Definately an Aztec style snake.

My money is also on Dr Aeon being behind it all & Manticore and Recluse both being people who know its all gone nuts and are out to fix it by utilizing aztec mystics.

The 5th are involved too, possibly by helping Aeon in only looking like they took a kicking from the Isles mayor during the war. His armour looks a bit 5th doesnt it?

Well here's more info, courtesy of the CoV Website's Rogue Isles: 20th Century and Beyond Page [ QUOTE ]
When Statesman appeared in Paragon City, many of the villains there decided they needed a new home. The Rogue Isles was an obvious choice. Many already had connections there and the little nation’s “friendly” attitude made it a perfect choice. President Oakes was no fool. He knew that if he resisted these newcomers with their gangs and occasional superpowers things would not turn out well. But at the same time, he had bargaining chips – citizenship, diplomatic immunity, and other protections from American justice. And he had friends in the high places of America who were happy with the Rogue Isles just as they were. Deals were struck – in exchange for “playing nice” and taxes, the government turned a blind eye – and the Rogue Isles became a haven for the super-powered and evil.

During this time the first of many Arachnos cells arrived in the Rogue Isles. Representing itself as just another villain organization needing protection, the team quickly set up a base for its operations in the US. Avoiding spectacular raids and sabotage, it devoted most of its effort to intelligence gathering and influencing American policy. Lord Recluse did not overlook the Arachnos cell when he assumed control of the organization itself. Recognizing the value of a base so close to the US, he placed trusted agents (as much as Recluse trusted anyone) in charge and violently purged those he perceived to be troublesome. Once this was done, he ordered the station to go underground for the coming storm. This caution paid off when World War II broke out. President Marchand (Oakes’ “elected” predecessor) officially declared the Rogue Isles neutral, albeit with Allied leanings. When the 5 th Column menace alarmed the US, Marchand’s army waged a visible “war” on Column members on the islands, just to placate the Allies. It was Arachnos’ lower profile that allowed it to survive relatively unharmed.

And then Lord Recluse vanished – but even while the rest of Arachnos slid into turmoil, the hidden cell continued toward some unknown goal. Secret projects were started. Politicians were bought, rivals brought down. Men – and villains – were recruited. Someone was giving orders, but no one knew who.

It wasn’t until the mid-1950’s that it became publicly known that Lord Recluse was calling the shots. At that point he was ready to make his move. He performed a military coup, declared the Rogue Isles under the dominion of Arachnos and began to shape his empire.

[/ QUOTE ]

Many of the facts are true in the article. Marchand went up against Oakes for Presidency. He was neutral, but visibily fought the 5th Column. This gives yet another date for Reculse's coup/attempted coup in the Rogue Isles, but otherwise it fits up until that point.

Anyone know who the current figurehead occupying the Presidency in the Rogue Isles?

One point I have yet to see mention is who the blonde undercover chick was that worked with Manticore. I'm thinking Swan, based off the blonde hair and her links with Manticore in our reality.

Another point, exact idenity of the 'rebels' Recluse and Manticore wiped out. 'Foreign terrorist driven out of the Los United States many years ago.' Got a couple theories:

5th Column (it's where everyone else is going)
Sky Raiders (I seem to recall an arc where some bigwig associated with Council or Sky Raiders trying to make a break for South America)
Council (See above)
Malta Group (Doubtful, but they fit the description)
Arachnos (I seem to remember that Arachnos was spawned out of a central group from which the 5th Column also came. Perhaps he's leading the 5th Column now instead of Arachnos)
SPIDER (See above)

Yet another point: In the article it said 'Simon Sinclair, the original Manticore, and his wife were killed by an assassin called Protean. In the savage attack, Back Alley Brawler, friend of the family, was put into a coma. Justin was the
only witness.'

According to what's listed in his Paragonwiki profile, Back Alley Brawler killed Protean, earning Manticore's respect. So yet another differance between this reality and ours.

Arachnos was originally a Italian fascist group run by the Weaver. Over time, and nothing is made clear, Recluse was put in charge to it's American branch and eventually, prolly through force, took the entire thing over and moved it's main operation to The Rouge Isles, where he then sent the woman who would be Ghost Widow to destroy the president there so he could usurp power.

Personally I think they wanta wipe alot of contacts that give the same thing out of the game, and the first paper might just be a sign of that. CoV runs fine with fewer contacts and paper missions, remember, paper missions are the solution to "I'm out of contacts!" We didn't have that when we launched, now, for tighter coding and less of a head ache for gm's and fish, perhaps we'll scale down the number of coh contacts since a fewer number can point in fact handle all of the story arcs and random missions given throughout the game as it is, making room for expansion with out the OMG too big scenario

Course I haven't read around, maybe thats already been hit on :P

That Dr. Aeon can not possible be that timeline's own Carl Egon. Can't be. He would have been way, way too young when he built Marchand's power armor, and there's nothing in there to explain why he stopped using his real name in that timeline.

I was going to complain about this as a mistake ... and then maybe I figured something out. That almost certainly has to be our Dr. Aeon, Primal Earth's Carl Egon. And I think I even know what his game is. Most of the way through the Statesman's Task Force, the player characters point out to Dr. Aeon that if Lord Recluse succeeds in firing the Grandville Array, Aeon will lose his super-intelligence, too. That's why Aeon panicks and provides them with some of the information they need to disrupt Recluse's plan. And, of course, in Echo Down the Aeons we learned that a future Dr. Aeon, one who's seen the "Agony Hall" future and blames his past self for it, came back in time to try to persuade his old self not to help Recluse.

So my theory is that our timeline's Carl Egon/Dr. Aeon, having failed to come up with a way to outsmart Arachnos in our timeline, is trying to go back further in time and rewrite history by preventing the Arachnos takeover of the Rogue Isles. But somehow, this has changed history for the worse; somehow this prevented heroes from containing the Outbreak Plague. And it does nothing (that we know of) to protect that timeline from Nemesis' machinations aimed at playing "let's you and him fight" between Earth Prime and Rikti Earth; in fact, all it would have taken would have been for the first Rikti War to have gone a little worse for there to have been fewer heroes available to fight the Outbreak Plague. So who knows how the Second Rikti War is going.

Heck, for all we know, Marchand and Aeon are both Nemesis pawns now. The more I look at that teaser wallpaper, the more the filigree work on that brass logo still looks like something Nemesis, or one of his artisan minions, would design. And the name of the costume armor that Marchand is wearing is "steampunk." (Actually, what it looks like to me is a dead ringer for the Iron Widow's power armor.) I had always assumed that Marchand was a Family man, like his predecessor, and we know that Nemesis has his hooks into the Family.

Are we going to Columbia to fight Recluse and Manticore? Hooray! I've been hoping for a jungle war zone. I had assumed it would some day involve going to clean up/make worse the mess in West Libertalia, but Columbia works for me.

Finally, one last huge piece of congratulations and thanks to Cryptic for making at least a token mention of a civilian government in the United States. The US in that timeline at least has a president that occasionally makes the news. Frankly, I'd think that Freedom Phalanx were a lot less scary if they showed any deference at all towards civilian government, the whole Heroes side of the game less creepy if the federal government was ever heard from at all. So this is a step in the right direction.

This is wierd, since one of my main characters, Junglefire, has his backstory set in the jungles of South Amerrica and involving Nazis. Wrote it in the opening weeks of the game when I made him, but I bet now that folks will think I came up with it due to issue 11, bah!

I don't think the first Paragon Times Article and this one inhabit the same timeline. Wasn't Recluse still in charge of the Rogue Isles in the first one? I think we're dealing with two seperate (maybe two of many?) time lines here.

Does the book mention that this isn't retcon, but an actual Cannon change over?
