)
As for its use in 1v1 -- when you gonna have tie to use it between TPFoe and sumone kicking ur [censored]? takes a split second choice, and if it's a blaster BOOM HEAD SHOT.

Yeah - it all depends on the AT you are playing at the time, and sometimes the AT you are playing and the AT you are playing against.
I must admit, I didn't know that about rest though. That would account for some problems I've had lately TP'ing people though.
