I wanna put my vote in for a more generic expansion that does the following;
1) Advances the storyline... alot. resolution to the Ritki.
2) (with the ritki issue settled) Switch off the war walls between zones, huge effort here to mesh the zones. but keep an outer wall because of the bad guys in cov.
3) Bring back the 5th (just becasue they are cool)
4) In crease the height of zones and add winged EpicAT and flying content, like dirridgibles and such.
5) Introduce proper water/underwater content, and crrolax EpicAT, and underwater bases, subs. and such.
So thats alot of content, 2 new Epic ATs. To round this out they should add some new sets, with a focus of getting at least 10 new powerpools into the game.

I was thinking the same thing when I read that quote from Statesman. 
But what could a pulp heroes expansion bring us that we don't already have?
The only thing I can think of is travel to exotic lands.
Personally, I'm thinking "Universe of Heroes." It could be the galactic or intergalactic expansion that focuses on offworld issues. As a contemporary example, think Justice League and space ships.

My guess would be City of Aliens. They've always said they wanted us in space and such an inter stellar city would make sense to do an expansion such as with CoV which could impact both.
If I had my choice i'd love City of Dimensions which would deal with all the other paraell Paragons out there, always loved the Portal Corp missions.

Let's not get ahead of ourselves here like you did with CoV. Instead of finishing the first game you guys went straight into developing the next. Now that you have two half finished games how about we fill them out and make them as robust as most people would expect an MMO to be before we go and get carried away with the next City of....
I remember the good ole' days.
When we could all sit around and speculate about the future of the game and what cool things we would get to see and experience.

I'm just really hoping the next expansion is an actual expansion rather than another expanshalone. Not that I don't like CoV, but I think it'd be great to actually have a huge add-on to both games rather than coming out with another side again. I really like the idea of villains and heroes having to work together to defeat some bigger threat.
I've been hoping to finally be able to swim underwater, to see the waters become more than 4 feet deep That would have been my guess, underwater/Atlantis type stuff, till I saw the shadows tease.
