Build Up and Psychic Shockwave...along with Drain Psyche for lots of +regen and +recovery. And what looks to be a %-for-Confusion damage toggle. With about 20% more hit points than a Dominator and higher damage.
Yeah, I'm not seeing any balance problems with this set if the powers are directly ported.
it has gone from unconscionable to downright appalling that we have no way of measuring our characters' wetness.

Um... normally I am not the first guy to call doooom, but why not just give them an I win button... coupled with Sonic Blast this will be a pocket controller with blaster damage, res debuffs, and psi damage.

Now I'm really looking forward to Issue 12. I mean, I already was, but now I'm doing it more. I've got a character in mind who I can just see laughing like a maniac amid a mass of bad dudes trapped in her little World of Confusion.
And she's such a shy, tiny little slip of a thing, too. It's always the quiet ones. At least she's more or less on the side of justice, right?

Knowing how well these powers work for Doms, I think the Blasters are going to be quite powerful in the days to come. PLEASE PLEASE keep a close watch on this in the closed beta.
huge -regen/-recovery confuse, fear and other goodies.. Well, I guess EM is going to have a competitor.
However, giving PSW to blasters is just insane.

Can I just say, please, please just give Illusion to Dominators... Please? I don't care if MMs get it too, that would actually be pretty rad, BUT I really want to play it on a Dom.
Illusion powers in comic books are something that can work very differently depending on who is wielding them. It would be cool to have 2 different Illusion sets that work so differently between ATs. One are old favourite Illusion Control, an Two, our new favourite, Illusion for Masterminds, which would have controllable pets and hopefully some nifty Psi attacks.
Villians shall die by the truck loads.

Sigh. This is just ridiculous, of course, the h to v balance wasn't even remotely addressed in the post. Villains are really screwed now.
Storm, and even Empathy for villains wouldn't save them for the disaster that is looming anyway. I'm trying to figure out what the point of playing any villain AT outside of a stalker is now in PvP.

Empathy isnt a villainous trait, generally speaking. From a fiction standpoint, it will likely never be given to Villains as a set.
Back to thematics Empathy isnt really a villainous trait. From a fiction standpoint, it wasnt our first choice to port over and the reason corruptors didnt receive it in the first place as part of the release of City of Villains. If we were to add an Empathy Like set, it would need to be all new and not a port of it, to make it fit into the Villainous theme. As such, that fell out of the scope of Issue 12s powerset proliferation and is why it wasnt included.

That is consistently and intentionally overlooked. They just don't want to give empathy to villains.
All I request is that the Psi hole found in all melee defensive sets and relevent buff shields be filled.
As far as PvP is concerned /EM will still be chosen over /psi, unless Boost Range is nerfed.
As for /Psi itself...it seems a bit control heavy, like stepping into control archetype control heavy. I'd tone it down a touch...
Actually Legion, there's at least two superheroes I can think of that had 'dark' powers. Cloak from Marvel had them, he's practically the posterchild for them. And there was a member of the Legion of Superheroes over in DC that had them (cant' remember her name though). Mind you, I'd still like to see Empathy brought over in some, but just sayin'.

Interestingly, the first thought that crossed my mind when reading this was: Psionic Scrapper. My guess: people will be begging for this to be "proliferated" to the melee archetypes before it even exits beta.

I'm very confused as to why Psychic Scream is in Mental Manipulation.
My only guess is that they just swapped it out for Aim.

Normally I am the last person to call something overpowered but it is official the devs are truely smoking crack. Looking at what all the other blaster secondaries can do this is just flat out insane. They get a regular nuke, drain psyche and PSW, and hell I dont even want to talk about the new powers. All I can say is with all that how can anyone talk about balance whether it is pve or pvp.

I would like to see a red name explain why heros get cold and therm and villains get double storm. jeffg316
Originally, Castle only wanted to allow 9 powersets to be shifted around, while others wanted to open things up much more completely. After much debate, and back and forth discussion, we came to a compromise on which sets were proliferated and which would be delayed to future updates. The sets that were chosen, ultimately, were easy to port across, and tried to fill thematic holes where appropriate. Balance was mainly a factor in which sets NOT to port immediately things like Kinetics for Masterminds would be extremely dangerous to port directly; many changes would need to be done to make that one work. The same can be said with moving Illusions to Masterminds as a Primary powerset.
Ultimately, it came down to What would be fun, but not too game breaking?
After we had that mantra, we matched things on a thematic basis whenever possible. Hence, Fire/Fire Scrappers, Controllers who had Fire Control getting access to Thermal, Corruptors getting Elec/Storm, etc.

What if testing proves a set port didnt work en masse like ice brutes in CoV beta. They obviously made it through your internal testing and QA but in practice it was found they didnt work.
If something is found NOT to work, what is the plan? Plasmastream
If something doesnt work, well adjust it, rebuild it or cut it, depending on what needs to be done. I dont suspect this to happen in most cases.

Castle said, No, never! and Positron said, Yes, do it! In the end, the decision of which sets to give everyone bounced back and forth multiple times. The next question is, Why did Castle say no?! At the time, he wanted each AT to keep certain sets so they were only found on that AT Ninjitsu for Stalkers, Elec/Elec for Brutes, Ice/Ice for Tankers, etc. Ultimately, that concept was set aside later in the process, but some aspects of it remained in the initial pass of Proliferation.
