OR its a time flux that works in a similar fashion that RV works, and is something the Devs can trigger in a similar fashion as the Rikti Invasion. That could be neat-o.

I was thinking the same thing. In The Web of Arachnos, the prohibition was one of the primary reasons Paragon City was in the poor condition it was. It became a Haven for crime. Without prohibition, Recluse may not have been able to gain such a foothold in Paragon like he did in the first novel. This could have easily caused him to be a much weaker individual. Also it was Arachnos that spurred Marcus Cole into coming to America to stop Nemesis. He might not have come back to America as soon as he did, changing a lot of things as well.
In the second Novel, Manticore (early 20s I think in that book) is just starting up and help the Phalanx. If this paper edition is true, then he wasn't Manticore yet by that time, meaning he didnt help in that perdicament. But if Recluse had less power at the time, due to not controlling the Rogue Isles, its possible the events of the second novel never took place, changing how the Phalanx was reformed by Positron.
The possibilities for divergence are endless, but somethings we know are the same. Recluse caused Paragon's heroes to lose their powers for a period of time, causing Statesman and the Phalanx to travel to Prometheus. If Recluse was caught at the end of that story (though later escaped) its possible he doesn't have all his generals with him.

Im not sure as to why people are saying that the 5th column has to come back?
I mean, the whole reason that the 5th column were taken out of the game was because in order to succesfully market co* in Europe, the nazi references had to be taken out.

REgardless of the veracity of that statement, the Devs have repeatedly stated that, at some point, not necessarily I11, they will be back. they were also on the drawing board to be at the center of I10, before it was settled that it would be the Rikti.
Arctic_Sun, can you confirm that you meant the 20th Amendment? Because yeah, if it is the 20th amendment in this reality, that's some very interesting implications.

Dr. Aeon, South america.... I don't think Reculse and Manti are trying to fix anything. I think they (or at least arachnos) may know something more than everyone else in that time-line, but the only reason they're working together is because... Manti is a traitor, in this time-line.
We'll probably have to go into South America in SOME time-line, get to something BEFORE arachnos, fix it, beat down arachn os and evil manti, and go home for a cup o' tea.
of course, by issue 20, someone will have just broken the time-bandwith-developer-continuim and just STABBED Dr. Aeon right after he was born. that should fix EVERYTHING.

The compelling evidence for the 5th (or, at least, what I find compelling) comes from the clues the UK board coordinator, Kerensky, has been posting all week. (You can read more on that here.)
In brief, he said the following things: "Hail Eris," "Obey the Laws," and "Fnord." The Eris and Fnord comments are from Discordianism, which prominently features the "Law of 5."
Add in some other comments he made, and the fact that each arm of the ourobouros contains exactly 5 notches, and the classified add containing a phone number that works out to (555) Ouroboros, and you've got an awful lot of 5's being thrown around.
Then, there's the fact that the fact that the Ourobouros image morphs very easily into a swastika (by moving two arms.)
I'm not convinced, but i sure am persuaded.

To me, it suggests the flashback system people have been asking for. Only, instead of just "remembering" old contacts, or exemping down, you might get to do their missions in a totally different timeline/dimension/universe.
It would be the greatest thing ever if, for the I11 event, they switch over to the alternate universe without warning and act like nothing is the matter. Just leave everyone to try to figure out what the heck just happened. It would be beautiful.
