If the four starter contacts don't interest you, you'll have to street sweep until you are a high enough level for the newspaper in Port Oaks to be useful.

It just seems like a massive inequality that I can power-level to atleast what level 10 in the blueside sewers and have to fight my booty off to get to lvl 2 in redville ...

This is like having Ra's Al Ghul show up at your birthday party.
You can do the missions, or you can hunt along the streets. The areas around the starting fort are filled with low-level enemies for you to fight. They won't be purple unless you go a decent ways away from the starting areas.
There are no sewers. The whole zone is a combination of normal-sized spawns and hazard-zone sized spawns (like those in the sewers).
Thinking that redside is exactly like blueside is going to lead to frustration.

First of all, Mercy Island is a sewer, but just run the arcs from your introductory contacts and you should be fine.
I've started so many villains that I typically just fight from the starting point to the door into Mercy proper and end up around level 5, at which point I train and head to Port Oakes. Doesn't take much longer than a sewer run and I can do it solo if I choose to.

And this. I'd advise you to run missions from your contacts, that's what they're for after all. But if you're looking for quick levels just grab some inspirations and go take on the streets until you're satisfied.
Do the missions of your first contact at least until you get their phone number. This way you can get the cape and aura missions at levels 20 and 30 respectively w/o having to go see them in person. If you even suspect that you would like to have a cape or aura costume with this villain, get their phone number.

Just run through to the AE building and use one of the lowbie villain missions. There are a couple set up to mimic the typical sewer run. Use a little caution while heading to AE, and you should have no trouble getting there in one piece.
i much prefer the low lvl mishs and no sewers red side compaired to the contacts hero side who give you a mish in 4 different zones before they give u their cell number.
RED CAP DAGGERS: if you want them red side on infinity, send a pm i have the mission to get them for dual blades.
I don't see how redside is that hard. You cruise the coast near the fort, when you ding you jump a big group, you can get to level 4 in about 20 minutes.

FluShots, What we usually do it this... once you step out of the costume creator or the training mission... Go. Hunt. Kil snakez!! Srsly. Just go hunt some snakes for a few minutes and you ding fast. The rez rings are close by so you can go out again very fast.

Lessee, in order for FS to be seeing purples right off the bat, I would guess that his Creation to Lvl 2 run goes. Like this:
1) Create n00 uber Flu-toon.
B) Run the Tutorial to get an easy Lvl and the Badge.
C) Tell the Pilot he wants to go to Galaxy City, but accepts Kalinda grudgingly instead.
4) Waves at Kalinda as he heads to the Base Portal.
4.5) Joins his favorite VG (ie; anything with a Porter) sometime between steps 1 and 4.
E) Ports to Base and runs to MI Porter.
6) Ports to the Arbiter in Mercy to Level Up.
7) Looks around and sez "Now what?" and "Why are there so many purples?"
Am I correct? I wanna cookie.

Yea, Cap is kinda like Atlas where you have toons from all lvls lfts. I would still work my way there since most ppl are 20+
I'm enjoying leveling up my lowbies in Mercy (on Virtue) with quick PuGs. There's no shortage of villains sick to death of killing snakes on Kalinda's and Burke's say-so.
Also, it's pretty easy to synchronize arcs with the PuG, so that we can all clear those contacts together and efficiently.

My experience, prior to the advent of Patrol XP, has been thus.
Tutorial, come out at level 2.
Do Kalinda first arc. You should be just over halfway to level 3 after bringing in Operative Burke. You should ding level 3 during the second mission. You should be three quarters through level 3 when you finish the Defeat all Infected mission. The arc completion bonus for this mission should ding you to level four. The next three missions should level you to five (you should ding level 5 with either the mission or arc completion for Defeating Syrus).
If you have taken the Burke route, you should ding level 4 in the egg chamber. The arc completion bonus will take you halfway to level 5. Burke will have two more missions after this, which will take you halfway to level 6.
At this point, you can either do Mongoose / Creed, or skip them and go straight to Port Oakes.
Mongoose is more neutral / mercenary, and Creed has you do some fairly evil stuff (all in the name of Science, of course, which makes it all better ).
I do suggest doing all of the starting contact's missions so that you can get straight to the cape and aura missions at level 20 and 30. If you leave one of the arcs unfinished, you will need to complete it first. If you don't get their phone numbers, you will need to do a significant amount of Zone swapping in order to get your cape or aura. (IIRC, Cape takes you from Sharkhead to Port Oakes, and Aura takes you from Sharkhead to Cap. Adding Mercy into the mix is a massive PITA).

So, you want to join the Hellions? (level 1-14 Villainous arc)
Sparks & Steel (level 5-20 Heroic arc)
and
So you want to join the Skulls? (level 1-14 Villainous arc)
Get on a missions team or do your missions solo.
The missions will be placed in areas where you should be able to travel safely and street sweep on your way to and from. If you are running into purples you have run way out of the area you are supposed to be. Neither Kalinda nor Burke would have given you a mission near anything purple.
Redside is actually much easier to level than blueside. It just doesn't have all of the lame short cuts that people use.
If you are desperate for a way to not bother playing through the actual story at all go to the MA and beg beg beg, or shout out for a Bank farm.
Seriously though, have you ever done redside missions? It appears not if you are here asking this. Try actually playing through the low level content once before skipping past everything, man. The redside has very fast paced and well written arcs in the early levels. It's not like the generic stories you get in early levels on blueside at all.
The funny thing here is that I started on redside, and when I finally went to blueside I actually started running the mission arcs in Atlas & was all "WTF?? I only did one mish, why are you sending me to another contact, gaaaa!! BTW, wtf is all this sewer team business..?"
Redside is seriously where the content was streamlined, so it sort of encourages you to look at the content rather than just screaming "lvl 1 lf PL". Mercy Island really is the newb/extended tutorial zone. On top of the relatively fast levelling, you'll also get several badges pretty fast and can start working on Day Jobs ASAP (Fort Darwin itself can get you Arachnos Agent, Pain Specialist, Monitor Duty &/or Pilot all depending on where in the fort you log out).

I laughed because I was redside the other day and someone was advertising for a sewer team lfm.... Everyone in the zone was like, "GTFO n00b! There are no sewers teams on redside!"
But out of curiosity, I joined to see what kind of grand mess it would be! And yes, it was an AE Mission.... but this guy created as close a duplicate to the sewers runs as I've ever seen. LARGE map, lots and lots of mobs, and they increased in size as you got further in. It was frickin weird! The compass title said "sewer team!" so check it out if you don't believe me.
That said, the only Villain I have ever had above level 10 is a result of doing VG teams on double XP weekend.

There is a auto sk 20 sewer map called Sewersteam. Its like 3 or 4 mish arc. Its perfect for thoes that find themselves missing the sewers on redside.
