I know a lot about physics so I'll take a shot at this if no one else has:
An arrow should be designed to have as little friction moving through the air as possible. Essentially, being closer to the target would create more impact because the arrow wouldn't have slowed very much due to the air. However, the fact the arrow would be aerodynamic it would make VERY little difference. (We might be talking millimeters per second different)
The reason something like a gun does more damage at point blank range is because when a gun is fired it has hot air that shoots out the barrel. This air is very hot and also leaves a nice burn mark on the skin. (You find this a lot on suicide victims that used a gun)
The hot air from a point blank gun shot wound doesn't do any more damage to a person than the gun shot itself. Being closer to your target with a handgun increases the chance of the impact of the bullet shattering bone instead of piercing the skin and muscle without passing the bone.
I don't know if that's the same with arrows.

Originally Manticore tapped into the Emergency Network to get his teleport ability. The fire of Prometheus allows him to teleport his arrows and perhaps one or two more tricks not yet revealed.
As far as teleporting before firing the arrow in the trailer, the point of that move was to get himself between the bad guys and the Crystal. He wanted to delay Captain Mako and Black Scorpion, grab the Crystal and teleport out. Mako's quick recovery prevented that.

Well, being that Synapse is a Blaster with just Super Speed as a defense, Manticore just figured he was already at the debt cap, so it didn't really matter if Synapse got trashed while scouting.
You see, one thing that was omitted from the trailer was that States and Manticore were on teamspeak when he told Synapse to head in on the regular team chat. States wanted to see how Defiance worked for a blaster (which we saw the results of that test) and Manticore was just surprised that Synapse fell for it.
Very pragmatic, that Manticore. I like him.

You know how sometimes good leaders tell people to do things they would have done without permission to avoid causing a confrontation? That's my feeling on what happened there. Synapse appears to have serious thrill issues and would have zipped on in no matter what anyone said.
I have to say, after watching the video, I can't take Synapse seriously. He got owned. Majorly owned.

The earth revolving around the sun is an observation.
Newton's Law is a Theory, which is at the basis as to why the earth revolves around the sun. Keplar's Law is a Theory which better explains the actual mechanics of earth/sun interaction, within Newton's frame.
Once you move out of a Newtonian reference frame, the Theories break down.
Also, I'm guessing the book would probably be just as good if it was written by Mark Weinberg (Marky Mark) .
Lastly, Manticore is short. Very short. Everytime I go by him in Brickstown, I make sure to mention that "I thought he'd be taller".

Well true. But in defense of Synapse he was walking into a trap that he didn't know about. He was going to scout out the area, and had a handful of AV's watching his approach and waiting for him. One of which was Lord Recluse himself, whom I suspect is a higher level AV (just as States) then the other major heroes/villians. The numbers and situation clearly favored the baddies.

Yay, Manticore joined this series of posts!!! Thanks! Didn't quite see Manty getting between the baddies and the crystal...gotta watch that again.
Do have to agree that I do like the superpowerless hero idea. Here's hoping that the powers Manty has are temporary.
On another note...obviously Synapse being taken out is a result of that whole super speed turning off for a few seconds like in game. He must have run into a bug or something...that counted as an attack....he got slowed, then owned.
Poor guy.
Synapse don't strike me as the brightest of the heroes. I'm betting Recluse just stuck his foot out.

A fact which every female around 4 foot tall is thankful for. Finally, a hero who's first view for me is not his belt buckle...or lower.
