As something of a personal ultimate dream of mine, I've been following official commentary on Power Customization, and that's pretty much what BABs has said in the past. Technologically, the solution isn't very difficult. Powers currently draw off static effects files and use sprite textures draw in colour. That's why Dark Melee can be black AND not transparent. Changing those isn't as much about reinventing the wheel as it is about digging through all the files and reworking them by hand, redoing coloured textures in monochrome and at the same time making sure not to mess up how powers look in the process. I believe he mentioned it was at least two Issues' worth of work.
But then, BABs, now that you have a minion or two... Maybe?

Rewrite the FX engine to let effects remember their creator's color. Right now, they could make the glow around your hands and your fire bolt purple, but they have no way to change the color of the bolt exploding on the enemy and the fire that lingers to show the DoT.

Yeah, there is also that, though I think that more falls into just more work. The reason we can't customize thrown spines and shot arrows likely has to do with how weapon customization was instituted. Before, weapons were summoned by effects scripts just the same was a fireball or a hurled rock would be, which made them uncustomizable. The change they made is instituting animated costume pieces controlled by effects scripts, meaning WHAT was summoned was controlled by the costume system, but what it DID was controlled by the powers system.
Customization comes from the costume system, and since effects not actually attached to the character cannot be part of it, they aren't currently customizable. Standard Code Rant obviously applies, but the man really did say "not hard, just a lot of work" about the whole thing.

My line of thinking keeps coming back to the premise that power customization is 2 issues worth of work... which is about how much work I'd expect to go into a box expansion. It would make even more sense to do it now, what with this other shiny new superhero game coming out boasting power customization from day one.
That said, I'm not going to believe it's actually coming until I see a full blown announcement with NCSoft's logo all over it.

In some cases this would be a good idea. However, fire is a bad example. If you set something on fire it doesn't matter what color the source flame is, it will burn normal fire colors unless there is a chemical or composition that causes it to burn otherwise. If you light a stick on fire with a blue flamed blowtorch, the stick will still burn orange. Simple chemistry. The explosion of the blast on the enemy should be changeable though, that I will grant.
For other power effects such as the cloud around enemies when you hit them with a dark attack or the color of rad toggles this feature will make more sense.
Not bashing your idea, just pointing out that fire effects are a bad example of what you're talking about. This is of course assuming you are talking about physical fire, magical fire may have different effects.

This makes me even more curious/suspicious about Going Rogue.
If so many of the things you'd like to add to the game are too time-consuming, then what do we get in a paid expansion? Do the same rules apply? Or is GR just the beginning of a series of paid expansions that will begin to address these (time-intensive) objectives?

Mostly you do. It's just that most of the guys who are happy are too busy playing the game to spend a lot of time on the forums.

Hey Sam I really like this idea, good post, man!
Also all of the other emote suggestions are pretty funny, espescially Paul Ruebens dying scene from Buffy.
Some other good ideas:
White Flag: Character raises one hand up holding a white hankerchief.
Rigamortis: Character lays on back with all four limbs sticking straight up in the air.
Flies: Flies start swarming around the character.
Stench of death: Flies swarm and also a puce vapor emits from the character to symbolize an odor. Other characters could walk by and use an emote that makes them fan the air, and/or hold their nose.
Ghost: A ghost version of your character hovers above you. Alternate Ghost emotes could be used also. Like Ghost Angry, Ghost Sad, Ghost Freakout, and Ghost Awe.
The Light: I bright light appears in the sky above you and a faint sound of people saying "come towards the light".
So far the coolest idea is the Tombstone emote. accompanied by the Bring Flowers emote. Good job.
Very cool stuff, this would make dying more fun!

Great idea Sam, although as BAB's has pointed out it's the 'entirely inappropriate' part of your "lying on your back" or "writhing in pain" suggestions that is probably at the crux of the issue.
I remember the wolf howl sound effect problem, a perfectly innocent sound effect used by a minority of players to spam howl effects endlessly under Atlas. It's an example of a good idea that would be fine used by most of us, but when in the hands of the immature could cause all sorts of strife. I'm sure you can imagine what the immature would do with the emote examples I mentioned.
Now, did BAB's mean 'inappropriate' in this sense? Or 'inappropriate' in the sense that there are far more important, game-improving, majority-pleasing, things that the team can be working on instead? Hard to tell, probably both.
While we're on the subject, gee, some of you guys got a bit grumpy with BAB's didn't ya? As he's said, pleasing the majority of us players is something he considers hard. When you see some of the replies to his posts it's easy to see why. Give the guy a break sometime.

On a possible related note...anyone notice that the Colors bar on test has a little pull down menu at the tailor? It only lists costume/uniform at present but why would that be there unless they were planning on letting us color other choices. Hmmmm?
Friend of mine pointed that out to me. Only seems to work at the tailor, not during initial creation. Still, could it be a glimmer of hope?

It's already on Live, and has been for quite some time. The other option in the menu is "Supergroup", (assuming you are in one, of course) which also explains its absence during initial creation.
It lets you assign your supergroup colors to each costume part individually for each costume slot (i.e. gloves part in slot 1 using SG color1, gloves in slot 2 using SG color2, gloves in slot 3 not using SG colors at all, and so on) and it only applies to playing in SG mode, of course, the rest of the time the colors are as seen in "Costume".
