If you haven't looked at the new Skulls, please do.

I think the club hair is dorky....which makes is perfect for a bunch of knuckleheads like the Skulls.

Have the Skulls always been an ethnic gang? That shizzle is news to me.

They've always been run by the Petrovic family, who had a Slavic background - but the minions haven't been shown to be Eastern Europeans until now.
The devs are aiming to give them an ethic background similar to the Italian one for the family, and the Asian one for the Tsoo.

Very few of the enemies in this game have been given deep character development until recently. Think about it: before GR, the Praetorians were basically "What if the heroes were villains?" The Clockwork were basically generic animated scrapheaps who were animated by the Clockwork King to take over the city.

Less cliche', more depth. In my opinion, a good thing.

to TO THE END!
Villains are those who dedicate their lives to causing mayhem. Villians are people from the planet Villia!

The Devs should throw in some random chatter you occasionally see where it reveals that the lower level skulls are just doing fake (thus explaining the hollywood-style) accents, because they think it's cool and their leaders actually have real ones.

That'd allow them to play both sides, where they recruit anyone, but still an ethnic gang.

Plenty of characters had depth, actually. It's just certain groups weren't as fleshed out as others. And it hasn't gotten much better, since for the past two years it's been All Praetorian, All the Time. Fleshing out an entire other universe and ignoring the existing one isn't good. I24's definitely a step in the right direction by finally giving the Skulls depth, though, and I hope we get more of this and less of the Brickstown/St. Martial arcs.

Also I just hate how the male Pocket D hair was made. It's not the style itself that bugs me, people actually have that messy kind of style. But it's how sloppy and unnatural the product itself looks.

That's all very racist unless they have a more diverse ethnic gangs, like a Liechtensteinian group of monarchists.

"Marcus- J'accuse! You dropped your accent! ... crap"

Edit: Yes, that's a War and Peace reference.

We've got plenty on monarchist villain groups already

I like that some of the female Skulls have their own Skull's Girlfriend NPCs hanging around. This may have been a simple oversight on the Dev's part, but I think some more progressive relationships are okay in the game.

I don't mind the revamp, the club hair is the only thing that bothers me. I've never seen anything look good with that hair. In fact, if someone has managed to make it look good on a costume please post it here, I'd love to see that.

Here's my own input: (I'll just copy this over to the beta forums)

-I do like the Skulls revamp and feel the Hellions could do with something similar, you know, a real revamp and not just the edition of the Girlfriend from Hell (which I found inappropriate since Hellions are normally supposed to count themselves 'lucky' to have actually MET a real demon).
The only drawback I do find is that they Skulls now look "too clean". No ripped jeans, frayed hems, torn-off-sleeves, or stains. But that in of itself can be justified since I'm pretty sure even gangbangers enjoy laundry fresh clothing. (fresh from the dryer underwear: proof of compassionate and loving divinity on cold days)
Oh, though as a small suggestion: maybe consider giving some of the bosses trenchcoats. Black trenchcoats. (mighty be a good place to showcase the cybertech trenchcoat)

-For text and lore: I do also object to giving THE WHOLE GANG cheap accents. For one: the Skulls were founded by and a bit from Eastern European immigrants, but as has been pointed out before: they are recruiting from EVERYWHERE and gathering up ANYONE they can. Besides, The Family doesn't all speak with cheap Italian accents, the Tsoo lack cheap Vietnamese/Chinese (the spread of the Hmong people, if I recall) accents, even the Fifth Column is lacking in German accents.
I would like to point out to the Devs that the Petrovich brothers already existed in-game as basic Bone Daddies in the Bonefire Arc. Back then they were known as Marrowsnap and Marrow Drinker. I will admit that this is a HUGE improvement on the two, I just think it might be best to edit some of the old website info or move the Bonefire arc purely to Ouro.

-This is more of a bug, but Gravedigger Strikers and Deathhead Soldiers guns are not rendering, making them look like City of Heroes is getting censored by 4Kids.

I don't really see the problem with this revamp? They look just like the Skulls we have now, but with better graphical definition.

Actually, several of them have them - especially Reichsman

But not that many. The Reichsman thing is really confusing though since Reichsman was still born a U.S. citizen unless Marcus Cole became THAT naturalized.

Gonna' miss the black and ripped denim jeans.

It would be nice if their full-arm tattoos either continued all the way to the wrists or didn't end in such an abrupt line, despite that that's a limitation of the player options.

Also hair silly, accents unnecessary, the usual consensus of the thread thus far.

I'm assuming that they're implying that the main language on Axis Earth is now German, and almost 70 years after the Nazis won, Reichsman would have picked up an accent.

It's actually rather easy to pick up an accent after living in a foreign country long enough.

Just listen to Madonna's (somewhat irregular) English accent.

Look at the speaker that one is carrying. Must have been made in the 70's.
