Psychic Shockwave for Dominators is an AOE power which does damage as it if it a single target power. For Blasters, this will not be the case -- the AOE divisor will be in place. In other words, divide damage by 4.75.

Empathy isn’t a villainous trait, generally speaking. From a fiction standpoint, it will likely never be given to Villains as a set.

Back to thematics – Empathy isn’t really a villainous trait. From a fiction standpoint, it wasn’t our first choice to port over and the reason corruptors didn’t receive it in the first place as part of the release of City of Villains. If we were to add an “Empathy Like” set, it would need to be all new and not a port of it, to make it fit into the Villainous theme. As such, that fell out of the scope of Issue 12’s powerset proliferation and is why it wasn’t included.

This point can be debated until the end of time. In a game where concept trumps all, not allowing us to decide for ourselves what is evil and what isn't is just beyond comprehension.

Empathy for helping other villians achieve their devious goals? Or perhaps empowering other idiots to do all of your dirty work while at the same time manipulating them into believing that you support their cause.

There. I just made a concept that makes sense. It's not really even that creative. Just saying that it isn't a villianous trait is just an excuse for not wanting to port it over. I can go one step further and say WHY GIVE VILLIANS BUFFS AT ALL? Cold shields, Thermal Buffs, Sonic Buffs, the list goes on. Why would you want to buff other villians? To serve your own purposes in the end, perhaps?

Listen, I am stoked about the new issue, including the VEATS and QOL improvements. But watching you guys try to pacify the screaming of Doom from some of the playerbase is just hurting your original aim. It's no wonder people think the Devs hate villians with responses like this...

What about archery/trick arrow for corruptors? I know masterminds have TA and can get archery attacks from Ninja, but not a full set of archery attacks.

Hey now you can choose your behemoth farmer!

1) Good ol' Fire/Kin
2) Fire/Fire Scrapper
3) Spines/Fire Scrapper
4) Fire/Psi Blaster (since drain psyche will give you massive regen and end recov and you'll have what it looks like a damage+confuse aura.

Looks a bit different than what I expected personally, but a few were easy guesses.

Subdual – single target immobilizes are pretty common in all manipulations so the only surprise here is that the first power wasn't telekinetic thrust. I wonder if this is actually supposed to be treated as single target attack like charged brawl, frozen fists etc and not comparison to single target immobilizes? Is this ranged or melee?

Mind Probe - This one was expected as all manipulation sets have at least one single target melee attack (devices is not manipulation).

Telekinetic Thrust – I honestly expected this to be the first power in the set. This is basically power thrust so no biggie.

Psychic Scream - Now this is strange. I thought it would be in the psychic blast?

Drain Psyche – Woot! This one rawks. I hoped this would pwoer over since most other manipulation sets have similar - only theirs restore only endurance! *happy dance*

World of Confusion – Hmm, is this PBAoE aura like Chilling Embrace or actual ranged toggle? I was actually expecting single target confuse here.

Scare – I expected fear to show up. Only I hoped it would be short range cone fear. This one is probably skippable for PVEs as I doubt it will get bosses with one shot.

Psychic Shockwave – This one is curious. I don't see the recharge part being a biggie in PVE and I believe the stun mag is only 2 so it won't get even LTs. I personally believe the damage will be comparable to FSW but I wonder if the aoe radius will stay in 25 ft or if they drop it to FSW radius. Furthermore, I wonder if the recharge stays the same.

I get a somewhat mixed feel of the set. It doesn't seem to have enough melee to make good blapper. Also its control value is somewhat questionable - ice has slows and holds, energy has stuns etc - a single target fear does not a hold make.

Actually, it's not just that he could heal... though he certainly could do that... it's that he used his understanding of peoples motives, goals and desires to manipulate them into following the path HE has chosen, to the point of marionetting two people into falling in love and having a child...

His understanding of human feelings, his "empathy" wasn't perfect, after all, he did end up with a hole in the back of his head, but it was that understanding which made him dangerous, not just that he could heal.

Wait a minute. I'm confused. Mental Manipulation is the secondary? Then what will the primary look like?

Castle's got some serious cojones porting this one over.

I don't PvP, so I'm finding most of this hilarious. The hilarity factor will, however, be nuked into oblivion if the Dominator PSW sees a similar change - it's the most fun part of my Grav/Psi (Well, tied with mah Singy).

Issue 12 might be my favorite ever.

lawls /psi doms dont need build up with domination, and enough rech PSW for doms eats mobs in 2 hits (usually one the second one is just in case)

and also I think blasters will need build up before firing off PSW because of the dmg divisor, looks like the devs havent driven meh away!!

I'm thinking Presence on a /MM Blaster might actually have some usefulness. Stacking Fears to hold a Boss. A type of "Ghetto Hold".

Dr. Brainstorm, you're the biggest failure of a mad scientist I've ever seen in any comic book/game. You give your brutes the ability to wield maces in exchange for all the best villain sets being ported over to heroes. I hope there's a mission arc where you can be assassinated, I plan to farm it

Okay, Psychic Shockwave isn't going to be the murderbomb damage that it is on Doms. Okay.

Single-target Fear?! I look forward to testing this but holy crap. At least it's late in the set. o_o
