Maybe we're on the wrong side of the equation here. Maybe they're not working on City of _________, but are working on ________ of Heroes/Villians.
Ocean of Heroes.
Planet of Heroes.
Universe of Heroes.
Or perhaps just City of Supers, where every zone has both heroes and villains in variious forms of PVP, not just combat PVP either, but also objectives based PVP that involves no opportunity for direct confrontation of the enemy - simply have to beat them to the punch.

The real problem with a 'City of Anime' game/expansion, is that you have to include the 'Normal Guy' archetype so that he can have amazing or truly bizaare girlfriends.
Watch out for the "Older Brother/Devices" Normal Guys. Those guys will be just plain [CENSORED] *creepy*.
I expect that the next expansions (not expnshalones) but huge purchasable expansions would be additional cities across the world. Perhaps a couple new archetypes, costume options and of course villian groups included in this purchasable expansion. Oh and with this purchasable expansion believe at least one of these cities will be a free for all pvp city, where around any corner you may get a good smacking.
The next expanshalone will likely include either space or the oceans. Both have a strong following, though knowing Statesman has a love for certain water oriented heroes I would suspect this would come first.
As for other ones who's knows.

If I had to bet, I would say, no more stand alone for a wee while.
That's why I am thinking about Galaxy of heroes. Each planet could be just a couple of zone, one more archetype. Not standalone material but one issue each.
On the same concept, just slightly different and in between the different planets, we could have dimensional (Think Shadow shard here not the average portal mission) and time travel zone (WW2; Jurassic time...) and of course the Atlantean zone which may come 'sooner that you think'.
I'd also see some other zone in other city or, why not a TF in Europe or Asia...

Gods I'd love that. I always wanted to go to wherever exactly the Tsoo are supposed to be from. Fight the Banished Pantheon on its home turf. Knock off the military dictatorship in some fictional banana republic. Or take it over (Villain version) etc.

One possibility is the opening up of zones around the world. Statesman mentioned during one interview a long ways back that he'd like to see heroes travelling around the world fighting evil and villains travelling causing evil.

I cant comment on what I think the next expansion will be, If I had to guess Id bet something space based. That being said, I do know what Id like to see.
Next Exapnsalone (Like CoV)
CITY OF LEGENDS!
A city where the walls between reality have shattered completely, similar to the old Rifts RPG. It would be a cross genre game where each zone was a different reality with its own villain groups and story arcs. This concept has already been touched upon in various story arcs (Portal missions in particular) and of course Croatoa already is using this premise in CoH
Types of Zones Could Include:
Prehistoric Zone Barbaric Cave Men, Dinosaurs, A Race of Intellegent and Evil Reptile men that existed before humans.
Sword and Sorcery Zone typical fantasy zone with Castles, Dragons, Knights and the like. Think of this zone as City of Warcraft (Or would that be World of Heroes?)
Gothic Horror Vampires, Werewolves, Mummies. A zone set in the late 1800s world of H.P. Lovecraft. Could be populated with versions of existing villain groups such as Banished Pantheon and Circle of Thorns.
Futuristic Sci-Fi Aliens, Lasers, Mega City, Flying Cars the whole nine yards.
Post Apocalyptic Wasteland Radioactive Mutants, Giant Insects, A total desert wasteland.
Others could include Asian Ledgend, Egyptian, Praetorian Paragon City, Old West, Mythological Worlds (See City of Gods Below) the possibilities are endless.
Best of all a lot of current ATs and Powersets could crossover and still be consistent with the spirit of the game.
Next Expansion (Both CoH and CoV)
CITY OF GODS!
Level 50s can ascend to a higher plane (keeping all there existing powers) and begin the journey to a new level cap of say 75 and godhood. They would earn new God Like powersets, and battle gods and demons from various mythological pantheons (Zones could be Asgard, Olympus, Etc.) and other extra-dimensional threats. They can descend back down to Paragon or Rouge but they would lose their godly powers.

I couldn't see them doing that as that would turn away alot of current players. I hate anime. And contrary to popular belief, alot of comic collectors and gamers hate anime. Anime is a niche genre in the US. Much more so that comics or gaming.

Personally, I don't think this City of Manga thing is entirely off base... perhaps some expansion cities (one with a European flavor, one with an Asian bent)... now combine CoH/CoV Europe's population with new Chinese/Korean/Japanese servers and you have one heck of a world to work with...
